APPENDIX Q: DTS Organization Naming Convention Q.1 Introduction DoD has established a standard Defense Travel System (DTS) organization naming convention. The data field in DTS is 20 alphanumeric postions. For maximum eficiency and utility, the naming convention is logical, easily understood in the filed, and hierarchical in nature. Leadership for Service headquarters, Washington Headquarters Services (for Defense Agencies), and the Joint Staff (for joint/unified commands) must enforce the DoD naming conventions. Levels 1 and 2 are directed by the DTMO; level 3 is directed by the respective Service/Agency headquarters; level 4 and higher is for local use with appropraite Service/Agency headquarters guidance. Note: The more levels you use, the more maintenance is required as personnel rotate or move into organizations at an installation. The structure should carry no lower than the level where travel funds are allocated or travel costs are managed. The following structure will be used: Level 1 1

Use of standard codes for level 1 permits information quieries across DoD. Additional codes can be added if DoD starts providing DTS services to other Federal agencies. Standard component codes for level 2 permits information queries across the entire service, or for all defense agencies or joint commands. Use of standard codes for level 3 permits functional managers to roll-up data by major organizations, or an enteire defense agency, joint/unified command, or installation. Use of standard servie and agency office symbols and mailing codes for levels 4 and higher permit roll-up data at any desired organizational level since these codes are hierarchical in nature. These codes are commonly used throughout installations and are known locally.

Level 1. All DoD components use “D”. This allows for visibility, access, queries, and reports on DoD as a whole. Level 2. All Army organizations use “A”. This allows for visibility, access, queries, and reports on the Army as a whole. Level 3. Defense Travel Administrator (DTA) teams use the High Level Command codes contained in Annex 1 to develop Army organization names. These codes are used in positions 3, 4, and 5. Use of a standard coding system enables managers and administrators to have oversight of their entire organizations. • Level 4. Positions 6 though 20 (levels 4+) are developed by organizations in coordination with their high-level command/ACOM, ASCC, or DRU. Three character codes are required to define each level of all organizations for levels 4 and higher. Table of Distribution and Allowance (TDA) organizations can use the standard office symbol, abbreviated to three characters. Military line units can use their unit designators, abbreviated to three characters. A three-character abbreviation of the UIC can also be used. These codes should make sense and may be based on pre-existing codes that the organization is familiar with. The organizational structure is hierarchical to permit roll-up of data at any desired level and permits visibility. The DTA will contact their high-level command POC for guidance in developing DTS organization names. Refer to detailed examples below:

DoD, Army, HQ Dept of the Army, Office of the Chief of Public Affairs (OCPA) [UIC=W1BZAA], US Army Broadcasting Service [W4JTAA]. Army DTA POCs coordinate with the DTS-Army Office, and with their higher command, when planning to add or modify a DTS organization name. Command/organization DTA POCs submit a list of the proposed command DTS organizational structure for approval prior to implementation. An Army DTS Organizational Naming Convention Template is available for use and download (MS Excel spreadsheet) at http:// www.asafm.army.mil/fo/fod/dts/dts-wp/dr/dr.asp . There is a tab in the spreadsheet for each ACOM, ASCC, and DRU. The spreadsheet opens as a Read Only file, you will need to modify the template for your command: a. Select the tab for your command. b. Make the necessary modifications for approval. c. Right click on the tab name. d. Select Move or Copy. e. Under “To book”, select the new book. f. Near the bottom left of the dialog box, select Create a copy. g. Select OK. h. MS Excel creates a new book (separate spreadsheet file) from the selected tab. i. Save the new book to a meaningful file name (e.g., command_name DTS Org Template date.xls) in your local environment (workstation or server). j. Submit the proposed structure in the saved template file to [email protected], for review and approval. In the subject of the message, enter Proposed DTS Organization Name. k. Once approved, the organization name can be created or modified in DTS.

Q.3 Air Force Naming Convention •

Positions 3, 4, and 5 are the installation MAJCOM code (level 3). Installation MAJCOM codes are contained in Annex 2. Positions 6 through 20 (levels 4+) are composed of the Wing or Squadron number or headquarters office symbol and the standard office symbol published by the Air Force Communications Agency.

Q.4 Navy Naming Convention •

Positions 3 and 4 (level 3) are the Major Claimant code for the echelon one and two commands. Major Claimant codes are contained in Annex 3. Positions 5 through 20 (levels 4+) are used by echelon three and below commands/subordinate commands and activities as directed by their echelon two major claimant. Levels 4+ may incorporate conventions such as the ship’s designator, office codes, etc.

Q.5 Marine Corps Naming Convention •

The Major Command Codes (MCC) and Reporting Unit Codes (RUC) used by Marine Corps units are contained in Marine Corps Order (MCO) P1080.20M, Marine Corps Total Systems Codes Manual (MCTFSCODESMAN). Positions 3 through 6 (level 3) are the normal disbursing station number (DSSN) for the organization. Positions 7 through 14 are the unit’s MCC and RUC.
