Reports to: Chief Financial Officer Approved By: Ian Copeland Chief Executive Officer

Summary: As the Manager Financial Systems you will provide high level strategic advice, analysis and support to the Executive, Financial Services and other Department / Staff in relation to financial systems innovation. Specifically the role shall include: -

Systems development – including interfacing best of breed applications to provide ongoing financial integrity;

-

Design and deployment of accounting information systems with a view to live reporting;

Ensure interfaces from feeder systems to the General Ledger are effective and operating as designed;

Development of budget tools for Management;

-

Design and manage test scripts associated with financial systems upgrades / new applications; and

-

Develop and maintain an Executive Information System including ad-hoc report writing.

Essential Duties and Responsibilities include the following. Other duties may be assigned. 

Provide systems expert advice on financial processes and procedures, and identifying matters for development;



Provide high level advice on the design and deployment of accounting information systems;



Mapping, development and testing of new procedures for handover to Clients;



Coordinate and lead financial change management processes;



Develop and maintain governance arrangements for system development projects relating to Finance activities and liaising with internal and external ICT service providers;



Lead and manage project based teams to deliver business improvement projects, including managing expectations and influencing others outside of direct lines of control;

Oversee and manage research, and analysis and interpretation of complex data sets, to assist in identifying opportunities for improvement of systems, processes and tools;



Liaise, consult and foster effective networks with the Executive, Senior Leaders, and Business Units to deliver priority project outputs as directed;



Oversee the development of Reports, Briefing Material and other customised documents, such as dashboards, for internal and external stakeholders;



Provide a high level of analysis and expertise on the interpretation of the organisations financial position;



Assist with the design and implementation of new financial and budgeting systems;



Undertake strategic cash flow analysis and modelling (10 Year Model) and provide financial advice to the Executive Team;



Provide input into the monthly financial report for the CEQ Board; and



Contribute to the overall effectiveness of the Financial Services Branch.

Community Enterprise Queensland Position Description

Qualifications/Education and/or Experience Bachelor of Commerce or Business Degree or other relevant tertiary education. Desirable  Certified Practising Accountant (Australian Society Certified Practising Accountants) or Chartered Accountant (Institute of Chartered Accountants in Australia) or other post-graduate degree in finance, project management or ICT.  Post graduate qualifications in Information Systems or related work Additional Skills Required
