Rapid, drastic, and widespread global changes are looming over the horizon – with the growing threat of climate change, and the looming ASEAN economic integration. To survive and surmount, technology is key. It is the game-changer that will allow the Philippines to transform its problems into opportunities for inclusive and sustainable growth. Under the Aquino Administration, the Department of Science and Technology (DOST), as steward of the nation’s Science and Technology (S&T) Agenda, has been continuously guided by the fundamental policy that Filipinos must be able to chart our own course. For us, this paradigm translates to “technology self-reliance” – believing that the innate Filipino innovativeness and creativity, when capacitated with the appropriate tools, have the power to solve pressing national problems, distinct to the unique Filipino situation and culture. In the totality of this paradigm, the role of the Technology Application and Promotion Institute (TAPI) is a great one; and it follows that to capture the essence of technology application and promotion in whole: Intellectual Property protection; accelerating technology transfer; and commercialization of the technology—is a gargantuan task. However, the fact remains that it is the essential “gap” that we must surmount, in order to bring the benefits of our programs and projects to the Filipino people. In this regard, I proudly commend the TAPI for pushing forth its best efforts to manage our IP assets, deliver support and services to our national investments, and elevate the standards of creativity and innovations to a global standpoint. Undeniably, there is more that can be done, as problems and opportunities still exist and are waiting to be tapped into. In this regard, I count on TAPI to rise to the challenge, and step-up its role in creating an innovation driven and technology self-reliant Philippines, as we enter a new era in the global economy. TAPI’s 26 years of committed service to all its stakeholders marked this year’s report. We believe that we fulfilled our mission to promote effective and efficient innovation system towards the adoption and utilization of inventions, innovations, and services. This year also marked my fourth year as the Director of the Institute, and I am pleased to share with you our achievements for CY 2013. Geared towards the realization of our “Vision”, we continuously developed and intensified our programs of assistance for scientists, inventors, research and development institutions, local entrepreneurs to promote and commercialize their technologies. Through our various comprehensive assistance packages, TAPI nurtures and continuously helps transform scientific ideas into useful technologies to become profitable business enterprises in the long run. Recognizing the importance of protecting intellectual property prior to technology transfer and commercialization, TAPI, in collaboration with the Intellectual Property Office Philippines (IPOPHIL), has committed financial support associated with patent filings through the project “Juan’s Thousand Inventions”. We also continued to promote Filipino ingenuity and train local innovators through our programs. I am very grateful to the DOST Management and our partners in both the public and the private sectors, for their support. I also acknowledge the unselfish dedication of my entire TAPI family to attain our goals and achievements. With the ASEAN Integration fast-approaching in 2015, the challenge is even greater for us to fast track the delivery of our services especially to the MSMEs. However, I am confident that we can face this challenge in the coming year. Accelerates the initial commercialization of emerging and new technologies developed by the S&T community by providing the necessary funding support to micro, small and medium enterprises (mSMEs) for capacity building of seed, start-up and scale-up projects. A total of P9,225,813.31 was recovered from the financial assistance extended to the projects as a result of constant monitoring of 29 beneficiaries; and 10 assisted projects were fully refunded amounting to P8,714,968.93. The Program is continuously monitoring 54 on-going and delinquent projects. Aims to develop entrepreneurial competencies among students, young professionals including out of school youths in selected academic institutions and non-governmental organizations while at the same time creating income generating projects for the involved institutions. Its main objective is to solve the problem of unemployment/underemployment faced by students after graduation by giving them access to funds and facilities to start micro-scale technology-based enterprises. The Program has two (2) stages: Stage I wherein the students and young professionals are trained in enterprise development; and Stage II wherein graduate recipients are provided with initial capital for the full commercialization of their technology-based projects.

For CY 2013, the Program conducted orientation in 19 state colleges and universities and encouraged the submission of Implementing Plans for possible accreditation under the Program. DATBED also conducted an orientation in Aparri, Cagayan, Davao City and Malicboy, Pagbilao, Quezon during the “Seminar-Workshop on Entrepreneurship and Financial Management for Business Set-up” through the Center for Replicable and Adaptive Technologies for Enterprises (CReATE) project, a partnership program of TAPI and Technical Education and Skills Development Authority (TESDA). Twelve (12) Implementing Plans were evaluated wherein eight (8) schools were accredited to implement the Program: 1. Aparri School of Arts and Trades (ASAT) – Aparri, Cagayan 2. DATBED Program conducts assessment after 1½ years (midterm) and 3 years (end-of-program) of project implementation to determine if the school has successfully implemented the Program. The Consultancy for Agricultural and Manufacturing Productivity Improvement (CAMPI) Program provides consultancy services to Small and Medium Enterprises (SMEs) to attain higher productivity through the identification and installation of productivity improvement strategies in the agriculture and manufacturing sectors throughout the country. CAMPI is a level-up strategy that provides focused S&T consultancy intervention/s to SMEs.

For CY 2013, CAMPI evaluated ten (10) project proposals submitted by NPPC, Dr. Biley E. Timanel, Mr. Ildefonso Tallada, ECOP-EIPC Mesdames Debbie Alcasabas, Marilou Calzado, Remedios Cadaon, Geraldine Baby Lim, and Dr. Miflora Gatchalian. The program approved funding assistance amounting to One Million One Hundred Seventy-One Thousand Eight Hundred Pesos (P1,171,800) covering twenty-eight (28) farms/firms in Regions CALABARZON and VI.

In connection with the CY2009-2013 CAMPI implementation, four hundred four (404) farms/firms were monitored in Regions NCR, I, II, III, CALABARZON, MIMAROPA, VI, VII, VIII,XI, XII and CARAGA. The program also attended the Recognition Rites held at Dusit Thani Manila Hotel on 15 August 2013 for the twenty (20) firms who successfully completed the MPEX-EBESE project.

Part of the monitoring activity is the liquidation of project funds released to various DOST Regional Offices. For CY2013 the Program has facilitated the liquidation of funds amounting to TWELVE MILLION, ONE HUNDRED THIRTY-THREE THOUSAND SEVEN HUNDRED SEVENTY-EIGHT PESOS AND 23/100 (P 12,133,778.23)

Aims to shorten the lag time between development and utilization of available technologies by providing financial support for the fabrication and testing of commercial prototype models of these technologies

For CY 2013, 28 project proposals from the following institutions were assessed for possible technical and funding assistance under the Program: 1. Southern Luzon State University 2. As part of the program’s monitoring activity, project site visits were conducted whereby proponents perform products demonstrations.

The Program covers the validation of technologies and livelihood projects aside from its regular piloting assistance which provides financial and technical assistance for the establishment and operation of pilot plants prior to full commercialization thru purchase/ fabrication of major equipment/machinery needed in the commercialization of piloted technologies. It aims to provide the industry with efficient and cost effective technology and helps promote the development of technology-based enterprises in the country. The piloting assistance thru the establishment of a common service facility (CSF) within the community could be used to start livelihood projects using the DOST developed technologies and at the same time support the validation efforts conducted by the DOST Research and Development Institutes (RDIs) and other partner institutions.

Out of these proposals, the assistance for the “Validation of Technology for Identified GIA Community-Based Projects in Eastern Visayas: Upgrading of Banana Chips Processing Utilizing the Fruit Slicing Machine developed by SSU Main Campus, Catbalogan, Samar” requested by DOST-Region VIII passed the series of evaluation and was approved for funding amounting to P100,000.00. The Program also monitored 56 previously approved projects and generated a total income of P456,491.68 from the financial assistance extended to the following projects: 1. Technology Commercialization of the Production of Shelf Stable Unsweetened Calamansi Extract of Davao City 2. Cold Storage Facility for Cutflowers Ornamental Seeds and Seedlings

Aims to generate technology-based investment opportunities by bringing together government and private technology generators, businessmen, investors, financiers, industry associations, NGOs, academe and financial institutions interested in starting or improving technology-based business ventures. The forum features presentations on DOST commerciable technologies and its network agencies for adoption by interested cooperators including services and programs that can be availed by SMEs. Through the Program, the role of the DOST was enhanced in providing and addressing the technology and training needs of the various industries. For CY 2013, the Program facilitated the conduct of the project entitled “Regional Investors’ Fora on the Infusion of SUCs Technologies for Community Development” which was attended by 49 participants from various organizations held at Crown Regency Hotel, Davao City on 03 December. The forum was intended to translate technology-based opportunities into actual business investments by bringing together interested/ specific participants to match the local technologies developed by DOST and SUCs as well as government products and services. As the result of the forum, two (2) interested organizations are willing to adopt two (2) of the technologies presented for possible assistance under the Technology-Based Enterprise Development (TBED) Assistance Program of TAPI. The Program also provided financial assistance to PUP College of Engineering for the conduct of the “4th Engineering and Sciences Research Conference 2013 and Annual Research Awards 2013 (ARAW 2013)” amounting to P50,000.00.

Serves as an excellent platform for the dissemination, sharing and exchanging of information and ideas involving S&T development for the benefit of various sectors. It also provides a venue for highlighting the accomplishments of scientists, inventors and researchers, and facilitates technology commercialization/ adoption. For CY 2013, 46 project proposals were received and evaluated for possible funding and technical assistance under the Program. Of these, 26 requests were approved for the fabrication of exhibit materials (NSTW and Cluster S&T Fairs Celebrations), and DOST participations to other exhibitions amounting to a total of P2,539,500.00. 2013 National Science and Technology Week at SMX Convention Center in Pasay City

TAPI, being the lead agency of the NSTW Committee on Exhibits, has managed the holding of the 2013 National Science and Technology Week (NSTW) last 23-27 July 2013 at the SMX Convention Center, Pasay City with the theme “Science, Technology and Innovation: The Road to Smarter Philippines”. The five-day exhibition was highlighted by the Centerpiece exhibits designed by the creative expertise of Science and Technology Information Institute (STII) and Design Center of the Philippines (DCP) which featured technologies for “S&T Intervention for Poverty Alleviation”. A total of 14,534 visitors were given a chance to view 33 exhibits from the academe, government and private sectors.

Through the Program, the DOST was able to participate and showcase DOST-developed technologies, programs and services in seven (7) exhibitions organized by the private and other government institutions. Agency primers and technology brochures/flyers were also distributed, and inquiries received from these exhibitions participated were forwarded to the concerned DOST agencies for appropriate action.

Grants financial support for the printing of promotional materials on technologies, inventions, and innovations of DOST-attached agencies, other government institutions, private firms, and individual technology generators, inventors or innovators. Funding assistance is provided for the production of any of the following: a) 1,000 copies of promotional materials either a single sheet brochure or a single sheet flyer/ leaflet; b) 2 pcs. 3’ x 6’ size tarpaulins; and 3) 1,000 pcs. of package labels. For CY 2013, a total of P410,000.00 financial assistance was granted by the Program for the production of promotional materials for the following institutions: 1.) The Program also facilitated the conduct of eight (8) technology-based trainings benefiting 318 participants in NCR, CALABARZON, DOST Regional Offices and Inventors from different organizations.

Moreover, as a result of the collaborative project, two (2) TESDA Technology Institutions (TTIs) were already accredited to implement the DATBED Program, namely: Aparri School of Arts and Trades and Lasam Institute of Technology. One of the highlights among the projects that were facilitated/organized under the DTTC Program is the conduct of the “Seminar-Workshop on Entrepreneurship and Financial Management for Business Start-Up” benefitting 103 participants. The seminar was an offshoot of the Memorandum of Understanding between the Institute and the Technical Education and Skills Development Authority (TESDA) for the establishment of a Center for Replicable and Adaptive Technologies for Enterprises (CReATE) project. Its goal is to develop the entrepreneurial capability of would-be DATBED advisers from TESDA Technology Institutions (TTIs) for the successful implementation of DATBED Program.

DEC is a permanent showroom on the DOST system featuring agency programs, projects and activities. It gives visitors a “quick” tour of the DOST agencies through photo exhibits, prints, handouts and prototype models of the technologies that are on display. While BAC cum TAPI Library serves as the clearing house for TAPI’s visitors, and as a venue for one-on-one technology consultation with potential investors to fill the need and gap between technology generators and adaptors/users. For CY 2013, TAPI thru the Program has accommodated 507 students, visitors and clients from different schools, institutions and organizations, and about 5,313 printed S&T information materials/ publications were disseminated. The Program also assisted 431 walk-in clients (Researchers, SMEs, Inventors) in which 114 were referred/matched with different DOST agencies and other government and private institutions.

Protection of intellectual property is a crucial preliminary step in technology transfer and commercialization. TAPI provides assistance in patent consultation and provides grants in engaging/securing the services of Patent Agents and IPOPhil fees.

For CY 2013, two patents and 17 utility model registrations were obtained from the Intellectual Property Office (IP Philippines) through TAPI’s assistance.

The Program also prosecuted 34 patent and utility model applications by preparing and filing of responses to official actions of the IP Philippines. TAPI’s Innovation and Technology Support Office (TAPI-ITSO) under the IPR Assistance Program continued its support to promote and strengthen partnership and linkages among ITSO stakeholders. TAPI-ITSO engaged patent agents from various ITSO to conduct prior art searches to check the novelty of 25 technologies received from public and private RDIs and inventors prior to patent/ utility model registration filing. The Program supported the filing of 12 patent/UM applications and five (5) Patent Cooperation Treaty (PCT) applications for the following technologies of the University of San Carlos – Innovation and Technology Support Office (USC-ITSO) as part of TAPI’s commitment to provide financial assistance associated with patent filings through the IPOPHIL’s project “Patent Protection Incentive Package (PPIP)” also known as “Juan’s Thousand Inventions”:

The Program also facilitated the creation of an Inter-Agency Technical Evaluation Committee (IATEC) that evaluated the request of Mr. Labuntog to test and validate his invention “Portable Water Treatment Device”.

This year, TAPI facilitated the conduct of one (1) Inventor’s Forum/meeting for Gen. Victor Corpus’ invention on “Air Turbine”. An Inter-Agency Committees (IAC) was formed to evaluate the technical merits of the inventions. The IAC was composed of experts/engineers from PCIEERD, DOST-NCR, ITDI and DOE. There were four (4) technical experts invited to assess the invention presented.

Assistance were provided to inventors seeking tax and duty exemption privileges with the Bureau of Internal Revenue (BIR) and Department of Finance (DOF) as provided for in R.A. No. 7459. TAPI as Secretariat, the Screening Committee for R.A. No. 7459, facilitates the evaluation of requests. For CY 2013, six (6) requests were received and evaluated for tax exemption privileges. TAPI facilitated the confirmation by the Screening Committee (SC) for R.A. No. 7459 of three (3) inventions and nine (9) utility models, and were submitted to the Bureau of Internal Revenue (BIR).

Technical consultancy and advisory services were provided to client-inventors as well as responses to various inquiries and follow-ups of the clients related to tax exemption privileges.

The program supports the development of viable inventions through its application and adaption to existing industry practices. TAPI supports the production of the first working model of the invention to be installed in the actual operations of a firm. The collaborative undertaking among TAPI, the inventor and the industrial enterprise involves testing, debugging and other refinements for the invention as placed in a real working environment. For CY 2013, the Program served 22 client-inventors on their request for information about TAPI’s Programs for inventions, assistance in the development of their inventions/technologies, and the process of availing the Program’s assistance. The program involves the conduct of a two-day seminar/workshop for high school and college students and out-of-school youth in cooperation with inventors’ groups, LGUs and NGOs to stimulate students’ interest in creativity and inventiveness and create awareness on Intellectual Property Rights (IPR) and Protection. The program provides an opportunity for students/OSY, not only to develop their creativity and potentials but also to awaken their ingenuity, leading to the development of devices and processes that will become their future enterprises. ISP serves as a starting ground for young Filipino Inventors in the field of inventing and entrepreneurship. For CY 2013, six (6) proposals were received/evaluated and approved for financial and technical assistance under the Program. For CY 2013, TAPI published the Revised Criteria and Documentary Requirements for the Accreditation of Inventors’ Organization in “The Manila Times” newspaper dated 03 April 2013 and in the official gazette of the National Printing Office (NPO), as a result of the consultation meeting last 06 December 2012. The Program received four (4) applications for accreditation on inventors’ organization and two (2) were able to comply with the complete requirements for accreditation enabling them to be granted with the Certificate of Accreditation: 1. Filipino Inventors Society, Inc. (FIS Inc.) 2. Filipino Inventors Society Producers Cooperative (FISPC) Also, TAPI was able to facilitate the conduct of a consultative meeting for the inventors’ group in Mindanao entitled “National Inventors Consultation on R.A. 7459 Implementing Rules and Regulations (IRR)” held in Davao City last 03 December 2013. It was attended by the President of Federation ZamPen Researchers and Inventors Association, and 19 inventors from Davao Inventors Association (DIA).

A biennial activity conducted by TAPI in cooperation with the DOST Regional Offices. The CY 2013 RICE served as a qualifying/elimination round to select regional winners as national qualifiers/finalists to vie for the major awards during the CY 2014 National Invention Contest and Exhibits. Regional winners cum national qualifiers were selected for the six (6) categories of the invention contest, namely: Outstanding Invention (TUKLAS AWARD), Utility Model, Industrial Design, Creative Research (LIKHA AWARD), and Student Creative Research (SIBOL AWARD) for High School and College students. TAPI, thru the CY 2013 Regional Invention Contests and Exhibits (RICE), had recognized Filipino inventors and researchers for their inventiveness/innovativeness and creativity. This year’s RICE events, with the theme “Inventions and Innovations for Smarter Philippines”, provided a venue to sustain the generation of economically viable researches and inventions, and to expose for public appreciation the inventor-generated technologies. The Program approved 16 regional invention contests in which 14 were already conducted and the two (2) remaining events will be held in Regions X (Cagayan De Oro City) and XII (Cotabato City) in CY 2014. Out of the 831 entries generated during the regional invention contests, 53 regional winners were selected after an extensive regional search for outstanding researches and inventions, and will vie for the major awards during the CY 2014 National Invention Contest and Exhibits (NICE) slated on July 2014 at SMX Convention Center, SM Mall of Asia, Pasay City.

After a thorough audit and evaluation of TAPI processes, the TÜV SÜD Asia Pacific (TÜV SÜD Group) has issued Certificate Registration No. TUV 100 05 2242 dated July 5, 2012 with coverage as “Quality Management System for Technology Transfer and Commercialization Services, Technology Information and Promotion Services, and Invention and Innovation Development Services”, making the Institute a full-pledged ISO-certified agency.
