LAOS ENERGY SECTOR – MARKET UPDATE

Strategy: The Lao power sector aims at realizing the country’s electrifica�on program, and at the same �me export of electricity to theneighboring countries. The power sector has the poten�al to play a pivotal rolein achieving the social and economic development objec�ves of the Government by expanding the availability of low cost, reliable electricity within the country and earning revenue from export sales to the region. The Government’s Policy facilitates theseobjec�ves by encouraging op�mal use of the country's natural resources, promo�ngefficiency in power sector ins�tu�ons and crea�ng an environment conducive to responsible infrastructure investment, both public and private. Hydropower has a theore�cal hydroelectric poten�al of about 26,500MW including the mainstream Mekong River. Of this capacity, about 18,000MW is technically exploitable, with 12,500MW found in the major Mekong sub-basins and the remainder in minor Mekong or non-Mekong basins. Around one-fi�h of the country's hydropower poten�al The present government policy the rate of development will accelerateto supply electricity to the rapidly growing economies of the region.

Hydropower source s�ll cons�tutes the best op�on for tapping energy sources in Laos The Government of the Lao PDR has to date signed MOUs or is undertaking research studies on more than 70 hydropower projects.Of these15 are either opera�onal or under construc�on. Laos has also signed an MOU to provide 7,000MW of energy a�er 2015 to Thailand, and 3,000MW of electricity from now un�l 2020 to Vietnam Laos and Cambodia have signed a purchase agreement for the supply of about 5MW by the end of 2009.
