SECTION 1 – REGISTRATION SCREENS The URI Screen About This Screen Use the Registration/Title Inquiry (URI) screen to inquire on an individual or corporate registration and/or title. To display the customer's registration/title record, enter one of the following fields: • • • •

PLATE TYPE and REG # COLOR VIN # TITLE #

Field Descriptions Function

Enter the function code URI and press Enter to display the URI screen.

MSG

Displays system-generated messages.

Plate Type

Enter the plate type code that corresponds to the type of registration you are inquiring about. This field is required when you enter a registration number.

Reg#

Enter the registration number of the plate you are inquiring about. This field is required if you do not enter a VIN, title, or license number. It is used in conjunction with the PLT TYP field above.

Color

You may enter the color code of the plate for which you are inquiring. This is not a required field, but may be helpful to define specific registrations in plate series that have undergone a color conversion. Valid colors are: Color Code R G Y B A S M V

Color Red Green Yellow Blue Authority State Municipal Variable

VIN#

Enter the vehicle identification number to inquire. This number can contain up to 17 characters. Most passenger and commercial vehicles since 1981 contain 17 characters. Homemade trailers weighing over 3,000 pounds require a Massachusetts VIN. This field is required if you do not enter a registration, title, or license number.

TTL#

Enter the Massachusetts title number to inquire. This field is required if you do not enter a registration, VIN, or license number.

After you enter the information in the required fields and press Enter, the following fields display with data, if applicable. License #1

Displays the vehicle owner’s license number. If the owner is a corporation/company, a license number does not display. (This inquiry method is not recommended). If the customer did not provide a license number at the time of registration, this field displays a system-generated X number (for example, X12345678).

License #2

Displays the second owner’s license number, if applicable.

FID#

Displays the FID or EIN number of the corporation/company that owns the vehicle.

Lessee

Displays the name of the lessee of the vehicle, if applicable.

RMV-1 Batch #

Displays the system-generated batch number that represents the first transaction that combined this owner and vehicle. This number contains information for tracking purposes.

Owner Name1

Displays the primary owner’s last name, first name, and middle name (LIC #1). If the owner is a junior, senior, etc., this displays in the middle initial field.

DOB

Displays the primary owner’s date-of-birth (MM/DD/YYYY). Individuals with an X number may display a date-of-birth of 01/01/1901.

Owner Name2 Displays the second owner’s last name, first name, and middle name of the second owner (LIC #2). If the owner is a junior, senior, etc., this displays in the middle initial field. DOB

Displays the second owner’s date-of-birth (MM/DD/YYYY). Individuals with an X number may display a date-of-birth of 01/01/1901.

Corp/Co Name Displays the name of the corporation/company identified by the number in the FID# field. Mail Address

Displays the corporate owner’s or the primary owner’s mailing address (street name or P.O. box).

City

Displays the mailing address city or town name.

ST

Displays the mailing address state name.

Zip

Displays the mailing address zip code.

Bld/Apt

Displays the mailing address building or apartment number, if applicable.

Reg Only Mail

Displays Y (yes) to indicate that the mail address on this record is for this registration only. Displays N (no) to indicate that it is not.

Resid Addr

Displays the residential street address of the primary owner if it is different than the mailing address. This field is not used for corporations/companies.

City

Displays the residential city of the primary owner, if it is different than the mailing address.

ST

Displays the residential address state name.

Zip

Displays the residential address zip code.

Bldg Apt

Displays the residential address building or apartment number, if applicable.

Garage

Displays the name of the city/town where the vehicle is garaged. This is the owner’s residential city—if the owner is an individual or the garage code—if the owner is a corporation. If a residential address does not exist, system defaults to the mail address city.

Reg Status Dt. Displays the primary/secondary status and an associated date. The date is the same as or beyond the original issue date of the registration. For a complete list of status codes, see Appendix B. Reg Eff Dt

Displays the date the registration became effective (MM/DD/YYYY).

Lifetime Paid

This field is no longer used. An “N” will always display.

STKR# - DT

Displays the inspection sticker # and the inspection date

INSP RSLT

Displays the inspection result

Reg Exp Dt

Displays the date the registration expires (MM/YYYY).

Model#

Displays the model number of the vehicle (if applicable).

Style

Displays the body style of the vehicle. For a complete list of body styles, see Appendix B.

Clr

Displays the color(s) of the vehicle.

Cyl

Displays the number of cylinders in the engine of the vehicle, if applicable (for example, 4, 5, 6, 8, or RO for Rotary).

Pass

Displays the maximum number of passengers the vehicle can transport.

Doors

Displays the number of doors on the vehicle.

Tran

Displays a code to indicate the type of transmission in the vehicle: A (automatic) or M (manual).

Pwr

Displays a code to indicate the type of fuel used in the vehicle: E (electric), G (gas), D (diesel), P (propane), B (Electric and Gas Hybrid), or C (Gasoline engine that can be easily converted to natural gas, propane, etc.)

Bus

Displays a code to indicate the type of bus, if applicable. Valid codes are: Code D R P S V

Seats

Displays the number of seats in the vehicle if one of the following plate types was entered: Bus School Bus School Pupil Transport Van Pool Limo

Wgt

Displays the weight of the vehicle in pounds if one of the following plate types was entered: Commercial Trailer

Displays the title status and the date that status became effective. For a complete list of title statuses, see Appendix B.

Ttl Dt

Displays the month, day, and year the title was applied for.

Print Dt

Displays the date the title was printed.

Purch Dt

Displays the date the vehicle was purchased.

OD

Displays the odometer reading at the time of purchase.

N/U

Displays U (used) or N (new) to indicate whether the vehicle is used or new.

Prey Ttl St/#

If the vehicle has been previously titled in Massachusetts or another state, the previous title state and title number display in this field.

Lien1 Type/Cd Displays the lien holder type and code. The two types of lien holders are C (corporate) and I (individual). Each lien holder has a five-digit code (for example, C/36126 = Ford Motor Credit and I/78650 = Joe’s Body Shop). Name

Displays the lienholder’s name.

Lien2 Type/Cd Displays the second lienholder type and code. Name

Displays the second lienholder’s name.

Ins Co

Displays the three-digit insurance company code and name.

Orig Issue Dt

Displays the month, day, and year the customer’s registration plate was issued.

NonProf

Displays Y (yes) to indicate that the owner of the vehicle is a nonprofit organization. Displays N (no) to indicate that the owner of the vehicle is not a non-profit organization.

Plt Order Status/Dt

Displays the plate order status and the month, day, and year the plate was ordered, if applicable. The common status codes are I (issued) and O (ordered).

Last-Next Bill Displays the number of the excise run of the customer's last excise tax bill and the month and year of the customer's next excise tax bill.

About This Screen The URSR Screen Use the Registration Scroll (URSR) screen to display registration information by registration number. The following registration data displays for each registration record found: ♦ Plate type, registration number, and color ♦ Model year of the vehicle ♦ Make of the vehicle ♦ Model name ♦ Color of vehicle ♦ Primary owner of each vehicle, listed by name (last, first, and middle initial) ♦ Primary registration status of the vehicle To display the customer record, you enter the Plate Type and Registration # . If you know only part of the registration number, you can enter only that part of the number. In this case, all records with registration numbers that begin with the number you enter display. In addition, you can enter the REG STATUS field to limit your search to only registrations with that particular status. The URSR Screen

Enter the plate type code that corresponds to the type of registration you are processing to display the customer record.

Enter the complete or partial registration number of the plate you are inquiring Reg # about to display the customer record. There are a maximum of 14 matches per screen display. If the complete number is entered, this number displays as the first match on the screen. Color

Reg Status Enter the status of the plate to display only those registrations that match this status. For a complete list of registration status codes, see see Appendix B. About This Screen

The URSN Screen Use the Registration/Vehicle Identification Number Owner Scroll (URSN) screen to find a vehicle identification number (VIN) or registration information. This screen displays all VINs and registrations attached to that person. The only required field on this screen is NAME L (last name). To display the customer record, enter all or part of an owner’s name. You can also enter any of the following fields to narrow your search and limit the number of records that display: ♦ ♦ ♦ ♦ ♦ ♦

Name Last Name First Name M (middle initial or initials for Sr., Jr., etc.) DOB (date of birth) VIN Display (Y or N) REG STATUS (registration status)

Another field, VIN DISPLAY, allows you to determine what type of information you want to display on this screen. For example, you can elect to display the vehicle identification number or registration information (plate type, color, registration number, and registration status). These fields are explained in detail starting on the next page.

Function

Enter the function code URSN and press Enter to display the URSN screen.

MSG

Displays system-generated messages.

PG

Displays the page number of the current scroll screen.

Name L:

Enter the registered owner’s last name to display the record. You can enter part or the entire name. If you enter just part of the name, all customers whose name begins with the letters you enter display.

F

Enter the registered owner’s first name or initial. Use this field to narrow the search and limit the number of records that display.

M

Enter the registered owner’s middle name or initial. Use this field to narrow the search and limit the number of records that display.

DOB

Enter the registered owner’s date of birth (MM/DD/YYYY). Use this field to narrow the search and limit the number of names that display.

Vin Display

Enter Y (yes) to display the VIN associated with the owner's registration. Leave this field N (no) to display the plate type and color, registration number, and registration status, but no VIN. Note: Except for Y, characters in this field do not display after you enter all selection information and press Enter.

Reg Status

Enter the appropriate primary registration status to display owner information or VIN numbers only for registrations having that status. Use this field to narrow your search and limit the number of records that display. Leave this field blank to display owner information or VIN numbers for all registration statuses.

After you enter the information in the required fields and press Enter, the following fields display with data, if applicable. Owner Name/DOB

Displays the owner’s name and date of birth. The owner’s name, address, and DOB are listed with each line of registration or VIN information.

Street/City

Displays the street and city/town portions of the owner’s address.

ST

Displays the state portion of the owner’s address. For a complete list of valid state, Canadian, and foreign codes, see Appendix B.

Vin/ Registration Info

Depending on what you entered in the VIN DISPLAY field, displays the owner’s VIN or registration information. If VIN DISPLAY is Y, the VIN displays. If VIN DISPLAY is N, the registration information (registration number, plate type, color, and registration status) displays.

Status

Displays the primary registration status if registration information is entered.

This screen can also be used to select a particular registration for display on another screen. This is explained in more detail in the Procedures section at the end of this chapter. Use the UMS Registration Scroll (URN) screen to display registration information for corporations and/or companies. The only required field on this screen is the CORP/CO NAME (corporation/company name) field. You can also enter three additional fields to narrow your search and specify the information that displays on this screen. These additional fields are: ♦

ACTIVE PLATES—Allows you to display only active plates assigned to corporations/companies.



EXACT CORP/CO NAME—Allows you to display only those corporations/companies that have the name you enter.



CORP/CO ONLY—Allows you to display corporation/company names and addresses only or include registration information.

Corp/Co Name

Enter the name of the desired corporation or company to display the record.

Active Plates

Enter Y to display only active plates assigned to the corporations/companies. Leave this field N to display all plates assigned to the corporation/company. Enter Y if you want the system to search only for corporation/company names that match the exact spelling of the name you typed (through the first 20 characters). Leave this field N, if you do not want an exact match on the name. In this case, the system displays all corporations/companies with names similar to the one you entered.

Exact Match On Corp/Co Name

Corp/Co Only Enter Y to display only corporate names and addresses. Leave this field N to display registration information with corporate names and addresses. Owner Name and Addr

Displays each corporation/company by name and address (city and state).

FID#

Displays the company or corporation’s Federal identification (FID) number or Employer Identification Number (EIN).

Own

Indicates who created the NOWN: C (Citation/MRB), R (Registry), D (Dealer Repair), V (RMV formerly MRB), or E (RMV formerly Dealer/Repair).

Stat

The status of a registration. This field represents the primary status of the registration. The most common primary statuses are ACTV (Active) and EXP (Expired). For a complete list of primary status codes, see Appendix B.

Typ

Displays the type of plate issued; for example, CON = commercial and PAN = passenger. For a complete list of plate type codes, see Appendix A.

C

Displays the color of the plate issued. Valid colors are: Color Code R G Y

About This ScreenThe RH Screen

Use the National Automobile Dealer’s Association (NADA) Value Guide Inquiry (URVN) screen to obtain four different valuations and the weight of a used vehicle by entering the vehicle’s identification number. Price values include the Manufacturer Suggested Retail Price (MSRP) for excise tax purposes and the NADA trade-in value for sales tax purposes. To display the NADA value record, you enter only the VIN # and Odom fields. If, however, you are inquiring about a vehicle manufactured prior to 1981, you must also enter the following fields: ♦ MAKE ♦ MODEL-YEAR These fields are described in detail starting on the following page. About This ScreenThe RH Screen

MSG

Displays system-generated messages.

VIN

Enter the Vehicle Identification Number of the vehicle to be displayed on the record. In most cases, this number must contain 17 characters. All passenger and most commercial vehicles since 1981 contain 17 characters. The model year displays automatically. For vehicles with a model year prior to 1981, enter the NCIC number.

Make

Enter the make, for vehicles prior to 1981, to display the record. For a list of NCIC make names, see Appendix B.

Model-Year

Enter the vehicle’s model year, for vehicles prior to 1981, to display the record.

Odom

Enter the vehicle's odometer reading.

After you enter the information in the required fields and press Enter, the following fields display with data, if applicable. Weight

Displays the vehicle’s weight.

MSRP

Displays the manufacturer’s suggested retail price (when the vehicle was new).

Loan

Displays the vehicle’s loan value.

Retail

Displays the vehicle’s current retail value.

Trade-In

Displays the vehicle’s current trade-in value.

Series Desc

Displays a description of the vehicle from the NADA Official Used Car Guide.

Sub Make Desc

Displays a description of the vehicle from the NADA Official Used Car Guide.

Body Style/

Displays a description of the vehicle from the NADA

Type Desc

Field Descriptions Function

Enter the function code RH and press Enter to display the RH screen.

Use the Registration History (RH) screen when you need detailed historical registration information. This is a scroll screen that displays all owners (individual or corporation) and vehicles that have ever been associated with a registration. For example, if you have a question about when the customer owned the vehicle with that particular registration. To display registration history information on this screen, you must enter the plate type and registration number. When you enter the required fields and press Enter, this screen gives you the following information: • • • •

Any current and all previous owners who had vehicles with this registration attached. Up to 12 vehiche records for each owner, including the vehilcle identification number (VIN), make, and model, if applicable. A history number displays for each owner that indicates how many of the vehicles listed for an owner now have new registration numbers attached. This number displays in the HI ST# field.

The date that the registration was originally issued to each owner listed on the screen. The date that the registration was originally issued to each owner listed on the screen.

You may transfer a registration number to the RH screen from another screen when you need detailed historical information about that registration. You are also able to transfer the registration number, VIN, or owner name from the RH screen to other screens to obtain additional information. For more information, see the Important Notes and Procedures sections later in this chapter. Note: If you transfer information from RH to another screen and you then want to return to the page of the RH screen you were on earlier, you must use F11. Owner/Corp Name

Hst #

M Municipal V Variable Displays a list of all the owners that were ever associated with the registration number and plate type you entered in the REG# and PLT TYP fields. If the owner is an individual, the name displays in the following order: last, first, middle initial and/or titles such as Jr., Sr., etc. If the owner is a corporation, this field displays the first 40 characters of the corporation name. When there are multiple owners associated with the registration number, the owners are listed in chronological order. The first owner that displays is the most recent owner of the registration. The last owner that displays is the first, or original, owner. For each owner that is displayed, this field indicates the number of historical vehicles. Historical vehicles are those vehicles that once had this registration number attached, but now have new registration numbers. These vehicles may have a new owner or the same owner; as long as they have new registrations, they are considered historical vehicles. In some cases, the number of historical vehicles does not match the number of vehicles you see listed for an owner. This is because not all vehicles listed for an owner are historical vehicles. One vehicle may currently have the registration attached. Another vehicle may have had the plate removed, but for some reason, may not have

been given a new plate. Only vehicles that are given new registrations are considered historical vehicles. For example, let’s say that there are three owners associated with the registration number you entered: Owners A, B, and C. Here are their stories: Owner A has only one vehicle with this registration and is the current owner of the vehicle. Owner B owned three cars that were all associated with the registration, but sold them. All three cars received new registrations. Owner C owned two cars that were associated with the registration and sold one car, which was given a new registration. Owner C still owns the second car, but cancelled the registration. The following example shows the values that display in the HST# (history number) field for each of these owners: Owner A has no historical vehicles. This means that this owner is the current owner of the vehicle that is associated with the registration number (plate attached). Owner B has three historical vehicles. This indicates that all three vehicles now have new registrations. Owner C has only one historical vehicle, indicating that only one of the two cars was given a new registration. Following are additional situations that effect the vehicle history number: ♦

A database error message may display in the VIN field, indicating that a vehicle record was not located on the database. This vehicle is considered historical and adds to the vehicle number in the HST# field. For more information, see the VIN field description.



If a car is sold and registered in another state, it is not included as a historical vehicle.



If NO VEHICLE displays in the VIN field, the system considers this a historical vehicle. For more information, see the VIN field description.

VIN

Displays the vehicle identification numbers for up to 12 vehicles associated with the registration number and owner. Vehicle identification numbers are listed in chronological order with the most recent being listed first. Note: Although only 12 vehicles are displayed, there may be more vehicles in the record. You may review additional records on the VT screen. In addition to the vehicle identification number, there are two additional values that can display in the VIN field. These are: ♦ ♦

NO VEHICLE NO VIN

NO VEHICLE indicates that the registration was not associated with a vehicle for a certain period of time. The system counts this period of time as a historical vehicle. The NO VEHICLE line, therefore, adds one vehicle to the number of historical vehicles in the HST # field. NO VIN indicates that the vehicle associated with the registration is a homemade trailer weighing less than 3,000 pounds or a manufactured trailer weighing less than 3,000 pounds with no vehicle identification number. The following database error message may, occasionally, display in this field: LR ERROR - CALL DP. VEHC RECORD MISSING ON DBASE. SURR=XXXXXXXXX. This is a line read error, indicating that there is a vehicle associated with the owner and registration that could not be found on the database. You do not need to take any action; however, note that this record is considered a historical vehicle. It, therefore, adds one vehicle to the number of historical vehicles in the HST# field. YR

The VT Screen

About This Screen Use the Vehicle Title History (VT) screen to inquire about a vehicle’s title history. This screen can help when you need historical title information. For example, you may need to find a title number to research when a vehicle was salvaged. This screen displays a list of all owners associated with a specific vehicle. To display title history on this screen, you must enter the VIN number. Up to four histories are displayed per page. The first two lines of information contain title detail including the title issue date, the title number, the owner’s name and address and the vehicle purchase date. The third line contains registration information including the odometer reading and registration number. You may transfer a VIN number to VT from another screen to display historical title information about that vehicle. You are also able to transfer to another screen where title information is the key field (URI) by positioning the cursor on the title detail lines (first or second line) and pressing F4. To transfer to a screen where the registration number is the key field (RH, UVH, URI) cursor to the registration detail line (the third line) and press F4. The F4 key allows you to cursor select information to be transferred. The screen you are transferring information to determines whether an active or inactive record displays. To transfer current vehicle information to and from the VT screen, use the F6 key. The F 11 key allows you to return to the original page of the scroll if you cursor selected the wrong information. For example, if you were on page two of the VT screen and transferred previous title information to the URI screen, once the information is transferred to the URI screen you can change the function code to VT and press F11. Page two of the VT screen will then display. Note: If you transfer information from VT to another screen and you then want to return to the page of the VT screen you were on earlier, you must use F11. Title Date

Displays the date the title was issued for this vehicle.

Title Number Displays the Massachusetts title number assigned to this vehicle. NO TITLE indicates that a title was either not required or is in EXAM status. Note: This field will be blank if a trailer or vehicle was processed as a Registration Only (RO) transaction.

Owner Name Displays the name and address of the person to whom the vehicle’s And Address title was issued. If the owner is an individual, the name displays in the following order: first, middle initial and/or titles such as Jr., Sr., etc., followed by the last. If the owner is a corporation, this field displays the first 40 characters of the corporation name. If two people own the vehicle, the first owner displays only. When there are multiple owners associated with the vehicle, the owners are listed in chronological order. The first owner name that displays is the most recent owner of the vehicle. The last owner that displays is the first, or original owner. Purch Date

Displays the date the vehicle was purchased.

Odom

Displays the odometer reading at the time the vehicle was registered (A registration may or may not be attached).

Reg #

Displays the registration number at the time the title was issued. This field is blank if the vehicle was never registered or the plate was transferred to another vehicle. Note: If a new plate is attached to a vehicle with the same owner, a new data line will be created to reflect this information.

Title Type

SECTION 2 – LICENSE SCREENS The ULP Screen About This Screen The UMS Person Name Scroll (ULP) screen is an inquiry screen that provides you with customer license information when you only have a customer’s name, and the license and/or the social security number are unknown. To access the ULP screen, type the function code in the FUNCTION field. This screen also displays automatically when duplicate names and dates of birth are in the system. This allows you to determine which name and birthdate belongs to the customer you are processing. You can bring information from this screen to another screen (when you find the information that belongs to your customer), or you can return from this screen to a previous screen without bringing forth any information. Instructions on how to perform these functions are given later in this chapter. Wild Cards Wildcards are characters that allow you to perform a more extensive search on the system. For example, you may enter a partial last name followed by a wild character to perform a more extensive search on the name entered. License Number

The driver's license number of an operator. Use the license number exactly as it appears on the operator's driver license, even if the license has been revoked or suspended by the RMV.

ST

The code for the U.S. state/territory code or Canadian province which issued the operator's license. If this field is left blank, the default is MA Massachusetts. NOTE: Refer to Valid State, Canadian and Foreign Codes in the Appendix to the UMS User's Manual.

Last Name

The last name of an operator. Use the operator's full last name exactly as it appears on the operator’s driver license or on the birth certificate, if the operator has no driver's license.

Date of Birth

The date of birth of an operator. Use the operator's correct date of birth exactly as it appears on the operator’s driver's license or on the birth certificate, if the operator has no driver's license.

Years of Driving Experience

The years of driving experience of an operator. Use the same rules for determining years driving experience as are currently used for determining the Rating Class (the Massachusetts Automobile Private Passenger Statistical Plan for 1993 defines Rating Class 10 as "Experienced Operator - Licensed at least 6 years" in the Private Passenger Classification Definitions). For example, an operator who would be assigned Rating Class 10 would be assigned Years Driving Experience equal to six. The Years Driving Experience assigned to an operator may not exceed the number of years since age 16. Years Driving Experience, if provided for a policy effective date before 01/01/1991, is not used to determine any Operator SDIP Step.

Incidents Indicator

The Out-of-State Incidents Indicator for an operator. This Out-of-State Incidents Indicator should be determined from answers to questions on the automobile insurance application to indicate whether or not the operator had incidents within the six-year period immediately preceding the policy effective date in a state other than Massachusetts. Out-of-State Incidents Indicator, if provided for a policy effective date before 01/01/1991, is not used to determine any Operator SDIP Step.

The Board of Appeal defines the rules for the Surcharge Code and holds hearings for operators who appeal an at-fault determination by their insurance company.
