Michigan Department of State Police Secure Cities Partnership Overview In accordance with 2016 Public Act 268, Article XVI, Section 601 (4), the department submits this report to the Senate and House Appropriations subcommittees regarding the cities in distress public safety initiative. Background In March 2012, Governor Rick Snyder delivered a Special Message to the Legislature on Public Safety that said Michigan must address crime through a comprehensive system of “smart justice” that recognizes the connection between enforcement, prevention, and economic opportunity. Even though reported crime rates are down throughout most of Michigan, the state will not prosper until it tackles the problems in our most violent cities. According to Federal Bureau of Investigation (FBI) crime data, Detroit, Flint, and Saginaw are consistently ranked among the most violent cities in the United States. In response to the Governor’s message, the Michigan State Police (MSP) developed the Secure Cities Partnership (SCP). By taking a comprehensive approach to addressing crime in Detroit, Flint, and Saginaw, the MSP is working to create a safer environment and increase the quality of life in these cities. This approach requires an increase in law enforcement personnel, reform to the justice system, and interagency cooperation and collaboration. The adoption of a regionalized, no-boundary, data-driven policing model laid the foundation for the MSP’s leadership role in the SCP. Secure Cities Statistics The SCP is having a positive impact in the Secure Cities. The FBI’s recently released 2015 Uniform Crime Report shows that from 2014 to 2015 the violent crime rate was reduced by 14.3% in Flint, 18.1% in Saginaw, and 12.9% in Detroit.
