PSSA Information

Lodging—Entertainment • •

Hotels and motels are located in Shamokin, Paxinos, Danville, Sunbury, Shamokin Dam, and surrounding towns. All of these are located within 1/2 hour’s drive of the shooting grounds in Elysburg. See the listing on page 7. Knoebel’s Grove and Amusement Resort and Three Ponds Golf Course are located just west of the shooting grounds.

Camping • • •

A few primitive sites are available for $10/day on a “first come” basis. The PSSA maintains a camping area for trailers, motor homes or tents. Spaces with water, sewage and electricity are available for $25/day. For availability and reservations, please contact Judy Frankel at (610) 2164412 or 3070 Recker Drive, Northampton, PA 18067.

Vendors • • • • •

Vendor spaces are available at $100.00 for the tournament. Payment in advance is required and all vendors will be required to show proof of liability insurance. Locations will be assigned by the PSSA. Contact Skip Klinger (717) 832-0488 or PO Box 24, Palmyra, PA 17078 Vendors can sell ammunition.

Ladies Entertainment • •

The PSSA and Phyllis Zenzel invite ladies to participate in a Bingo and Card Party in the Ladies Lounge on Thursday and Friday. On Saturday at noon a bus trip and ladies luncheon will be provided. Sign up in the tournament building by 10:00 AM on Saturday.

Practice Traps • •

Four Practice Traps will be open during all shooting hours. The cost per round is $5.00.

Notice to Shooters—Friends—Relatives • • •

Children are NOT permitted to ride motor bikes on the grounds. Children will NOT be permitted to ride any vehicle operated by the PSSA. An ambulance will be on-site throughout shooting hours.

ATA CERTIFICATION

The ATA has authorized the Pennsylvania State Sportsmen’s Association to hold a registered shoot, the Eastern Zone Championship, on July 27, 28, 29, 30, 2017. ATA rules will govern this shoot and the scores will be included in the official records. The Amateur Trapshooting Association



All 2017 ATA Rules and Regulations will be strictly enforced. GENERAL INFORMATION The states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and the Provinces of Quebec, Ontario, and the Provinces lying east thereof, comprise the Eastern Zone. Only shooters from these areas are eligible for the ATA and Eastern Zone Resident designated trophies. All purses and options are open to all shooters regardless of place of residence. Shoot Management insists on safe gun handling at all times. Closed actions are allowed only in a gun rack or on the firing line. Violators subject themselves to immediate disqualification, without recourse, and may be required to leave the grounds. Management reserves the right to reject any entry or change the program or plan of shooting as conditions warrant. No counter or second party checks will be accepted or cashiered. Personal checks (payable to PSSA) will be accepted for the exact amount of the entry fees. Adjustment for Canadian currency will be made.

Delegates Meeting

The Eastern Zone Delegates meeting will be held at 7:00 PM, Friday, July 28, 2017, at Masser’s Restaurant in Paxinos, PA.

Classification • •



It is the shooter’s responsibility to see that his/her ATA card is correct and upto-date. Falsified cards submitted will result in disqualification, forfeiture of all trophies and monies, and possible further disciplinary action by the ATA. Classification will be based upon 2016 and 2017 averages. The last 1,000 targets registered in each discipline and known ability including non-registered shooting will be considered in determining a shooter’s class. 16 YARD Class 98% and over AAA 96.25% and under 98% AA 94.75% and under 96.25% A 93% and under 94.75% B 90% and under 93% C Under 90% D

Classification will start at 6:00 PM on Wednesday, July 26, 2017. Those shooters without ATA cards, or those not having their ATA cards up-todate, will be assigned Class and/or Yardage at the Committee’s discretion. NOTE: A win or tie for any Class or High Gun trophy in any 16 Yard or Doubles event will result in moving up one class.

Minimum Target Requirements/Penalty Policy •







SINGLES-Shooters not having at least 500 registered 16-Yard targets shot from September 1, 2016 through July 26, 2017 (inclusive) and a total of 1,500 registered 16-Yard targets combined for the current year and previous two years, shall be placed in Class A or higher. HANDICAP-Shooters not having at least 500 registered Handicap targets shot from September 1, 2016 through July 26, 2017 (inclusive) and a total of 1,500 registered Handicap targets combined for the current year and previous two years, shall be penalized as follows: Adult male, Jr. Gold and Sub-Vet shooters will be assessed 2 additional yards over their current assigned yardage, with a 23-yard minimum. Lady 1 & 2, Juniors, Sub-Juniors, and Veterans will follow the same rules except the minimum penalty yardage will be 21 yards. There will be no penalty yardage assigned to Senior Veterans. Any shooter may elect to shoot for targets only and be exempted from penalty yardage. However, said shooter will not be allowed to play purses or options and forfeits all rights to added money and trophies by doing so. Declaration of targets only status must be made at the time of classification and holds for the entire tournament.

Special Category Declaration •



All Ladies (1 & 2), Junior Gold, Juniors, Sub-Juniors, Sub-Veterans, Veterans and Senior Veterans must declare their special category at the time of their classification. Without such declaration a shooter will not be allowed to compete for the applicable special category trophies. No contestant will be allowed to declare or change a special declaration after firing his/her first shot. The only exception to this rule will be to correct an ATA classification error. All Juniors and Sub-Juniors, regardless of residence, may shoot at $22.00 per hundred targets for all events provided no purses or options are played.

Squadding • • •

Squadding and cashiering will be available at 6:00 PM Wednesday, July 26th. Pre-squadding is available. See pages 42 & 45 for details. Once an entry is cashiered, no changes will be allowed. Refunds will not be made unless an event is cancelled (not postponed) or shoot management approves a refund.







During the shoot the same rules explained in the pre-squadding instructions apply. A shooter will only be allowed to request one position per event per ATA number. Shooters requesting more than one position per event must have the ATA cards for each of the prospective squadmates, and those squadmates must not have already reserved a position in the event. Shooters desiring to change squads and/or positions must relinquish the position they are holding before obtaining a new position. Please make only squad reservations you anticipate filling. Please relinquish unused reservations at the squadding desk as early as possible.

Trophies • • • •

• • • • • •

Only Eastern Zone residents are eligible for ATA and Zone trophies. Shooters electing “Targets Only” status are NOT eligible for trophies or added money. Only one trophy may be won per event. ATA rules governing trophy distribution shall apply. Any shooter who is tied for event Champion may shoot off or carry over for the Championship trophy. If a shooter fails in the championship trophy shoot-off or carry-over and has declared a special category at the time of classification, the shooter will fall back to the declared special category. If there is no Champion Trophy, the declared category shooter will take the category trophy and may not fall back to the class trophy. Any shooter who has declared a special category at the time of classification and whose score qualifies for any trophy in his/her declared special category, will compete for the category trophy and not for place, class, or yardage group. Any special category shooter whose score doesn’t qualify for a trophy in his/her category may compete for the place, class or yardage group. Once any declarations have been made either by a shooter or shoot management, the delaration is final and cannot be changed. Trophies will not be mailed and should be picked up after each day’s shootoffs whenever possible. The Zone Singles Champion will receive $150.00 added money at the time he/she competes as the Eastern Zone representative in the 2017 Grand American Zone Champion of Champion’s Event.

Shoot-Offs •



Shoot-offs will begin following the conclusion of the day’s regular program events. All ties, except for Events 1 & 4, will be shot off each day if possible. Ties in Event 1 will be resolved by “carry-over” by sub-events in Event 4 and continued through Event 7, if necessary. Ties in Event 4 will be resolved by “carry-over” by sub-events in Event 7. Remaining ties in Event 1 & 4 will be shot off Saturday evening and, if necessary, Sunday evening. Maximum daily shoot-off targets will be 200, unless otherwise agreed by all contestants. Management will decide whether or not to shoot-off for more than one event simultaneously.

The Eastern Zone reserves the right to adjust traps after 100 shoot-off targets provided that all contestants agree to the change. Contestants not reporting for shoot-offs in a timely manner will forfeit all rights to any trophies involved. Shoot-offs will be announced on a “first call,” “second call” and “third call” basis over the public address system. On Thursday and Saturday, shoot-offs will be conducted by the Eastern Zone Delegates. On Friday, shoot-offs will be conducted by officials of the PSSA and ATA Past Presidents. On Sunday, shoot-offs will be conducted by officials of the PSSA and any Eastern Zone Delegates remaining.

Ammunition • • • •

Only ammunition conforming to ATA rules may be used. Ammunition is subject to challenge at any time by any competitor. If ammunition is found to be non-conforming, the competitor will be disqualified and forfeit all trophies and monies. The PSSA, or its authorized representative, will provide a complete line of shells at current pricing. Vendors may also sell ammunition. All empty hulls on the ground become the property of the club.

Shooter’s Responsibility • •

Each shooter is responsible for checking his/her score as posted and to make sure that his/her category declaration and money options are indicated correctly. No score will be changed once the Purse or Option monies have been posted (except for ATA record purposes).

Ford Purse Explanation • •

There are five individual purses per race, one purse of $1.00 for each of the four sub-events and one for the total score on 100 targets. A shooter may win one sub-event and the total purse. To determine the winner of a purse, consider all perfect 25’s on the first subevent to be in a tie for the first purse, then these same shooters decide the winner on subsequent sub-events exactly as in a shoot-off. Ties will be decided by reverse score by sub-event if necessary for second and third purses, and completely by reverse score by sub-event on the fourth purse. The fifth purse, or total, will be won by the high score with ties dividing.

Shooting Line • •



Conditions permitting, we will be shooting this tournament using four-trap banks for singles and handicap. Doubles will be on a two-trap bank system as usual. Line personnel will be instructed to start each squad immediately upon the completion of the prior squad without waiting for any individual shooter. If a shooter misses a sub-event, he or she should make every effort to complete the remaining sub-events with the squad and then report to the practice trap to complete the missed sub-event. No shooter will be allowed to make up more than two sub-events in singles and handicap or more than one sub-event in doubles. Individual shooters will not be paged during any event.

In the event of a tie, the high gun list will determine pin places as if the pins were a trophy. This donation provides support to our museum and to the many worthy projects ­undertaken by the Hall of Fame. All donors will qualify for the Hall of Fame Award. Your entry ticket shows this contribution and is your receipt. The Hall of Fame will retain 50% of the donation while the remainder will constitute the portion to be awarded. Monies will be paid out in three Lewis classes, divided 60/40 high gun in each class. The high score in the event will receive a Shamrock Leathers specially crafted oak and leather wall clock suitably engraved. Ties will be resolved by shoot management’s discretion.

EASTERN ZONE PRE-SQUADDING INSTRUCTIONS Please read the following information carefully and comply with the directions as indicated to insure that your pre-squad forms are accepted. Pre-squadding requests will be accepted at any time. Forms postmarked on or before June 10, 2017 will be given equal priority (full squads will be given priority) and drawn at random. All requests postmarked after June 10, 2017 will be processed by date of postmark. All requests must be received no later than July 15, 2017. Pre-squadding will also be available on rjstuart.com or pssatrap.org. You must complete the pre-squadding form following this page. Every effort will be made to assign bank and squad times as requested however, due to the popularity of certain banks, there may not be any squads available on your first three choices. Adjacent banks and proximate times will be utilized if your choices are not available. A non-refundable service charge of $2.00 per position per event must be included with each pre-squadding request form. Multiply the number of positions selected by $2.00. There will be no entry cards issued. Anytime after 8:00 AM Thursday you may pick up a receipt showing your squads and positions for the shoot. A shooter may only draw one position per event. Shooters wishing to squad together must fill out only one application indicating each shooter’s full name, ATA number, and handicap yardage on the line for the position that shooter wishes to reserve. Positions requested should be indicated by circling 1,2,3,4,5, or F for a full squad. This should be done for each event. Choose the bank you prefer for each event and place that number in the appropriate column (first, second, and third choices). Starting times are located in the program and the number of banks used are noted on the form. Circle the “E”, “M”, or “L” to indicate whether you wish to shoot early, in the middle, or late in each event. Please use additional forms if you are squadding different shooters for some events (for example, if you are shooting with one group for singles and other shooters for handicap use one form for singles and another for handicap). Chair shooters should be indicated with a note attached to the form indicating name, ATA number, and position(s) requested for the chair shooter(s). Applications for full or partial squads that do not have the required information will not be processed. A shooter wishing to switch positions with another shooter must have both ATA numbers and present them to a point-of-sale cashier. Shooters desiring to change squads and/or position in an event must relinquish the position they are holding before being eligible to request a new position. All applications must include the properly completed forms and a check in the appropriate amount ($2.00 per position per event requested) made payable in U.S. funds to PSSA.
