A new integrity instrument The National Office for Promoting Ethics and Integrity in the Public Sector, the Integrity Office of the municipality of Amsterdam, and the Netherlands Court of Audit have jointly developed a new self-assessment instrument for integrity: SAINT. The National Integrity Office manages the instrument, which is intended for all public sector organisations in the Netherlands.

Setup of the Workshop The workshop consists of two distinguishable parts. In the morning, the participants select the most vulnerable processes on the basis of an inventory of the primary and support processes of the assessed organisation. Subsequently, the most significant integrity risks within the selected processes are described. During the afternoon, the existing integrity system of the organisation is assessed on its efficacy and adequacy. The integrity system comprises measures aimed at protecting the organisation against specific integrity risks and measures intended to embed, consolidate and organise the integrity policy (system measures). During the assessment, attention is also paid to cultural aspects of the organisation, such as awareness of integrity and the role of management. Finally, the morning and afternoon sessions are connected by mapping out which measures in the integrity system (defined during the afternoon session) are most suitable to strengthen the defences against the vulnerabilities posed by the most vulnerable processes (morning session). The results of the SAINT workshop can form basis for setting the integrity agenda of the participating organisation. The agenda is intended for the management of the organisation and describes which improvements can be made to the integrity policy.

Participants, guidance and costs A maximum of 14 people can participate in the self-assessment. Together, they form an adequate reflection of the employees in the organisation. Participants are selected because of their knowledge of the organisation and of specific processes. When an organisation as a whole performs a selfassessment, the group of participants comprises people who are familiar with the primary and support processes (e.g. Personnel, Finance, Audit, IT). The group is selected by the organisation that will be assessed, in close consultation with the National Integrity Office and the moderator of the workshop. The workshop makes use of a group decision room facility. There is a pool of moderators, among which there are experts from the various governmental sectors (ministries, water boards, municipalities, prisons, et cetera).
