Approved Project Proposal Title: After-care Support Service for Children In Conflict with the Law Proponent: Proponent:City Social Welfare and Development Office of Dumaguete City Partner: World Environment Development (WERDE ry), Finland Duration: Two years (January 2012 - December 2014) Rationale: Dumaguete Youth Home(DYH) managed by the City Social Welfare and Development Office (CSWDO) of Dumaguete is a place for children in conflict with the law. These are children who commit crime and violated laws and ordinances in the city. They are usually referred by the Police and Barangay tanods for temporary custody and their case are being processed. The clients are below 18 years of age and stay in Youth Home until their parents will get them back home. Those above 15 years of old, who has a case, will first need to wait for the disposition from the court on their case. Sixteen children can stay in the center at one time. The center provides them shelter, simple meals and group activities such as training in life skills. The house parents from the youth home and one social worker is working in the center and taking care of the clients. With the limited resources, the CSWDO is not able to organize appropriate aftercare for the clients of Dumaguete Youth Home. Unfortunately many children readmitted to DYH after committing another offence.In 2010, 294 cases were handled in the DYH and more than 1/3 of them were readmissions. PROGRAM DISCRIPTION: AFTER CARE SUPPORT SERVICE SERVICE–It is a 2 year program that aimed to assist in the implementation of the intervention/diversion program at all levels using Case work and Group work methods and assisting the CICL in his reintegration to his family and to the community. After-care and follow-up are integral components of a rehabilitation program that has given less attention due to over burden and multi-tasked Social Workers in the CSWD office. It is complimentary to residential care and regarded as a continuation of the rehabilitation process within the community after discharge from the Dumaguete Youth Home. Definition of Terms: Child In-Conflict with the Law (CICL) (CICL)- refers to a child who is alleged as, accused of, or adjudged as, having committed an offense under Philippine laws.

Diversion Diversion- refers to an alternative, child-appropriate process of determining the responsibility and identifying ways of managing a childin conflict with the law without resorting to formal court proceedings.Diversion is resorted to when the CICL is above 15 but below 18 yearsold, is assessed to have acted with discernment, and has allegedlycommitted a crime with imposable penalty of not more than six years. Diversion Program - refers to the community-based program that theCICL is required to undergo after she/he is found responsible for anoffense without resorting to formal court proceedings. Intervention - refers to a series of activities designed to address issues that caused the child to commit an offense. It may take the form of an individualized treatment program, which may include counseling, skills training, education, and other activities that will enhance his/her psychological, emotional and psycho-social well-being. Dumaguete Youth Home - refers to a 24-hour child-caring institution funded by the City Government of Dumaguete and managed by City Social Welfare and Development Office providing short-term residential care for children in conflict with the law who are awaiting court disposition of their cases or transfer to other agencies or jurisdiction; also referredas “Youth Detention Home.” Barangay Council for the Protection of Children (BCPC) is the council that ensures the protection and the provision for properdevelopment of children in the barangay. It ensures that children fully enjoy their rights and are brought up in a society which provides safety, health, good moral environment and facilitates wholesome development. DYH Social Worker – designated and also referred as Local Social Welfare and Dev’t Officer of the CSWDO who attends to cases of CICL in the juridical area of the city and manages the Dumaguete Youth Home. Community Social Worker – assigned Social Worker in a particular Barangay who provides the different programs and services of the CSWDO. CHILDREN CHILDREN’’s HUB – A center for children that provides access to learning materials, Life Skills activities & sessions, Art therapy and group dynamic sessions and the likes to improve the well being of children. This program give emphasis to the Street children that are roaming at the downtown area. Performance Indicators 1. Clients of the Youth Home receive appropriate aftercare: a) Compliance of diversion program, b) Coordination of intervention program when no case filed,

c) Coordination for counseling o Average of 10-15 children receive appropriate aftercare services per month (case management) 2. Establishment and coordination of Children’s Hub of CSWDO that will provide life skills sessions and activities for children in the streets. a) Average of 20 children participate in the activities of Children’s Hub every week b) Average of 5 volunteers/organisations engaged in activities of Children’s Hub every month 3. Capacities of the Barangay Council for the Protection of Children(BCPC) members and WCCD Police personnel is increased in handling mediation and conferencing of CICL cases and paraprofessional counseling o Average of 150 BCPC members 4 WCCD Police personnel capacitated Program Output within 2 years years: 1. One social worker employed 2. Effectiveness in the facilitation and implementation Intervention/Diversion program of CICL 3. Children’s Hub established and installed activities for street children. 4. Four trainings of BCPC organised ORGANOGRAM
