ABSTRAK Salah satu obyek wisata di Sumatera Utara adalah Pantai Cermin di Kecamatan Pantai Cermin Kabupaten Serdang Bedagai yang diarahkan menuju obyek wisata yang berkarakter “perwujudan dari ciptaan manusia, tata hidup, seni budaya, sejarah bangsa dan tempat serta keadaan alam yang mempunyai daya tarik untuk kunjungan wisata”, (UndangUndang RI No.9 Thn 1990) yang tercermin pada aneka kegiatan rekreasi yang ditawarkan dalam suatu perencanaan fisik kawasan wisata Pantai Cermin. Perencanaan pembangunar obyek wisata di pinggir pantai merupakan hasil kegiatan manusia yang dipengaruhi oleh keadaan alam (fisik) dan kegiatan sosial ekonomi masyarakat di kawasan pinggir pantai yang memerlukan penataan yang baik, terencana, lebih efisien dan efektif serta dapat menghambat atau setidak-tidaknya meminimalisir/mengurangi bahaya gelombang laut. Dengan mengangkat permasalahan bagaimana optimalisasi pengaturan guna lahan eksisting di kawasan obyek wisata Pantai Cermin maka dilakukan penelitian yang bertujuan menemukan konsep pengaturan guna lahan yang optimal pada kawasan obyek wisata di pinggir pantai. Lingkup kawasan yang dikaji adalah sempadan pantai, daerah penyangga pantai dan pemanfaatan lahan sebagai kawasan obyek wisata di Pantai Cermin. Dengan metode pengamatan obyek secara langsung di lapangan didukung oleh data sekunder berupa master plan kawasan rekreasi Pantai Cermin serta dilengkapi data pendapat masyarakat tentang kemungkinan nengembangan tata guna lahan kawasan pantai maka dilakukan analisa dengan membandingkan kondisi eksisting dengan teori pola tata guna lahan yang dilakukan di pantai lain yang telah ada. Temuan penelitian adalah bahwa penataan kawasan wisata Pantai Cermin perlu ditingkatkan dengan optimalisasi penempatan kegiatan wisata sesuai dengan ketentuan wilayah sempadan pantai (untuk kegiatan rekreasi pantai terbuka berpasir tanpa bangunan permanen dan pepohonan sejarak 100 m dari batas pantai pasang tertinggi), sesuai ketentuan daerah penyangga pantai (untuk kegiatan rekreasi pantai terbuka dengan bangunan semi permanen dan teduhan pepohonan buffer yang berpotensi untuk mengurangi/penghalang gelombang besar) dan ketentuan daerah daratan pantai (untuk kegiatan rekreasi dan fasilitas umum dengan bangunan permanen) Kata kunci : Tata guna lahan kawasan pantai – Obyek wisata Pantai Cermin

ABSTRACT One of the tourism objects in North Sumatera is Pantai Cermin at sub district of Pantai Cermin, the regency of Serdang, Bedagai directed towards the tourism objects characterized “the existence of creating human beings, style of life, cultural arts, history of nationality and the condition of nature that has the attraction of tourist arrivals”, (the regulation of RI No.9 the year 1990) which is reflected on the diversity of the recreational activities which are offered in a region physic programming of Pantai Cermin. The planning of developing tourism objects by the side of the beaches are the result of man's activities influenced by the condition of nature (physic) and economic social activities of communities in the area of side of the beach needed good lay out, planned, more efficiency and effective and can handicapped or at least to reduce the danger of waves of sea. By issuing the matters how to optimal zed the arrangement of the use of existing the land in the area of tourism object of Pantai Cermin so is done the research purposed to find the concept of arranging to use the land which optimal in the area of tourist object by the side of beach. The enniveretment of the area studied is sempadan beach, the ranger of beach area and advantage of land as the area of tourism object at Pantai Cermin. By methodizing the observation directly in the field supported by the secondary data consisting of master plan of the area of beach recreation of Pantai Cermin and completed with data’s of opinion communities on the possibility of developing the land usage lay out of the beach implemented with analyze by comparing the condition of existing with the theory of style the development of the land usage lay out implemented at the other beadles available. The discovery of the research is that the lay out of tourism areas of Pantai cermin needed to increase by optimal zing the settlement of tourist activities with accordance to the regulations of the area of the sempadan beach (for the activities of beach recreation, for developing semi permanent construction and the shelter of the trees buffer which has potency to lessen the wall of big waves) and the regulations of regions of land beaches (for the beach recreation and general facilities with the permanent construction).
