Purpose: The purpose of the Standard Operating Guidelines is to provide basic knowledge and set guidelines by which the officers and membership may operate smoothly and efficiently.

Mission Statement: The New Kingstown Fire Company will respond in a safe and efficient manner with available equipment to insure that the residents and businesses that we serve will have life and property protected in time of need.

New Kingstown Fire Company Standard Operating Guidelines Introduction The New Kingstown Fire Company is an all-volunteer Fire Company that began service to the community in 1912. The company primarily serves the Townships of Silver Spring and Middlesex, which encompasses approximately 65 square miles, but responds mutual aid to many areas of Cumberland and Perry Counties. The Fire Company adopted its motto “We Strive to Save in Time of Need” in the early days and continues to uphold it in everything we do. The Fire Station is located at 277 North Locust Point Road in the Village of New Kingstown. We respond with 7 pieces of modern, well-equipped Apparatus and take pride in providing the utmost to insure that the lives and property of those who live in, work in, or travel through our area are protected. The Fire Company operates and maintains the following Apparatus: Engine 133 1998 E-One Engine with a 1250 gallon per minute pump, 700 gallon water tank, 20 gallon class “A” foam tank, and 30 gallon class “B” foam tank. This unit carries the needed portable equipment to function at the scene of a fire for rescue, suppression, salvage, and overhaul. This unit responds first out for Structure Alarms and Vehicle Fires Engine 233 1998 E-One Rescue/Engine with a 1500 gallon per minute pump, 650 gallon water tank, and 15 gallon foam tank. This unit carries the needed equipment to function at the scene of a rescue situation, such as, but not limited to vehicle extrication and also as a fire suppression unit. This unit responds first out for all Rescue Calls. Tanker 33 1993 Autocar/Walker Stainless with a 1000 gallon per minute pump and 2700 gallon elliptical stainless steel water tank. This unit carries needed equipment to function as a water supply unit, whether supplying an Engine directly or used to transport water to a portable tank. It carries a 3000 gallon portable tank and can dump water directly from its tank with electrically controlled dump valves. Squad 33 1996 GMC/Knapeheide Light Rescue Vehicle and Fireground Support Vehicle. This unit is set up to be our primary unit for non-emergency related calls and does not have a pump or water. It carries a generator and lighting as well as extensive salvage equipment and support equipment. Brush 33 1976 Dodge/Knapeheide used primarily for grass, field, and mountain fires. It is also set up to respond as a mini pumper in areas that the larger apparatus cannot access. It carries a 500 GPM Pump and 200 Gallons of water and miscellaneous tools. Traffic 33 1984 Ford Ambulance converted for use as a traffic control unit and light canteen. It is equipped with a large arrow device that can be raised and used to direct traffic away from firefighters operating at scenes. It carries a large amount of cones and barricades. The vehicle is also climate controlled and could be used to warm or cool firefighters, and has hot and cold drink capabilities.

It is equipped with referencing materials, as well as the Deputy Fire Chief’s turnout gear and SCBA and other needed items for first arrival. Car 133 1991 Chevrolet Caprice used as a response vehicle for Incident Command. It is equipped with a laptop computer and referencing materials, as well as the Fire Chief’s turnout gear and SCBA and other needed items for first arrival. Spill Trailer 33 This unit is a 14 foot enclosed trailer that contains spill control and salvage equipment. Our first due area is home to many trucking firms and high-speed highways. This trailer can be pulled by the Squad or Brush and contains a large amount of spill control items such as booms, absorbent pads and pillows, containment equipment and speedy dry. The trailer can also be used at fire scenes and contains plywood sheeting and tarps for use in securing a fire scene after the fire has been extinguished.

New Kingstown Fire Company Standard Operating Guidelines DISCRIMINATION POLICY The New Kingstown Fire Company will not discriminate against anyone, regardless of race, color, creed, age, sex, or religion.

An attempt will be made by the committee to perform a complete update every two (2) years. Minor changes may be completed, as needed using the following procedure. a. Violations may be reported in writing to the Standard Operating Guideline Committee. If needed, parties involved will have equal time to present their explanation of infraction. First offense violations involving Fire Operations will result in a permanent copy placed in personnel file. Second offense will result in a suspension of given time based on severity of infraction, as determined by SOG Committee. Third and/or additional offenses will result in disciplinary action by the Board of Directors.

You are part of a professional organization and are expected to represent yourself and the Fire Company in a professional manner at all times. b. During Meetings, full attention should be given to the speaker and not be disruptive. c. If you wish to speak during a meeting, please raise your hand until you are called upon. 2.

Station Responsibilities a. Remember that we are a volunteer organization and we have the responsibility of maintaining the Fire Station and Apparatus ourselves. b. Waste cans shall be emptied and cleaned when needed. Food, Snack, and Drink containers should be properly disposed of when finished. Garbage Dumpster is picked up on Wednesdays and all waste cans should be emptied on Tuesday nights. c. Floors should be swept and/or mopped as needed. d. Rest rooms should be swept, cleaned, and freshened as needed. e. Apparatus shall be washed or chamois as needed. f. Smoking is not allowed inside the Fire Station or Apparatus. For those who smoke, containers are provided around the outside of the building for discarding of smoking materials. Please refrain from depositing materials in flowerbeds, landscaping and regular trash receptacles. g. When on station and lighting needs to be used, please only turn on lights that are needed. When your task is completed, turn lights off that are not needed. If you are the last to leave the station at any time, please make sure that all doors are shut and locked and that all lights are turned off. h. Fire Company property should be treated as your own. Anyone caught deliberately destroying or misusing company property will be held responsible for repair or replacement of such item(s). i. TV/VCR provided for enjoyment and training. Please turn these items off when not in use. j. Phone calls 1. Long Distance calls should be logged on phone sheet provided at each phone. User should be prepared to pay for non-company business related long distance calls when bill arrives. 2. Members should use a calling card or nearest pay phone for long distance calls if practical. 3. Please watch phone for other incoming calls, they take priority over your call. 4. Phone shall be answered in a polite manner and identified as “New Kingstown Fire Company” or “Station 33”. 5. If you answer the phone and the individual is not on station, offer to take name, phone #, address, and nature of problem and post message on that persons gear rack or bulletin board. k.

Mail is picked up daily and delivered to the office. If you are expecting mail, please make sure that it is marked to your attention, Fire Company business only.

During functions and hall rentals apparatus bay doors should remain closed if necessary. When the social hall is rented, all doors to unauthorized areas should be locked. Personnel are permitted to be on station when the social hall is rented provided they use common sense. Profanity should be kept to absolute minimum when on station and when representing the Fire Company.

The Lounge and TV Room area of the station must be kept neat and tidy at all times. Furniture, TV, VCR, etc should be treated as if it is your own. Intentional destruction or abuse of furniture or equipment will not be tolerated. If you spill your food or drink, clean it up immediately. The lounge will not be used as overnight sleeping facilities unless approved the Fire Chief, President, or Board Member. Special exception will be granted for emergency station manning. Upon return from any alarm, members using the lounge will immediately assist with returning the company to service. Turnout Gear may not be worn or stored in the lounge or bunkroom. Gear should not be worn while sitting on lounge furniture. The lounge is considered to be off limits during training and fund raising activities. No firearms or ammunition is permitted to be in the lounge area at any time. (Police officers excepted) The lounge is considered a non smoking area. No attachments should be made to the walls without prior approval from the board of directors.

Bunk Room may be used by company members provided they meet the qualifications to ride apparatus. Exception: Emergency Station Manning or special permission by the Fire Chief or Board of Directors. Members using the bunkroom must respond to all calls and are expected to attend all fund raising activities and other events while on station. Exception: Calls dispatched within one (1) hour of scheduled work or school. Absolutely NO horseplay, pranks, noise, or sexual activity of any kind will be tolerated. Use of drugs and/or alcohol prior to or during use of bunkroom is strictly prohibited. Bunkroom may not be used during fire calls, training, fundraisers, and/or work details. Personal items should not be left in the bunkroom or lounge when member is not on station.

Sleeping hours are from 2230 until 0900 hours on weekdays, and until 1030 hours on weekends. Exceptions will be granted to these hours for members who work odd shifts or respond to fire calls during their sleep time. A bunkroom log will be used as the sign up sheet and will be maintained as a permanent record of who used the bunkroom. Members may sign up to use the bunkroom up to seven-(7) day in advance. Members signed up to use the bunkroom must be on station by 2230 hours and available for alarms unless they have a valid reason, such as family or work obligations, for arriving later. If the member has a valid reason, the member should indicate on the sign up sheet the estimated time you will arrive. Bedclothes may remain on the bunk if the member is signed up for the next night. Beds must be neatly made and bunkroom cleaned by 1000 hours on weekdays and 1100 hours on weekends. Members must provide their own bed sheets. The Fire Company will provide a dresser with each bunk having two (2) drawers for use when bunking. Members may not bunk in more than six (6) consecutive days at a time unless permission is granted from bunkroom committee or during inclement weather. Those using the bunkroom and/or shower will rotate the following chores as needed. 1. Maintain Bunkroom and Lounge in a neat and tidy manner. 2. Maintain clean shower, toilet, and floor in shower room. 3. Maintain clean food preparation area and dishes or utensils immediately following meals. 4. Empty all trashcans into Dumpster at side of station. 5. Maintain clean floors in apparatus bays and banquet room. 6. Wash Apparatus and Cab interiors as needed. Persons using the bunkroom may not consider the Fire Station to be their permanent residence. Members may not use the fire station address or fire company post office box as their mailing address. The New Kingstown Fire Company will not be responsible for lost, stolen, or damage to personal property. All sleeping will be done in bunkroom and is prohibited the apparatus bays or other location in the station. Exception: Emergency Station manning. The fire company president will appoint a Bunkroom Committee. Its purpose will be to grant or deny bunkroom privileges, enforce bunkroom rules, and report monthly to the Board of Directors if necessary.

Bunkroom Use by Junior Firefighters a. Junior Firefighters may “bunk in” at any time school summer vacation or weekends provided they do not have school the following day. b. Juniors must provide a signed permission slip from a parent or guardian to and request permission from the Fire Chief prior to using bunkroom. c. Juniors may not sleep at the fire station unless there is another member over age 18 using the bunkroom during the same time period. d. Juniors must be on station by 2100 hours and may not leave the station until 0600.

Visitors/ Children on Station a. Members are allowed to have visitors and/or children at the station provided that they are under direct supervision. b. Visitors and/or children will not be allowed to be on apparatus or remove equipment from apparatus without supervision. c. Horseplay will not be permitted. d. Parents/Guardian will be held responsible for any damages. e. At no time will unsupervised guests/children be at the station.

7.

Parking a. Spaces in front of the station are for active fire company members. b. When there is a fund-raising event at the station, all fire company members’ vehicles should be parked to the rear of the station. It is imperative that the public is able to access the station. c. Do not park as to inhibit the movement of apparatus, including directly in front of bays. d. Handicap spaces should be accessible at all times.

8.

Washing of Members’ Vehicles a. Members are allowed to wash their vehicles at the station as a privilege at no charge. b. Bay floor will be hosed down and squeegee when finished. c. Apparatus made wet will be chamois when finished. d. During cold weather conditions, please use common sense if apparatus is moved outside. e. The privilege of washing personal vehicles will be curtailed during drought periods as issued by the Governor’s Office. A memo will be posted when needed.

9.

Smoking, Tobacco, Substance Use a. The Fire Station and Social Hall is a smoke free facility. Smoking is permitted outside the station providing you adhere to procedure in section 2, letter f. b. Smoking is not permitted aboard any Fire Company owned apparatus. c. Smoking may be permitted at the scene of an incident providing there are no hazards and it is cleared by Safety Officer or Officer in Charge. d. Tobacco use is permitted on station providing containers are used and properly disposed of. e. No one shall posses, consume, or distribute any form of alcohol or controlled substance on Company property, incident scene, or Company attended event. This excludes over-the-counter or prescribed medications. f. Anyone consuming alcohol will not respond to any incident.

Personal Hygiene a. Members shall maintain good personal hygiene when representing the Fire Company at all times. If hygiene is compromised, member should have a change of clothes and shower supplies available. b. Clothing shall be neat and clean. c. Personnel planning to be certified on Self Contained Breathing Apparatus should not have any facial hair that would inhibit a seal of face mask.

11.

Uniform/Dress Code a. Members will be issued a company uniform to be worn at company functions. The member will maintain uniform and may be asked to return if not cared for properly. b. Uniforms will be divided into three (3) classes. 1. Class “A”-issued dark blue uniform shirt, issued dark blue pants, white under shirt, black belt, black socks, and black shoes. 2. Class “B”-issued dark blue pants with fire company staff shirt, black belt, and black shoes. 3. Class “C”-Issued dark blue pants, fire company T-shirt, black belt, black shoes. c. Uniform shirt will have company patch on left upper sleeve and American flag on right upper sleeve. d. A Fire Company Sweatshirt or Job Sweat may be worn over the Class “B” or “C” Uniforms during inclement weather. e. The Fire Company will provide a badge and collar brass to elected officers. f. Members may purchase a badge and collar brass from the Fire Company store. g. Memos will be posted prior to an event that will indicate what dress will be worn for the event.

12.

Computer/Office Equipment a. The Board of Directors issues office keys to all elected and appointed officers. b. The Board of Directors issues desks and filing cabinets as needed. c. A computer is provided for Fire Company members to use or fire company business. d. The computer may be used for personal business if needed. Internet access should be limited to research, ordering supplies, and communication. Absolutely no pornographic, racial, or offensive materials should be viewed or downloaded. e. A fax machine is provided in the office. This should be on at all times for incoming/outgoing transmissions. Sufficient paper should be in the machine at all times. f. A copier is also provided. This machine is leased and should be used by properly trained individuals. If you are using the copier and notice a problem, notify a board member so a service call may be placed.

The office should not be used as a lounge or lunchroom for members. Dusting and vacuuming should be performed as needed.

13.

Station Security a. Members are entitled to a code to the Fire Station door. The door code may be changed annually on or about May1st. b. A Key Box is stored in the company office and contains keys to all locked areas of the building and apparatus. c. Members, upon leaving the station, must insure that all doors are closed and locked when leaving the fire station.

14.

Fund Raising Activities a. Fund raising is a major part of the Fire Company. By joining a volunteer fire company you are expected to help with fund raising. Members should make themselves available for a minimum of one (1) fundraising activity each month. b. The President assigns committees each year. You should feel free to volunteer for a committee and assist to the best of your ability. c. When working a fundraising activity, a meal will be provided to you at no cost. The only exception will be during the Festival, members will pay ½ price for food items. The Board of Directors may amend this policy as needed. d. Committees should hold at least one (1) meeting per quarter and keep the membership informed at the next company meeting following that meeting. e. A budget for the event should be developed and given to the board for approval. f. Members helping at a fundraising event should place their name on the sign in sheet in the kitchen.

15.

Points System and Yearly Awards a. A points system was developed to assist in recognition and awards given at the annual company banquet. b. Points are awarded in the following manner. 1. One (1) point for each Incident attended. 2. One (1) point for each fundraising activity. 3. One (1) point for each training session attended. c. The following awards may be given annually at the banquet. Additional awards may be given from time to time. 1. Presidents Award 2. Administrative Officer of the Year 3. Fire Chief’s Award 4. Expenditures a. All expenses over $50.00 and not considered normal operating expenses should have a purchase order signed by three (3) Board of Director members for approval. b. Receipt should be included with purchase order. c. Failure to adhere to this policy may result in disciplinary action by the board of directors.

17.

Maintenance a. The Engineer and Assistant Engineer handle apparatus and equipment maintenance. If a problem occurs, contact one of them as soon as possible. b. The property director handles building and ground maintenance. If a problem occurs, notify this person as soon as possible.

18.

Message Boards a. Training is posted on the training board in the apparatus bay. b. The alarm board is located in the apparatus bay near the gear rack. This board will include alarm responses. c. Special procedures, equipment out of service, road closures, and hydrant information will be placed on the white board in the apparatus bay. d. A general information bulletin board is also located in the lounge and will include general information and special event sign up sheets. e. Members should check all the boards regularly and make themselves familiar with the information provided.

Station Manning a. b.

The Fire Station may be manned by any member age 18 and over during any time of day or night. Personal items should not remain in the Lounge whenever you are not there. Emergency Station Manning-During periods of extreme weather (Thunderstorms, Winter Storms, Etc) any guideline or procedure regarding the amount of time or times of day allowed at the station by any junior or regular member may be temporarily eliminated in order to provide adequate coverage during such time. This may also apply to any apparatus riding procedure as well during such time.

Kitchen Use a. The kitchen may be used for food preparation, but must be cleaned immediately after use, including trash, spills, and dishes. b. When bringing food or drink on station, please mark it with name and date. This should avoid it being improperly used or discarded.

Parades or Standbys a. When a parade or standby is announced or posted, it will be the responsibility of those who sign up to make sure the apparatus is cleaned and ready. b. The following rules will apply: 1. Proper Uniform. 2. Proper behavior and hygiene. 3. Absolutely no one attending the parade or standby will consume any amount or form of alcohol. NO Exceptions.

911 Emergency Call or Walk In Emergency to Station a. If Phone call: 1. Record Incident Location, Nature, Caller’s Name, and Phone Number. 2. Tell Caller to “Hang up and Dial 911” 3. You should then also call 911 and report incident. b. If Walk-In: 1. Dial 911 2. Give phone to individual.

23.

Non-Emergency Call or Walk In to Station. a. If Phone call: 1. Take Name, Address, and Phone Number. 2. Ask what the problem is. 3. Notify Officer. b. If Walk In: 1. Take Name, Address, and Phone Number 2. Ask what is the problem 3. Notify Officer.

24.

Borrowing/Lending of Equipment a. No one will borrow or lend equipment or fire company property without permission from a line officer, engineer, or board member. Borrower is responsible for loss, damage, and any fuel or oil used. b. No one will remove any engineers’ equipment from the fire company grounds.

25.

Videos/Literature a. Company owned videos and literature may be borrowed provided an officer is notified and item is returned within seven (7) days. Borrower is responsible for damage or loss. b. NFPA Catalogs will not be borrowed or removed from the station.

26.

Personnel Files a. All personnel are to provide to the Fire Chief or other appointed person a personnel file to be maintained on station. Updates will be done periodically. b. Information in personnel files will only be released with written permission of the named file, next of kin, court order, or any emergency relating to injuries.

II.

INCIDENT RESPONSE/SCENE OPERATIONS 1.

Private Owned Vehicle (POV) Response a. When responding POV all traffic laws including road signs, traffic signals, and speed limits will be obeyed. Any violations will be the responsibility of the individual(s) and not the Fire Company. b. If you are injured while responding to an alarm, it not only hurts you, but also hurts the Fire Company. c. POV’s will be parked as to not inhibit the movement of any apparatus including tanker shuttles, EMS, Police, and regular traffic flow. d. Do not park in a driveway that would block access for the owner of the property. e. Parking in a lawn or field that could result in property damage would be the responsibility of the person who did the damage to make necessary repairs. f. Absolutely no one will respond POV onto the Turnpike. If a Turnpike alarm is dispatched, either meet apparatus at an access gate or respond to the station for coverage.

Apparatus Driver/Operators a. Anyone interested in driving/operating apparatus should notify the Fire Chief by January 1st.

Minimum driving age is 21 years old. Exception-Chief Officer/Duty Officer Cars All new drivers will begin as a driver trainee. The Fire Chief will post a list by March 31st, showing members who are drivers, trainees, and their qualifications. The Board of Directors must approve this list. There is no maximum driving age at this time, this will be based on the decision of the Fire Chief and Directors. All drivers and trainees must hold a valid PA Driver’s License. A CDL License is not required at this time provided a Driver’s Authorization Card is carried. All driver trainees must successfully complete Pump 1 and EVOC within one (1) year. Must not have any current or past medical history/conditions that could inhibit operation of apparatus (i.e., loss of function of any limb, hand, foot, eye(s), or ears) Driver will ensure apparatus is returned to service after alarms, including either being washed or chamois. Driver will make sure wheels are chocked at the scene. Driver must stay with apparatus when engine is running unless taking equipment to the scene. Apparatus shoreline must be plugged in upon returning to station. Driver will use a spotter to assist in backing when needed. Report any damage immediately to ranking officer and engineer. Driver will fill out logbook any time apparatus leaves the station. Any problems/maintenance needed should be indicated. Insure Fast Idle is used if on scene with emergency lights in use. Driver will use all warning lights when backing apparatus. Driver will check fuel gauge to ensure at least ¾ tank of fuel. If ¾ tank or below, make sure apparatus is taken for fuel. The Fuel Tank on Squad 33 is to be filled when it reaches ½ tank. If apparatus would be involved in accident of any kind, notify Headquarters immediately for the Police to be dispatched to scene. Please remain at scene until released by Police. On any call that conditions warrant, a supply line will be laid unless an officer instructs you not to. On responses that have an aerial truck dispatched, remember to leave room for that unit when positioning apparatus. At no time will any driver/trainee operate any apparatus under the influence of any substance, alcohol, or drug. If you are taking prescribed drugs, please follow instructions on the label or doctors orders.

Qualifications a. The following are qualification orders and hours needed during training. 1. Squad 33 a. 1 hour instruction/knowledge. b. 5 hours driving/operations. 2. Brush 33 a. 1 hour instruction/knowledge

Turnout/Bunker Gear/Pagers a. Turnout gear is described as garments worn by a firefighter to serve as protection from harm during fire/rescue operations. b. Full Turnout gear consists of Coat, Pants, Boots, Nomex Hood, Helmet, Suspenders, and Gloves. c. Turnout gear is purchased and maintained by the Fireman’s Relief Association according to NFPA requirements. Members wishing to apply decals, patches, or other related items must receive permission from the gear committee before applying such. d. It is the responsibility of the member to ensure gear is cleaned and dried properly after each use. e. If your issued gear or pager is damaged, please notify Officer in Charge immediately. f. Members that elect to purchase their own personal turnout gear must purchase gear that meets or exceeds the gear purchased by the Relief Association. g. The Relief Association is responsible for repairs or replacement of issued or personal owned gear damaged while in use with NKFC. h. Turnout gear will be stored at the station in designated areas. Turnout gear should not be stored on the floor or on apparatus. i. j. k. l. m. n. o. p.

Operators should keep in mind that the above flows are what the lines should be started at, and increase or decrease may be needed depending on what nozzle is used and how many lines are being flowed.

If you choose to carry your gear in a personal vehicle, it should not be in contact with direct sunlight. A gear bag is recommended for this type of storage. Turnout gear will be carried anytime you ride apparatus, regardless if the unit is in or out of service. Turnout gear will be worn on all incidents with the exception of mountain fires. Turnout gear may be relaxed during incidents as determined by Officer in charge. Apparatus Drivers may choose to carry their gear along if they do not feel comfortable driving while wearing gear, but must don gear upon arrival at scene. At a minimum Helmet and Gloves will be worn when repacking hose, or performing saw and ladder maintenance. Turnout gear must be worn at the scene, if you respond POV, you must have your gear. If you do not have your gear, do not respond to the scene Availability of Pagers is at the discretion of the Fire Chief.

Issuance of Company Owned Equipment a. Turnout gear and Pagers will be issued to members who demonstrate a desire to respond on calls. b. The gear committee will issue gear and pagers once proper paperwork is completed. c. Full Turnout Gear consists of the following. 1. Helmet w/ Face Shield

Suspension of Company Issued Equipment a. Turnout gear or Pagers may be suspended for one or more of the following reasons. 1. Failure to respond to 10% of calls in a 30-day period without legitimate reason. 2. Failure to attend one (1) training class in a 30-day period without legitimate reason. 3. Failure to help at one (1) fund raising activity in a 30-day period without a legitimate reason. 4. Deliberate/direct abuse to turnout gear or Pager. 5. Failure to maintain cleanliness. 6. Unauthorized use. b. Turnout gear and Pagers will be inspected upon return. Any damages or missing items will be the responsibility of the individual it was issued to. c. If you fail to meet the above listed requirements and your turnout gear and/or Pager is requested to be returned, you will receive a certified letter in the mail. After receipt of letter, you will have one (1) week to return gear or you may face legal action.

Turnout Gear Care a. Care of turnout gear will be the responsibility of the person it is issued to. b. Gear will be washed and cleaned as needed following the proper procedures.

1. Do not wash in household washer. Use a commercial washing machine. Gear may contain contaminants that you do not want in your home washing machine. 2. Do not dry gear in a dryer. Gear should be hung to dry. 4. Follow manufacturer guidelines when washing gear. Gear will be inspected quarterly to insure it is being maintained properly. Any damaged gear should be reported to an officer so that proper repair could be made.

Public Information a. At Incidents that the News Media attends, it is imperative that they are directed to the officer in charge so the proper information is released. b. If a reporter approaches you at the scene, do not release any information on your own. You may or may not know how the story is to be told. c. At large scale incidents, a Public Information officer (PIO) will be appointed for the purpose of handling media releases. d. If you are on station during or after an incident and you receive a call from the media regarding an incident, please do not release any information. You may instruct them to contact the officer in charge. A home phone number can be given to the media at this time.

10.

Photographs and Videos a. Company members, who wish to take photos or videos at the scene, may be asked to turn over the items to the officer in charge for documentation purposes. b. At times where the Coroner or Fire Marshal is called to the scene, your camera may become the property of that individual for investigation.

Line Officer Qualifications a. In order to be a candidate for a fire chief, deputy chief, or assistant chief, the following qualifications have been developed as a minimum requirement. 1. Duty Chief a. In absence of a Company 33 Chief, a Captain or Lieutenant will become the Duty Chief and assume the responsibility of the Chief. The Duty Chief will address county as such (Duty Chief 33) on calls only in the Co.33 boxes in Silver Spring Twp. Duty Chief is not authorized in another companies box area or in area that have a municipal fire chief.

14.

Qualifications to Ride Apparatus a. 14-15 years of age (Junior Firefighter) may ride to any non-emergency incident, training, or parade. They may not ride any Fire Company owned apparatus during an emergency situation. b. 16 years of age and over may ride apparatus to an emergency situation only after they have successfully completed Essentials Module A. At that point they must pass the Fire Company Level Basic Knowledge Test within six (6) months. Riding privileges may be revoked if they do not pass the Basic Knowledge test. They must also successfully complete Hazardous Materials Operations and CPR/AED Training within one (1) year. Any Member over age 16 that completes the Basic Knowledge Test may ride to emergency situation prior to an Essentials Module A Class being offered.

15.

Biohazards Protection a. All personnel will wear protective gloves and/or goggles when encountering patients on medical calls or accidents. b. Personnel will also wear protective gloves when cleaning up biohazards at the scene of call. Make sure that items are placed in appropriate biohazard bags and given to EMS unit for proper disposal.

16.

Incident Investigations a. Fire Scene 1. Every fire scene should be treated and secured as a crime scene until proven otherwise. Entrance to the fire scene should be limited to those involved in the investigation and should be documented. Overhaul should be limited and debris removed in layers. Class A foam should be used in the overhaul process without moving debris.

2. Investigation of the fire scene should be done in a least amount of damage to most amount of damage examination. Documentation (Photographs and sketches) of the fire scene is crucial and should be done. Any physical evidence should be secured until a qualified person arrives on the scene to collect it. 3. In the case of a fatal fire, the scene shall be preserved and left undisturbed. The fire marshal will be contacted immediately and all pertinent times and personnel at the scene will be documented. No one shall enter the scene unless authorized by the Incident Commander. A Safety Officer or other designated personnel should be posted to ensure scene preservation. 4. The fire investigation should follow the guidelines set forth in NFPA 921, The Guide to Fire and Explosion Investigation. Accident Scene 1. Cleanup should be undertaken only after consulting with the Police Department to insure it will not hamper their investigation. 2. When the accident involves a fatality, the area should be secured and undisturbed.

17.

Carbon Monoxide Responses a. Squad 33 will be the primary response unit and will respond non-emergency unless conditions warrant an emergency response. b. All personnel need to wear full gear and SCBA. c. Personnel will enter building with SCBA masks on their face, however there is no need to be on air unless metered conditions warrant. d. Entry team will consist of 2 firefighters with a portable radio. e. Meter will be calibrated away from the structure and apparatus at scene. f. Structure will not be ventilated until readings are compiled and/or leak is detected. If windows are found open upon arrival, they will need to be closed before accurate readings are obtained. g. Entry crew will check the entire structure and appliances with the meter. h. Chief Officer will advise homeowner of the findings and have him/her sign the appropriate paper work. i. If significant conditions are found and the residents were inside the home or business, EMS needs to be sent for vitals.

18.

Apparatus Manning a. The following apparatus manning will be adhered to at all times. Personnel will remain seated, with seatbelts, and will not ride on running boards or tailboard. 19.

Run Books and Directions a. All apparatus has maps and directions in appropriate binders for responses. Members should make themselves familiar with Street directions, water sources, and businesses. b. Headquarters should not be called by radio for directions. Books are provided for most every area of the counties we provide service to.

20.

Corrective Lenses a. Firefighters that are required to wear glasses or contacts to operate their personal vehicle are also required to wear them if operating fire apparatus. b. Wearers of Hard Style contact lenses are not permitted to wear SCBA if you leave the lenses inserted. c. Any damages to glasses or contacts while actively involved at the scene will be covered by insurance if damage is reported to the Fire Chief.

21.

Alarm Documentation a. The Fire Company, like any other business, must accurately compile and document report information for all calls. On some incidents, you may be asked to provide a statement of your involvement. b. A computerized Incident Reporting System will be used for all incidents to insure neat, legible reports should the incident go to court or copies need sent for insurance purposes.

Radio Communications a. The New Kingstown Fire Company will adhere all radio guidelines as developed by Cumberland County Office of Emergency Preparedness and stated in the Cumberland County Fire/Rescue & EMS Communications Procedural Manual. A copy is maintained in the company office and is available for review. b. Training is provided annually in basic radio operations. c. Commonly used words and phrases 1. Responding-Unit is enroute to a dispatched call. 2. On the Scene-Unit has arrived at an incident. 3. Available-Unit has completed call and is now ready for other responses. 4. On the Air-Unit is awaiting crew or driver. 5. Advise-Give this message to/ or provide me with the necessary information. 6. Okay-Message received. 7. Say again-repeat your last message 8. Standby-Listen, but do not transmit until directed to do so. d. Calling for an Assignment-On the command channel (if established) the officer will call command as such: Command _ _ from Unit Number approaching scene requesting an assignment staffing of # firefighters. This will allow the command officer to determine an assignment based upon our manpower. The driver or any juniors should not be included in the manpower count. e. Transfers-Upon completing a transfer, manpower should be given at that time. Example: Headquarters, Engine _33 completing transfer with # firefighters. Also, apparatus should wait the allotted 4 minute response time to allow for all available manpower to come to the station. If we will be waiting for members coming from an area out of the 4 minute time frame, the unit should be placed “on the air, no need to reannounce”. f. Understaffed Notifications-Any “first due” single apparatus response call in which and Engine or Squad responds driver only or driver and One (1) firefighter, the officer or driver should request “next due engine” to respond. Example: Headquarters, Engine _33 responding driver only, dispatch next due engine. Staff of just a driver is not sufficient staffing to handle an incident, regardless of incident type. Staffing of a driver plus one (1) firefighter may be

Warning Devices/Lighting a. Emergency Lighting must be installed according to the Pennsylvania Motor Vehicle Code # 4571 and #102, title #173. These codes are appendixes in the back of this manual. b. The Fire Police only are authorized blue Lights for use. Firefighters are not allowed blue lights for their personal vehicles c. Fire Officers and Fire Police Officers must register their lights with the Fire Chief prior to January 31st for submission to the Police Department. d. e. f.

When responding to an incident with a blue light activated, it must be stressed that this light is a courtesy light only. It does not give you the power to disregard traffic control devices. Any complaint received regarding the use of lighting, could result in removal of the light. The following chart indicates what types of lights are allowable for use by the Fire Company.

Late Arrivals/Early Dismissal from work or school a. Firefighters that are late for work or school because of an incident must take a note from the ranking officer on station explaining the reason for being late. They must also contact their employer and notify them that he/she is on a call and that they will be late. b. Any personnel that are allowed to leave work for an incident must also take a note with them when they return to work. c. It is against the law for an employer to discipline an employee for being late for work when they are a volunteer firefighter, provided they have note from the Chief. d. Firefighters that are attending school will not be allowed to leave school for calls.

Junior Membership Objectives: 1. To educate the members in concepts and training involved in the fire service, and to prepare them for a future in the fire company. 2. To aid and enhance the fire company in all possible ways, and to insure and continuity in the fire company operations, firefighting and protection of lives and property in the community. A junior member does not have to be involved in fire fighting. Junior members should be encouraged to be involved in administrative duties and fund raising activities of the fire company. 3. To build character and encourage community involvement in our young adults. Membership: 1. Members shall consist of young men and women ages 14 through 17 inclusive. Proof of age and working papers MUST be presented at the time of the application. 2. An individual desiring membership shall submit a membership application and membership fee to the Fire Company Membership Committee. The application will be read at the next company meeting, then turned over to the Investigating Committee will investigate and review the application, and make recommendation to the company at the next regular company meeting. Membership applications will be acted upon in accordance with the by-laws of the company. 3. If accepted, the application fee shall be considered payment of the current membership dues. If rejected, the application fee shall be refunded in full, with a brief explanation of the denial. 4. Any Junior Member, who has attained the age of 18 years, completed the Essentials Modules A, B, & C, satisfactorily attended drills and other training exercises, complied with the State of Pennsylvania Child Labor Law, and demonstrated that they are capable of carrying out the duties and responsibilities of active membership, may apply for Regular Membership in the New Kingstown Fire Company. The Junior Membership Committee (Adult Advisors): 1. Adult Advisors a.k.a. Junior Membership Committee shall be comprised of five active members of the New Kingstown Fire Company. The Adult Advisors will be appointed by the Fire Company President for a term of three (3) years consisting of two (2) classes of two (2) members each and one (1) class of one (1) member. Line Officers or active company members may be called upon to assist the Junior Membership Committee as Junior Membership Advisors.

Adult Advisors a.ka. Junior membership Committee members must be at least 18 years of age, and an active member for at least one (1) year. Junior Membership Committee will act in a professional manner at all times and will be responsible for the guidance, training, safety, and financial duties of the Junior Membership Program.

The Junior Membership Committee shall deal with all suggestions, concerns, problems, and offenses of the Junior Members. The Junior Membership Committee will act in defense should charges be brought against a Junior Member; however, upon a third offense, a Junior Member will be brought before the Board of Directors for appropriate actions.

Rules and regulations: 1. Junior members will act in accordance with Chapter 2 of the Pennsylvania labor Laws, titled “Employment of Infants”, under the subsection 48.3. At no time shall a junior deviate from this law. It is the duty of all junior members to be familiar with this regulation. Juniors are also required to complete a weekly form, titled “Junior Member Work Schedule”, which is posted at the fire station. A copy of this form is attached in the back of the Standard Operating Guidelines. 2. Junior Members will ride apparatus ONLY when authorized by an Advisor or Line Officer. 3. Junior Member must obey all rules, regulation, and by-laws established by the New Kingstown Fire Company. 4. Junior members are encouraged to attend monthly company meetings, and have a voice but no vote. 5. Juniors 14-15 years of age may ride to any non-emergency incident, training, or parade. They may not ride any Fire Company owned apparatus during an emergency situation. 6. Juniors 16 years of age and over may ride apparatus to an emergency situation only after they have successfully completed Essentials Module A. At that point they must pass the Fire Company Level Basic Knowledge Test within six (6) months. Riding privileges may be revoked if they do not pass the Basic Knowledge test. They must also successfully complete Hazardous Materials Operations and CPR/AED Training within one (1) year. Any Member over age 16 that completes the Basic Knowledge Test may ride to emergency situation prior to an Essentials Module A Class being offered. 7. All members shall dress and conduct themselves in a professional manner and shall be neat and clean while attending meetings and company functions. Although no dress code exists, juniors should follow a simple procedure-if you cannot wear it to school, it should not be worn at or around the fire station. 8. Junior members will be issued protective gear based upon their training. All members are expected to maintain gear and keep it in a clean condition in accordance to section 2, #5-8 of the Standard Operating Guidelines. Proper protective gear shall be worn during training exercises that requires the use of the equipment.

All Junior Members are expected to maintain an acceptable grade average while in school and shall present their current grades (report card) to the Junior Membership Committee within fourteen (14) days of the end of the marking period. Juniors that become members midway through a marking period are still required to present their report card to the committee. If Junior Member’s grades reach the point where he/she fails a marking period, a suspension of not less than twenty (20) days will be given. Additional suspension time will be at the discretion of the Junior Membership Committee. Junior Members are responsible to present a statement from his/her teacher showing grade improvement for reinstatement after 20 days have passed. No Junior Member will question the authority of a Senior Officer, Advisor, or Line Officer. Members shall not engage in actions or create noises which will be considered disruptive to meeting or activities. Horseplay, fighting, physical sports in the fire station is prohibited. Destruction of fire company property will not be tolerated. No member, while at the station or on company grounds, at meetings, activities, or department functions shall be under the influence of or possession of alcohol, drugs, or other controlled substances. Smoking is prohibited in the station. Junior Members who attend school are not permitted in the fire station during school hours unless school is not in session. All members must depart the station by 21:00 hours on nights preceding a school day, and 23:00 on any other night, except on company functions authorized by the Advisors or Line Officers. Junior Members under the age of 16 years are only permitted to be at the firehouse between the hours of 07:00 and 21:00. During the time June through Labor Day when school is not in session, Junior Members are permitted to be at the firehouse between the hours of 07:00 and 22:00. Exception-Emergency Station Manning. Junior Members eligible to respond on emergencies shall give way on apparatus to Senior Members at all times. No member is allowed to gamble on fire company property. The telephone is not to be used unless permission is granted by an Advisor, Director, or Company Officer, and then only by a reasonable request and time period. Junior Members are not permitted to answer the telephone unless no other member is in the building, or unless he/she has specific instructions to do so. Foul language will not be tolerated. Members shall report any accident or injury to any Advisor, Director, or Company Officer. Members shall make themselves available to attend the Junior Meeting, Regular Fire Company Meeting and at least one (1) fund raising activity and one (1) training per month. Members are encouraged to become familiar with equipment on the apparatus; however, prior permission from a Line Officer or Advisor should be obtained before any equipment is removed from the apparatus.

Disciplinary action shall consist of the following steps: a. verbal reprimand b. written reprimand c. suspension d. expulsion The severity of an infraction shall determine where in the process a member begins. The Junior Membership Committee shall determine this with careful attention given to precedent. Disciplinary problems shall be made a part of each member’s record. Any and all such actions may follow an appeal process by outlining the appeal in detail, and presenting it to the Directors for review and consideration. All disciplinary actions, other than verbal reprimand, shall be reported in writing, to a parent or guardian. Juniors are expected to attend training sessions and drills. Training is held on Tuesday evenings beginning at 630PM at the fire station unless otherwise posted.

The Junior Administrative officers shall have authority and perform the duties as follows. President a. It shall be the duty of the President to preside at all meetings of the Juniors, maintain order, permit discussion of all items of business properly presented by motion, allow questions and discussion of motions before seeking action on the motion, cast the deciding vote when members present are equally divided, and shall thoroughly explain all matters in question prior to action. b. The President shall not make, second, or influence any motion why presiding. The President shall not participate in any debate or discussion. c. Upon request of the fire company board of directors, the president shall attend director’s meetings and report back to the juniors at the next regular scheduled meeting d. The President shall serve as ambassador of goodwill to the community and as a symbol of the juniors. Vice President a. It shall be the duty of the Vice President to perform all duties of the President in the absence of the President. b. The Vice President shall serve as a delegate of the President when appointed by the President. c. The Vice President shall conduct two (2) meetings per calendar year. Secretary a. The Secretary shall keep an accurate record of all proceedings of every Junior meeting in a minute book provided for that purpose which shall be subject to inspection by the members at all times. b. The Secretary shall post the results of election of officers at the station no later than January 15th. c. The Secretary shall be provided with adequate materials required for the performance of the office. d. The Secretary is responsible for maintaining and filing the weekly Junior Member Work Schedule form. Treasurer a. The Junior Treasurer shall work with the Fire Company Treasurer to maintain funds of the junior members. The Fire Company Treasurer shall be responsible for all transactions of the juniors. b. The Treasurer shall report at each meeting the expenses and receipts for the juniors. c. The Treasurer will be responsible for supplying all invoices to the Fire Company Treasurer for payment.

Fire Police must remember that they are actually are part of that police authority. They must cooperate fully and be respectful in accepting orders and in exchange of information. 3. The Fire Chief annually in accordance with the Constitution and By-Laws of the New Kingstown Fire Company will appoint fire Police. 4. The Fire Police will meet to prior to the January Fire Company meeting to appoint their officers with final approval by the Board of Directors. 5. Training/Equipment a. In order to become a Fire Police person, you must meet the following qualifications: 1. 18 years of Age. 2. Active member of the Fire Company for 6 months. 3. Attend monthly Fire Company meetings. b. Any Training attended by a fire police person must be forwarded to the Fire Chief for documentation. c. Uniforms and Equipment will be determined and issued by the Fire Police Captain. A log must be maintained of members and what equipment is issued. d. Equipment must be inspected annually. e. It is the responsibility of the Fire Police Captain to appoint one of their members for purpose of training members for basic traffic control and for operating the Fire Police Vehicle. f. Fire Police must wear their issued safety equipment on all alarms 6. Warning Devices/Lighting a. Emergency Lighting must be installed according to the Pennsylvania Motor Vehicle Code # 4571 and #102, title #173. These codes are appendixes in the back of this manual. b. The Fire Police only are authorized blue Lights for use. c. Fire Police Officers must register their lights with the Fire Chief prior to January 31st for submission to the Police Department. d. When responding to an incident with a blue light activated, it must be stressed that this light is a courtesy light only. It does not give you the power to disregard traffic control devices. e. Any complaint received regarding the use of lighting, could result in removal of the light. f. The following chart indicates what types of lights are allowable for use by the Fire Police.

From time to time, the Fire Police are called upon to assist in non-incident related activities in Silver Spring and Middlesex Townships. Any such activity must receive prior approval from the Township. The Fire Police must remain active in the Fire Company just like any other member. The follow rules will apply. Failure to adhere to this policy could result in suspension or removal from the Fire Police. a. Respond to 10% of calls b. Help with one (1) fund raising activity each month c. Attend Training as needed. The fire police duties are very broad, but should include, but not be limited to the listing below. a. Traffic Control at Incidents b. Crowd Control at Incidents c. Parking at Company Functions d. Scene Security e. Security at Company Functions Fire Police Officer Duties a. Captain 1. First in command of Company 33 Fire Police 2. Submit roster of Fire Police to the Fire Chief. 3. Compile information reports. 4. Submit monthly report at County Fire Police meeting. b. Lieutenant 1. In the absence of the Captain, the Lieutenant shall perform all duties as required and shall otherwise be in command and shall assist the Captain in any way. c. Sergeant 1. The Sergeant shall be third in the line of command in the absence of superior fire police officers. d. Corporal 1. The Corporal shall be fourth in the line of command in the absence of superior fire police officers.

The Fire Police must adhere to Radio Procedures as listed in the Cumberland County Fire/Rescue/EMS Communications Manual. A copy is available from the Fire Chief upon request.

Safety Officer a. A Safety Officer will be appointed as part of the Incident Command System as needed during any Incident that requires on scene operations to be monitored. b. The Safety Officer will oversee all operations for safety and proper equipment use. The Safety Officer will have the authority to immediately correct or suspend any operation. c. The Safety Officer shall be informed of all decisions regarding personnel and be immediately notified of any injury. d. The Safety Officer on the scene does not have to be an Officer from New Kingstown Fire Company. Reflective Safety Vests a. Firefighter Safety is and will always be something that should not be taken for granted; therefore the fire company has decided that a safety vest will provide the firefighter with increased visibility while operating on scene of incidents to passing motorists, arriving apparatus, and other firefighters. b. Reflective Safety vests will be issued as part of personal protective equipment. Officers and members that have been issues two (2) sets of PPE will be issued two (2) vests. b. Vests will be worn at all incidents in which the fire company will be functioning in, along, near, or adjacent to any interstate highway, street, or road where your personal safety could be jeopardized. c. The vests should not be worn by firefighters at incidents where they will don Self Contained Breathing Apparatus; however, upon doffing of the SCBA the vest should then become part of your PPE. d. Apparatus operators should wear the safety vests at all times when operating around the outside of the apparatus. e. All Apparatus is equipped with extra vests to be used in the event that personnel do not have their vest with them or it was damaged while operating on scene. Personnel operating at the scene of an incident without a vest will be asked to use a vest from the apparatus. Should they choose not to wear a vest, they will be asked to either remain inside the apparatus cab or leave the scene. f. Fire Police have been issued their own vests and should refer to their SOG’s for use. g. Any vest which has been damaged should be reported to the Safety Officer as soon as possible so a replacement can be issued.

Accountability (PASS) Tag System a. This policy establishes a safety procedure, which will enable an Incident Commander to account for the presence, location, and assigned activities of individual fire, rescue, and EMS personnel operating on the scene of an incident. b. Definitions

Accountability Board (or binder)-A status board used by the Accountability Officer in conjunction with the Personnel Accountability System. Accountability Officer- The individual designated by the Incident Commander to manage the personnel accountability system and to assign personnel to tasks so identified by the Incident Commander and Sector Officers. This individual may also be referred to as the “Manpower Officer” or “Manpower Staging Officer”. Crew- A group of two (2) or more firefighters who are assembled to complete a specific task or function. Hazard Area or Zone- The area of the fire ground where conditions are immediately dangerous to life and health are or may be present or may rapidly become present. For example, the hazard area at a structure fire would include the interior of the building, the roof, and the collapse zone. Level 1 Accountability- Personnel Accountability System used during minor fire/rescue incidents involving one (1) PAS Tag being left with the Apparatus. Level 2 Accountability- Personnel Accountability System used during more serious fire/rescue incidents. Used any time personnel must enter a hazardous area. Involves Accountability Officer with Accountability Board at point of entry to a building taking PAS Tags of personnel being utilized inside such building. Level 3 Accountability- Personnel Accountability System used for either an emergency situation such as a building collapse, sudden or unexpected release of hazardous materials, or other situation requiring immediate accounting of all personnel on the scene or for twenty (20) minute accountability checks. Personnel Accountability System Tag (PAS Tag)- The identification tag issued to fire and EMS personnel. The Fire Company will issue personnel at least one (1) PAS Tag. The Pas Tag will contain at least the individuals name, photo ID, company number, and medical history containing: allergies, medications, pertinent medical history, organ donor category, normal blood pressure, pulse rate, date of birth, blood type, emergency contact person and phone number, and a physicians name and phone number. The PAS Tag should be made of plastic or laminated card.

Temporary PAS Tag- A PAS Tag that is made on the scene of an Incident and issued to personnel who have lost or forgotten their tag. A temporary PAS Tag may also be issued to utility company personnel or building owners who have the need to be escorted into the hazard area. Temporary PAS Tags may be made simply by writing with a grease pencil on a blank plastic card. The Temporary PAS Tag will contain the individuals name and company number. A small supply of blank cards should be carried with the Accountability Board.

Unit Collector Ring- The ring carried in the cab of each apparatus and is used to collect the PAS Tags of all personnel riding or assigned to that apparatus. The unit collector ring must identify the unit it came from. Usage Procedure 1. Level 1 Accountability A. All personnel responding to the incident with apparatus will leave their PAS Tag on the apparatus unit collector ring. B. Personnel arriving on the scene in private owned vehicles will report to apparatus and give their PAS Tag to the driver to be placed on the unit collector ring. 2. Level 2 Accountability A. First-in personnel will follow Level 1 Accountability procedures. It is imperative that the apparatus operator or officer maintain initial accountability of the crew. As soon as possible, the operator or officer should ensure that the unit collector ring with the PAS Tags is taken to the Accountability Officer. B. The Incident Commander will appoint an Accountability Officer as soon as possible. It is extremely important that the Accountability Officer is assigned within the first few minutes of operations so that accountability procedures are implemented early. The Accountability Sector should be established in a highly visible area that is adjacent the scene, but out of the hazard area, such as the Manpower Staging Area. The Accountability Officer should have some type of status board (Accountability Board) to maintain PAS Tags. C. Personnel who arrive at the scene P.O.V. should report directly to the Manpower Staging Area. D. After initial operations, personnel should be reassigned to the Manpower Staging Area and then assigned functions from there. The Accountability Officer will collect the unit collector rings and place individual PAS Tags on the Accountability Board under the applicable status heading. For example, the Accountability Board should have a place for PAS Tags of those individuals who are “available for an assignment”. E. When personnel are assembled into crews and assigned a function, they should report to the Sector they were assigned to, complete the task, and return to the Manpower Staging Area for reassignment.

F. When fatigued crews are cycled through rehabilitation, the Accountability Board should show their status as “In Rehab”. Once completed with rehab, personnel should report back to the Manpower Staging Area. Level 3 Accountability A. Within the first twenty (20) minutes of the incident, and every twenty (20) minutes thereafter, the Accountability Officer should conduct an accounting of all personnel on the scene. For example, if the Accountability Board shows two (3) firefighters and a Sector Officer assigned to the 2nd floor, the Accountability Officer should verify with the

Sector Officer that there are three (3) personnel operating there. If there are firefighters unaccounted for, a crew should be sent to the last area of assignment to search for missing personnel. The Incident Commander should be notified when this occurs. B. In the event of an emergency situation such as a building collapse, sudden/unexpected release of hazardous materials, or other situation requiring immediate accounting of all personnel on the scene, the Accountability Officer should request that the Incident Commander evacuate the hazard area (Using County Procedures) and report to the Manpower Staging Area for immediate accounting. If necessary, a crew should be established to search for missing personnel. Issuing Temporary PAS Tags A. Any person on the scene who has a need to enter the hazard area, but does not have a PAS Tag, will be issued a temporary PAS Tag so Accountability can be maintained. Injuries A. If a firefighter is injured, the PAS Tag of the individual must be given to the EMS personnel and taken to the hospital. The Accountability Officer must note the firefighter’s name, company number, type of injury, and the medical facility to which the injured firefighter was transported. The Accountability Officer must also notify the ranking company affiliated officer. Leaving the Scene/Terminating the Incident A. If a firefighter must leave the scene before the Incident is terminated, he/she must return to the Manpower Staging Area and notify the Accountability Officer. The PAS Tag must be returned to the individual and the Accountability Officer must keep a list of the name and company number of all individuals who have been released. Firefighters should then follow their own company policy for notifying an on scene company officer of their departure. B. When the incident is being terminated, the Accountability process should work in reverse. As personnel are released from the Manpower Staging Area back to their apparatus, they should be given their PAS Tag and Unit Collector Ring and should return immediately to their apparatus.

TRAINING 1. The proper training of firefighter within the New Kingstown Fire Company relies heavily on each firefighter receiving and attending training. The knowledge that is learned will make you know how to do your job safely, efficiently, and thoroughly to save lives and protect property and to project yourself from harm. The following procedures apply to training, whether taken with the company or from an outside source. a.

Company Level Training 1. Training is held each Tuesday Night, except the 1st Tuesday of the month, at 6:30 PM and the last Saturday of the month at 9:00 AM at the

Fire Station. From time to time, special Training is held on a different day and is posted on the Training Board. 2. A schedule of Topics is posted quarterly on the Training Board and includes the types of training being held. This schedule may be altered during times of extremely hot or cold weather. 3. The following are topics discussed annually and make up an important part of the services we provide. Some of these classes are mandatory for you to attend and require an annual certification to ride the apparatus. This is only an abbreviated list. A. Cardio Pulmonary Resuscitation B. Automated External Defibrillation C. Hazardous Materials Operations D. Vehicle Rescue E. Self Contained Breathing Apparatus F. Radio Procedures G. Driver/Operator Training H. Essentials Modules County/State Level Training 1. All County/State Level Training is posted on the Training Board. It is up to the individual to sign up for any classes that might be of interest. All training fees are paid by the Fireman’s Relief Association. if you sign up for a class, it is your responsibility to be there for the class. All registrations have to be sent in seven (7) days prior to the start date of such class. Attendance 1. It is imperative that Training Records be maintained for each firefighter within the company. Firefighters must attempt to attend one (1) training class per month to maintain a thorough knowledge of equipment carried.
