BACKGROUND Despite the transformation of the Organization of African Unity to African Union in 2002, regional integration has continued to be a challenge in
Africa. Integration is key to: A. Closing the competitiveness gap: Africa’s competitiveness as a whole trails other emerging regions – especially in quality of institutions, infrastructure, macroeconomic policies, education and technological adoption – while big gaps persist between its highest and lowest ranked economies

RIDING A DEAD HORSE Dakota Indian tribal wisdom says that when you discover you are riding a dead horse, the best strategy is to dismount. However, in government and business a whole range of far more advanced strategies are often tried with dead horses, including the following: Buying a stronger whip; Changing riders: Saying things like "This is the way we always have ridden this horse.”

Arranging to visit other sites to see how they ride dead horses; Increasing the standards to qualify as a dead horse rider; Appointing a tiger team to revive the dead horse;

process (methodology) aimed at jump-starting major organizational change efforts and enhancing implementation capacity.

RAPID RESULTS APPROACH Rapid Results Approach is thus a structured process that uses shortterm (100-day) initiatives to help build leadership and program
management skills as well as accelerate the pace at which results are achieved
Each 100 day initiative (called a Rapid Results Initiative or “RRI”) provides an avenue for building the capacity of people as they attempt to achieve an ambitious result that is of critical importance to long-term strategies (outcomes and impacts).

DIFFERENCE BETWEEN RRA AND TRADITIONAL IMPLEMENTATION TECHNIQUES The main difference between Rapid Results and traditional program implementation is that in the proposed program learning and development literally occur while participants are actively working on a critical performance challenge that matters to their organization or overall
strategic goals. By contrast in traditional programs the learning is expected and anticipated to occur during preparation for, in risk assessment and in the hope of, performance improvements.

MINISTRY OF IMMIGRATION In 100 days, the Ministry of Immigration and Registration of Persons was able to: Reduce the amount of time it takes to issue a passport from more than 60 days to 21 days; Reduce the amount of time it takes to issue a birth certificate from 21 days to 4 days Reduce the backlog of uncollected Identity cards from 281,000 to 90,000
