Citizen Concerns: PARKS AND RECREATION/SPECIAL EVENTS:  Tuesday, March 7, 2017- Citizen came into office looking for a lit practice field for a girl’s select soccer team. Dodie explained that the fields at Community Park are game only fields and that the only reason FSA practiced on field 13 and MP2 last fall was because FYFL used half of Henderson practice field. PUBLIC WORKS:  1 residential sewer stoppage  2 possible water leaks (2 mains)  3 after-hours calls for water quality concerns - color / fire hydrant flushings  1 water quality concern - odor  Staff received an online request concerning a street light outage – staff reported outage to Trinity Valley Electric.  Staff received an online request concerning a heavy amount of gravel in the road at the intersection of FM 1641 and FM 548 – staff reported to Kaufman County TxDOT, currently waiting to hear back from TxDOT on whether or not they will be cleaning this up or if they will be asking the city to do so.  Staff received a call from Change Point Counseling Center regarding a street sign missing for Classic Ln & 1641, staff reported to both Kaufman County Precinct 2 and Kaufman County TxDOT without resolution. Staff will contact Talty WSC to see if this area is covered under their jurisdiction.  Staff received an online request concerning school zone flasher not working during operating hours in front of Criswell Elementary – staff reported to Kaufman County TxDOT.  Staff received an online request concerning a pothole located in the Warren Middle School parking lot near Jackrabbit Stadium – staff reported to Forney ISD Grounds Crew Director.

Council Concerns: ADMINISTRATION:  EDC o Staff will continue working with Eno's as they begin the permitting and construction process. PARKS AND RECREATION/SPECIAL EVENTS:  Gateway & Fire Station #2 ribbon cuttings are scheduled for April 1, 2017 at 9:30am and 10:30am. Formal invites will be mailed out by March 15, 2017. PUBLIC WORKS:  Quiet Zone median visibility – Staff has purchased high grade traffic paint that will applied once weather permits.



Street lights on Broad – Staff will determine which lights are not working and will report to Oncor.

Operations: ADMINISTRATION:  EDC o On Thursday evening, the Forney EDC held their monthly meeting in Council Chambers. o Tuesday night, Forney City Council approved the alcohol distance variance for Eno's Pizza to locate at the EDC-owned property at 215 S. Bois D'Arc St. EDC Staff are continuing to work with Eno's as they work through the remaining City permitting and construction process. o Warren attended a Development Review Committee meeting Tuesday morning reviewing current and upcoming projects within the City of Forney. o Stewart attended the Forney Chamber ribbon cutting at Forney Dermatology on Thursday  Finance o Utility Billing  Processed 18 new service requests  Processed 4 service disconnection requests  Processed 13 miscellaneous requests including: temporary service, ACH , letter of residency, Careflite opt-out, and returned check  Completed 43 miscellaneous service orders  Completed 3 arrangements for extension of time to pay  Processed 1 leak adjustments for a total of $69.73  Printed and distributed 6 usage graphs to customers o Municipal Court  Filed 20 traffic cases  Disposed of 15 cases: 12 by payment and 3 by Judge  Dismissed 7 cases through compliance  Issued 0 warrants  Cleared 24 warrants  Collected $4,095.80 in fines and fees  IT o Fire Station 2 was cabled for networking and phone purposes this week. The vendor was very affordable and did high quality work on a short turn around. We anticipate using them going forward as our standard cabling vendor. o IT continues to work on implementation of our Kace2000 appliance. We are at the point where we need to buy a physical server after running into roadblocks (CJIS compliance) with having this server on our PD network. o IT has configured and deployed 3 additional iPads for Parks use with the Cartegraph system. COMMUNITY DEVELOPMENT:  Animal Control o Four dogs are in the shelter o Two dogs were returned to owner o One dog was adopted







Building Inspections o Twenty-eight total permits were issued o Twenty-one in-house inspections were completed o One certificate of occupancy was issued, 425 Pinson Rd., Ste. B o Twelve new home permits were issued o Staff is preparing ordinances for the adoption of the 2014 National Electrical Code, 2015 ICC Building Codes and Fire Code. EMERGENCY SERVICES:  Fire o Incident Response Total: 101 calls for service  Fire Related – 13 calls  Vehicle Accidents – 22 calls  Medical Emergencies – 38 calls  Public Service – 28 calls o Fire Department Notables  Fire Department Education Program  The Fire Department hosted 6 students this week from the North Forney and Forney High School Health Science Practicum class.  The Fire Crews and Administration Staff continue to prepare Fire Station #2 for its debut on Monday, March 13th. Furniture, equipment and supplies are being purchased and set up on a daily basis.  Fire Department Training o Mayday/Rescue – 18 firefighters

PARKS AND RECREATION/SPECIAL EVENTS:  Precipitation – We had just under 0.4” of rain this week at Forney Community Park.  All baseball/softball fields with the exception of Field 2 at Mulberry Park are now open for spring practices.  12 new Pavilion reservations made this week. o March 11, 2017 – 3 pavilion reservations scheduled at FCP o March 12, 2017 – 2 pavilion reservation scheduled at FCP  Friday, March 3, 2017- Park employee changed 3 parking/street lights and 1 trail light ballast.  Sunday, March 5, 2017- The Butterfly Garden people (Girl Scouts) leveled planting mulch and put up a steel edger. Staff assisted where needed.  Monday, March 6, 2017 – Field 4 and Mulberry Park was accepted as complete and opened for play.  Wednesday, March 8, 2017- 11 baseball/softball reservations.  Sunday, March 12, 2017- 13 baseball/softball reservations.  Events o Girls’ softball tournament scheduled for Saturday, March 11, 2017 through Sunday, March 12, 2017 did get enough teams signed up.  Sports Associations o FASA (adult softball)  Wednesday, March 8, 2017- sent reminder to turn in signed Facility Use Agreement, certificate of liability insurance, list of board members, proof of financial institution and game schedule.  Opening day will be March 20, 2017. o FSA (youth soccer)  Opening day was February 25, 2017.  FSA has turned in their Certificate of Liability Insurance, original Facility Use Agreement, list of board members and concession stand health application. We still need proof of financial institution. o FYBA (youth baseball)  Sent reminder sent reminder to turn in signed Facility Use Agreement, certificate of liability insurance, list of board members, proof of financial institution, concession stand health application and game schedule. The reminder also included inquiry on past due invoices.  Opening day will be March 20, 2017. o FYFL (youth football)  Sent reminder sent reminder to turn in signed Facility Use Agreement, certificate of liability insurance, list of board members and proof of financial institution. o MESA (youth girls fastpitch)

Opening day will be March 25, 2017. All paperwork has been turned in (Use agreement, etc.), but we still need the original signed Facility Use Agreement.

PUBLIC WORKS:  Water o 2 water main break repairs – staff discovered the “main break” on Redbud was water from a pool being drained. The main break on the 12” water main located at Market Place Blvd resulted in approximately 1.2 million gallons of water loss. o Water quality related fire hydrant flushings due to the Kroger water main break and the large volume of water moved through the system – 30,206 gallons o Water valves exercised - 36 o Fire hydrant maintenance – various locations o 10 Dead end water main flushings o Installed a 1” water tap at the Kaufman County Sub Courthouse  Sewer o Sewer stoppages – 1 residential (1 on city side – ran 20 ft. total) o 3 sewer cleanout repairs due to pipe damage o 3 sewer cleanout caps replaced o Staff is continuing to monitor a contractor that has been hired to pump out a manhole near the Irish Ridge Lift Station until the lift station construction is complete. o 60 CMOM manhole inspections o 35 CMOM cleanout inspections o Staff inspected 1200 ft. of sewer main via video inspection for CMOM  Streets o Asphalt repairs – 46.68 tons of hot mix on Reeder Rd between CR 217 & Gateway Blvd o Sign repairs – Replaced speed limit signs on Monitor, installed speed limit signs on Reeder Rd o Applied rock base to road at Irish Ridge Lift Station o Cleaned up debris from vehicle accident at the intersection of College Ave & Chestnut St  Inspections o Line locates – 3 o Driveway permits – 3 o ROW permits – 8

Meetings of Interest: ADMINISTRATION:  EDC o On Tuesday, Forney EDC Staff received a site visit from "Project Rocky Mountain," a state prospect lead with a very large capital investment and 1,500 jobs. Staff is continuing to work with the prospect to get them the needed information for them to make a site location decision. o On Thursday, Forney EDC Staff met with the judge panel for the Business Plan Contest. There are 5 potential contestants to compete in this program. o On Monday, Warren met with an Atmos Energy employee to check on the utilities for the downtown parking project. There will be one small fix Atmos will need to do to a line. Construction will begin soon.

On Monday, EDC Staff had a meeting with Mr. Ken Leonard regarding 12 acres he owns in Forney. EDC Staff met on Wednesday and Thursday with representatives from Workforce Solutions of North Central Texas, learning about their programs and giving them an update on economic developments in Forney.

EMERGENCY SERVICES:  Fire o FM Holcomb met SpeedFab Crete at Station 2 to secure the front entry ceiling tiles. The tiles were rising when the front entry door was opened. o FM Holcomb met with IT and the wireless communication company at Station2 for continued work of the communication system at the station. o The Fire Marshal also coordinated with Community Development to get the dumpster and recycle bins delivered to Station 2. o Fire Chief Townsend, Captain Pyle and FM Holcomb met with the Terrell Fire Chief for a Station 2 tour. PARKS AND RECREATION/SPECIAL EVENTS:  Friday, March 3, 2017, 8:00am – 12:00pm - Staff met with our Hunter Irrigation rep to discuss remote issues with the central irrigation controller. He also met with an irrigation contractor about an electrical problem at FCP softball fields 1 and 2.  Monday, March 6, 2017, 9:30am – 3pm - Park and Special Event staff met to discuss budget preparation. Wednesday, March 8, 2017, 11:00am – Park staff met with Finance to discuss budget.  PUBLIC WORKS:  Monday, March 6 – Staff met with Atmos about the possibility of relocating the gas line for the Redbud CIP.
