Methodology and Use of Foote Partners’ 2016 IT Insider IT Professional Compensation Reports How does Foote Partners collect IT compensation data? Rapidly evolving information technology jobs are often so unique in the universe of business employment that using passive surveying methods to obtain compensation benchmark data can yield extremely inaccurate results. That’s because of the common (and dreaded) problem of lack of standardization in IT job titles and what IT professionals actually do on-the-job. These days it is not uncommon to find specialists with C#, Javascript, PHP, Python, Ruby, SAP/ABAP, and dozens of other popular programming language skills all with somewhat generic "Programmer", "Developer", or “Software Engineer” titles. Or for many years the Linux, Unix, and NT administrators lumped together under a single "Systems Administrator". The problem is that some skills are worth more in the marketplace than others so doing simple job title matches to industry salary surveys often results in underpaying or overpaying IT professionals. The job title mismatch dilemma is an epidemic widely acknowledged by HR compensation professionals and IT salary surveyors alike. It affects nearly half of all employed IT workers by even the most conservative estimate. Making the situation worse is that compensation surveys from the largest HR consulting firms, including Towers Watson, Mercer, Hewitt/AON and others, too often do not offer a comprehensive solution via their off-the-shelf products. Employers often must contract with them for expensive custom surveys. Our solution more than seventeen years ago was to create a new methodology that produced the first salary surveys in North America to define and accurately benchmark progressive IT job families including Web, eCommerce, Data Warehousing/Business Intelligence, Unix and NT, Business Technology (published in 1994 and 1995); SAP, Information Security, SAP and other enterprise software applications (1998); and Epic Systems (2012). The best part about our unique methodology is that it corrects for job title/job content mismatches by matching 220,425 IT professionals to our standardized set of carefully constructed job descriptions before their pay data is loaded into our survey data compilation engine. Then you just need to match your people to our job descriptions to get the most accurate market benchmark salaries available anywhere today. It’s a labor-intensive and expensive way to achieve truly accurate and validated compensation benchmarking, and it requires a deep grounding in technology and the nuances of IT professional employment. In addition to that unique grounding, Foote Partners uses its unprecedented access to IT workers in 2,845 public and private sector employers to overcome the many obstacles for accurately tracking IT compensation and workforce issues. Methodology and Use, cont. IT infrastructure positions originally formed the strong foundation for our research, however Foote Partners’ competitive distinction has long been its focus on critical new strategic and tactical IT-business hybrid positions often unreported (or under-reported) in other IT surveys. Findings are updated continuously and published every three months (but weekly to our retainer accounts), aided by our constant flow of confidential IT compensation data from North American public and private sector employer HR departments and IT, HR, and business executives research partners. Our relationships with our research partners have been forged over many years: developed from among the clients, colleagues, and associates of our senior research team of former McKinsey & Company, Towers Watson, Gartner and META Group consultants and analysts. We have access not only to their IT compensation databases but to management and rank-and-file workers, which facilitates the matching of job content with comparable job titles that enables the extraordinary accuracy and reliability of our surveys. We survey salaries and skills pay job-by-job, city-by-city: 202 positions, 85 cities in the United States and Canada. There are no geographic multipliers used in our research, no cost-of-living coefficients Each job is tracked individually in all job markets. Research participant metrics IT compensation data for our latest 2016 IT compensation research findings (collected through April 1, 2016) represents more than 40 private sector industries plus government and educational institutions surveyed every three months. Sr. Epic Clinical Systems Analyst This position is responsible for the design, build, testing, installation and support of software applications required for the deployment of the Epic electronic medical record (EMR) system. Serves as a leader with overall responsibility for software analysis and design, application and system installation and implementation. Formulates system scope and design objectives through analysis and research to configure vendor maintained systems or develop or modify in house systems. This individual must have broad knowledge of application integration and data flow, as well as extensive experience in the on-site installation and support of EMR applications. Primary responsibilities include designing and modifying screens, design and configuring reports, and application workflows to support the organizational needs of EpicCare and the related applications related the Epic system. As part of the project implementation team, this individual will provide expert and creative solutions to user requirements and problems. Takes the initiative to research, resolve and respond to inquiries during the deployment and ongoing maintenance/support phases of the program. This position requires knowledge of processes and workflows common in inpatient and ambulatory settings, in addition to advanced computer skills. Requires EMR implementation experience coupled with web design/marketing knowledge. May also take an active role in the implementation of programs related to the Epic Ambulatory EMR operations (such as MyChart online portal). This position is responsible for acquiring knowledge of EPIC clinical software, working independently in completing project tasks and executing the following tasks as part of a clinical systems implementation: building system components, testing, documentation of workflows and other project information, implementation support and maintenance of Epic clinical system software. In addition this position requires the ability to independently interact with clients and demonstrate critical thinking and follow through when developing solutions to identified issues.

Responsibilities   



Reviews and understands system options and specifications in Business and Clinical applications and utilizes the specifications as applicable to make recommendations on use. Develops the preparation of functional and technical software specifications that reflect an in depth understanding of the business and end- user requirements while also considering the IT standards and technical direction. Performs in-depth analysis of end user department workflows, data collection, reports details and other technical issues associated with Epic software as they relate to system design and build decisions. Involves complex qualitative and quantitative analysis on data and information collected as part of application requirement gathering. Understand and translate the business functionality into Epic system configuration and workflow validations. Gathers business requirements, designs applications, and documents detailed specifications and prototypes.

Analyzes design alternatives and makes appropriate design decisions. Designs, validates and confirms new or changed functionality with the Epic environment that meets customer specifications. Ensures the availability and efficiency of application processing, documentation and maintenance. Accesses data from existing systems and produces formatted reports using multiple data sources, with minimal assistance. Works with Epic and legacy system resources and the user community to ensure the applications meet the organizations needs. Advises senior analysts and/or managers of potential problems, requirements for expanded services and status of current systems on an ongoing basis. Proactively completes assigned Epic application deployment(s), management, and testing tasks. Builds, tests, and debugs Epic application(s) to ensure the system meets end user requirements. Builds complete testing plans to validate system parameters and functionality performs as specified, with minimal guidance. Listens to business needs expressed by clients and documents clearly system capabilities and constraints. Participates in identified development and production support meetings, reviews, and design sessions, as assigned Writes scope statements, defining size and planning parameters of complex projects or multiple groups of tasks with minimal guidance. Assesses risk, cost, schedule, and resource trade off when considering alternative IT solutions. Provides complete documentation of all tasks and projects; develops and maintains specifications according to departmental standards. Provide system production support including the analysis, prioritization and implementation of requested changes, analysis of new functionality, coordination of software release updates, system testing and interface enhancements. Develops report specifications and works closely with report writers to ensure all operational and regulatory reporting needs are met including reports necessary to comply with Meaningful Use requirements Assists application and technical teams in the on-going management of user requests, issues, clinical application problems, and delivery or information management systems solutions such as software enhancements or issue resolution. Manages customer expectations while prioritizing and implementing requested changes to the system. Adheres to organizational policies and procedures and documents change control and system problems according to departmental procedures. Develops and documents system and user procedures as necessary Manages small projects according to department standards with guidance. Completes project and department deliverables as directed by IT leadership. Assists in the planning and completion of projects on time and as designed. Performs work tasks according to work plans and within target times. Promptly notifies managers of problems, unexpected tasks and missed targets Follows the project lifecycle methodology on assigned projects and tasks. Performs end-user functions for assigned products to a high level of competency. Identifies and resolves complex issues. This includes identifying appropriate parties and potential solutions with minimal guidance. Delegates systems issues to junior resources for resolution. Provides guidance on priority. Works with all clinical, business and IT constituents in positive, supportive and collaborative team manner.

Provides technical support to Business and Clinical Information Systems and applications and provides analysis of system requirements and specifications. Consults directly with clinical and business users, and provides second-tier support to end users to ensure reliable application system availability and performance. Evaluates clinic user competency and training requirements. Conducts structured training sessions for assigned applications/modules for small groups with minimal guidance. Actively pursues training and knowledge of new technologies, and completes training programs as required. Skills and Knowledge 

Knowledge and experience with health care information systems IT or knowledge of processes and workflows common in physician office practices across varied specialties combined with advanced computer skills. Preferred: prior experience working on project team(s), health care system administration, financial and/or clinical systems support and maintenance as well as general knowledge of major health care information issues. Knowledge of current business practices and computing systems, interfaces and hospital and medical group practice standard software including computer systems and methods utilized in structuring and preparing input data for computer applications. An ability to translate information into computer system specifications, design program logic for computer applications. Knowledge of a variety of hardware and software environments and of the healthcare industry and Epic healthcare applications required. Analytical skills necessary to apply computer technology to resolve clinical problems and/or increase operational efficiency of data processing systems. Ability to analyze the functionality of systems and their fit with specifications. Must be a technical expert in subject matter areas demonstrated by documented experience in analysis, process design and workflow, research, installation/implementation and support of software applications and systems. Advanced training in SAS, JMP or other statistical software packages is highly desirable. 7 years experience in the healthcare field in a hospital or major medical center clinical setting, including hospital information systems selection, implementation and support. IT system deployment experience as a clinical analyst, business analyst or systems analyst with multiple technology implementations. 4 or more years experience with clinical hospital software and/or hardware technology, database, screen handler, query languages including designing, configuring, training, or implementing clinical systems applications. Healthcare operations background is desirable, such as billing, scheduling, access services, health information management or other support functions. Solid knowledge of operational healthcare hospital workflows required. Experience with clinical and business workflow analysis for development of electronic solutions within assigned application. 2 years of hands-on Epic clinical systems experience with appropriate Epic training in at least one area and at least one Epic certification Demonstrated technical administrative experience with Epic clinical applications, including but not limited to master file maintenance and clinical build (i.e. smart sets, order sets, documentation flowsheets). Proven experience supporting Epic clinical systems is required, with design, build and validate experience. Experience with currently installed computer and telephone equipment, and operating systems. Training in systems analysis with special emphasis in data processing standards, supervisory techniques, user relations, data gathering techniques, written and oral communications, and management information systems relative to the assigned area(s) of responsibility (i.e., financial applications, patient care applications, etc.). Proven record of excellent leadership, communications, and organization skills. Proven project management experience, both leading and participating on project teams, from initiation through successful implementation and acceptance of application changes. Proven experience and ability to work with SDLC concepts. Excellent analysis, problem solving, and trouble-shooting skills Excellent customer service skills In-depth experience with Microsoft Office tools. Good communication skills in technical and non-technical vernacular Ability to write technical documentation in a clear manner. Core competencies include the ability to communicate effectively, work as an independent professional, be self-motivated, and work effectively in a team setting to facilitate timely and successful systems deployment and program execution.

Working Relationships Internal: 

This position reports to the Epic Application Manager or equivalent, taking direction from and collaborating with the manager on work priorities and assignments as well as resolution and escalation of issues.

Sr. EpicCare Ambulatory Analyst The Senior Ambulatory Analyst designs, configures, and tests software products for the EpicCare ambulatory applications supported by other members of the Epic implementation team. The primary responsibility is to lead the implementation of EpicCare applications including review the requirements, high-level designs, detailed design, build and test artifacts for the implementation project. The Sr. Analyst is also required (with the team) to provide post go-live support and resolve problem tickets for those applications to which they are assigned. Leads and coordinates the efforts of the team to ensure the successful implementation and optimization of the applications. Functions as the primary contact and expert of the application to troubleshoot problems and questions from end-users. Under minimal supervision, analyses problems in terms of systems and programming requirements, as well as policy/procedure and training requirements. Key activities include the design, build, and validation of the Ambulatory and clinical workflow within the EMR, including worksets, smart texts, templates, etc. Additional activities include the analysis of vendor issues and new releases to determine how workflow, tables, programming points should be modified. Conduct monthly system testing and documentation of operational specifications and application functionality is required. Attention to detail is a critical skill for this position as is skilled communication and ability to make decisions both independently and in collaboration with others.

Responsibilities      

Design, validate and confirm new or changed functionality with the EpicCare Ambulatory environment that meets enterprise specifications. Performs analysis, design, development and maintenance of the EpicCare Ambulatory application and other clinical information systems. Develop and modify system configurations that meet design requirements. Provide highly complex qualitative and quantitative analysis on data and information collected as part of Epic Ambulatory application requirement gathering. Develop and modify system configurations that meet design requirements. Conduct programming code related peer reviews; resolve issues Lead highly complex technical decision making efforts Analyze system requirements and determine system functional specifications. Defines and documents user requirements. Participate in meetings with stakeholders from physician groups, nursing, ED, OB, hospital service departments, information systems, clinic operations and reporting. Document main points, issues and key decisions Provide support for customized implementation and installation of the software and related integration elements. Prioritize system build efforts. Understand and translate the business functionality into Epic system configuration and workflow validations.

Documentation or other healthcare operation experience and knowledge of a variety of ambulatory practice models and EMR system implementations. License and Certifications: Current EpicCare Ambulatory certification is required. Any certifications relating to software applications, technology infrastructure and or clinical specializations are an advantage. Experience in leading a team for implementation of EpicCare Ambulatory module for at least two or more Clinics/projects. Experience in scope definition and estimation for EpicCare implementation. Knowledge of database structures, data definitions, data relationships, and all phases of software development or lifecycle for vendor supplied software. SQL proficiency is required. Demonstrated experience managing medium to complex software configuration projects, including task planning, time estimates, delivery schedules, and documentation. Previous experience with client/server and host based systems is required. Must also be proficient with Microsoft Word, Excel and PowerPoint and have strong communication, interpersonal and organizational skills. RN preferred. Epic Ambulatory certification. Must have excellent verbal and written communication skills, exceptional interpersonal skills and the ability to multi-task in a busy and constantly changing environment.

Working Relationships Internal:    

This position reports to the Epic Application Manager or equivalent, taking direction from and collaborating with the manager on work priorities and assignments as well as resolution and escalation of issues. Works closely with the other application analysts and project teams to complete actions as assigned on team-level work plans and report status, progress and project-related issues to the Application Manager. Acts independently under general supervision, requiring minimal instruction and guidance. May supervise lower level analysts.

Epic Clarity Report Writer This position analyzes, provides specifications for, and writes individual reports for assigned applications. Serves as the primary reporting resource and have responsibility and focus on system support, maintenance, analysis, design, specifications documentation, change control, and versioning of all reporting components used to build and manage and perform multisystem Hospital reporting. Defines report requirements; designs/develops/tests/installs/implements report based programs; report programming designs; and codes/tests/ debugs/documents system scripts, programs and reports in application, web and database environments. Responsible for validating model system reports and identifying advanced reporting needs with report consumers. Meets with Epic application coordinators and report consumers to understand their reporting needs. May create new reports using a third-party report-writing tool to display Clarity data.

Responsibilities  

Designs and documents the general functional requirements and detailed technical specifications for a report/database. Assesses reporting needs to Epic customers through investigations, analysis and evaluation to create desired reports. Receives and documents formal requests from customer including specifications (layout, calculations, data source, etc.) Evaluates requests for completeness and if needed works with customer to finalize request. Creates complex operational and project-related reports including analysis, design, documentation, versioning development, configuration, testing, implementation and ongoing support for Epic Clarity and Chronicles reports. Uses tools such as Reporting Workbench, Crystal Reports, and Business Objects Enterprise. Maintains existing reports and analyzes/evaluates requirements for new modified reports/databases Prepares detailed specifications, technical and user documentation from which reports, downloads, and extracts will be written. Ensures complete and accurate logical definition of data Responsible for maintaining data integrity and the ongoing quality control of delivered reports. Validates system build/reports designs and performs audit and report findings of security and data controls. Sr. Epic OpTime Application Analyst The Sr. OpTime Applications Analyst functions as the primary support contact and expert for the Optime application. Helps end-user departments in the conceptualizing, design, and implementation of new applications, systems, major enhancements, and required maintenance. Works under the direction of the Team Lead to configure, build and install the application, including application implementation and enhancement, software configuration, process optimization, interface development, project management, technology and integration, training and knowledge transfer. Responsible for the requirements gathering, system build, and workflow analysis Performs tasks such as table management, configuration control, software version control and account administration. Participates in and facilitates day to day building, planning and problem solving discussions with project teams, clinicians, and leadership. Coordinates all issues that arise during the project for their application area. Primary responsibility to analyze work flows and understand policies, procedures and constraints of the clinical or business operations support by the application. In depth and precise investigation and documentation of operational specifications and application functionality is required. Key technical activities include the analysis of new releases to determine how workflow should be modified, building and populating databases and tables during initial system configuration, conducting system testing and conversion data validation. The application analyst develops and documents internal procedures and establishes change control processes for the application. Develops user training aids and trains end users in workflow and use of the application. Epic Training Manager The Epic Training Manager is primarily responsible for management, oversight, development, and facilitation of the training team in the implementation and support of Epic Systems projects. Additionally, the Manager provides effective communication and direction in the deployment of the Epic Core / Ancillary Clinical applications and oversees the provision of accounts for all these applications. Develops the strategy and provides support for the roll-out of Epic training to end-users in hospitals, ancillary clinics, physicians and physician offices. Responsible for the development and evaluation of training materials for Epic applications end-user training and oversees the Epic Trainers. Hires, develops and evaluates Credentialed Trainers to deploy Epic training. Works with business owners in defining, planning, implementing and evaluating the training required to ensure a smooth change management and training plan as it impacts on departmental operations. Supports and participates in interdepartmental collaboration and problem solving. Works closely with business owners and other members of Enterprise Information Services (EIS) teams. Effectively coordinates the transition from solution definition to training delivery. Competent to work at the highest technical level of implementation and support of systems while considering the business implications of the application of technology to the current and future training environment. The successful individual creates a vision document that outlines the intent and delivery method of training in preparation for go live and beyond. This document is written for the project team and project leadership. In addition, the EPIC Training Manager will be responsible for: development of all training materials and determination of specialized and role-based/generic training requirements; development of a certification or assessment programs; development of the overall training schedule and scheduling the appropriate level of training for each user; securing and scheduling training facilities; ensuring that all users who need to be trained on the system are trained prior to gaining access to the production system; and development of an ongoing training program for after go-live.

Responsible for developing the overall training schedule and for securing training facilities. Responsible for coordinating with both the application and technical team leads to design and maintain a Training Environment Management Plan--i.e., Master Train environment, population of clinical data, data replication, copy to multiple training environments. Responsible for overseeing the development of training schedules, agendas, course materials, job aids and post training competencies that are role-specific. Training material should be available in multiple training modes as appropriate. Responsible for leading the training efforts of end-users as they relate to assigned applications, ensuring that departmental trainers are prepared for end-user training, understand the training materials, and maintain competency. Responsible for participating in the preparation of application test scripts, integrated test scripts, and regression test scripts for assigned applications that meet end-users needs. Actively participate in testing the system. Responsible for utilizing project tools and maintaining documentation for the Master Train environment as well as check lists, issues lists, change control, etc. Assist in the development of a ‘go live’ plan and the ongoing support of the plan. Participate in weekly vendor calls. Complete assigned projects according to the published work plan and within time and cost estimates. Report project status information to the Director of Hospital Information Systems or Director of Ambulatory Systems (or equivalent management roles) and project requesters on a timely basis. Communicate anticipated deviations from project estimates in a timely manner. Follow established program and departmental policies, procedures, and technical standards. Review work of trainers for compliance and consistency with established standards Attend and participate in IT and hospital information systems departmental and project meetings relevant to assigned responsibilities and tasks. Follow established change control practices and procedures. Provide off-hours support for critical problem resolution. Demonstrate a willingness to accept non-routine work assignments as appropriate. Coach training team members and providing constructive feedback, advice, and best practices Recommend various personnel actions including, but not limited to, hiring, work assignments, performance appraisals, promotions, and disciplinary actions. Complete performance evaluations, analyzing the effectiveness of trainers, techniques, programs, and associated end-user outcomes and provide recommendations for improvement Provide system analysis and technical design for ongoing training environments Diagnose complex application issues and recommend remedial actions to correct problems using comprehensive application knowledge Review new application enhancements/upgrades and assists in development of implementation plans Orchestrate change and provide education leadership to maintain optimal standards to achieve Epic IT strategies.

Skills and Knowledge          

Ability to manage other trainers to deliver hospital and clinic EMR and revenue cycle training to a diverse set of end users. Knowledge and experience with health care information systems and ideally Epic Systems. A strong belief in enterprise goals and objectives for installing Epic and excellent interpersonal skills to inspire end users and others on the training team to accept Epic. Demonstrated leadership skills - ability to lead others and impress upon them the importance of training during the install. Strong organizational skills, since this person will be responsible for coordinating the training effort for all applications before, during, and after training is conducted. Excellent communication and interview skills Excellent interpersonal and team skills Ability to work independently Good organizational skills Preferred: IT or clinical experience in one or more of the following areas: Anesthesia, Transplant, Ophthalmology, Radiology, Clinical Laboratory, and Regulatory Reporting

Experience 

        

Bachelor’s degree in a health care, business, or technical field or commensurate experience in adult training and learning required. Master’s degree preferred. 8 years of progressive IT experience including 5 years of healthcare IT management experience or Education experience (preferably in a healthcare setting) including 3 years of progressively responsible supervisory/management and/or administrative experience required. 2 years experience in training module development with an emphasis on computer/web-based and multimedia design. Epic curriculum development and training experience is highly desirable. Certification: Incumbent is typically required to obtain Epic certification through a formal Epic training program while employed. Demonstrated experience with, process flow analysis, user relations and vendor interactions. Thorough understanding of the core business processes within health care organizations. Demonstrated experience in adult learning methodology and/or instructional design Ability to be self-directed with strong interpersonal, communication, analytical, organizational and PC skills required. Experience with EMR, Revenue Management or Practice Management implementations or support is a plus. Experience as a technical writer is desirable. Must possess excellent computer skills including advanced knowledge of MS Office, MS Access, Visio, Project and Project Tracking applications. Project management experience.
