Context

Today, we address some of the biggest issues on the table including: the role of young people in the constitution and election process, unemployment, adolescent girls, and development beyond 2015. Over the last 12 months our work has contributed on the ground to: 53,785 young people accessing sexual reproductive health programmes and services 11,701 young people accessing civic education and advocacy training, with 6,966 of them engaged in the constitutional review process 5,100 young people trained on how to set up their own business and as a result 2,431 microenterprises have been established. Evidence based learning and knowledge management.

The Monitoring and Reporting Officer roles are thus targeted at supporting the achievement of programme quality goal areas as itemised above. About you: You will be naturally analytical and have strong eye for compiling both qualitative and quantitative data (reports, articles, case studies, best stories …) suitable for project monitoring and reporting. Your ICT skills must be exemplary, in particular, in order to manage excel databases, and produce tables and graphs suitable for external audiences. You will be passionate about youth-led development and active citizenship, and have previous experience in monitoring and reporting ideally for donor audiences. You will be an excellent communicator (verbal and written) in English and Swahili, and will demonstrate confidence and tact in working with our stakeholders.  Review and refine programme monitoring and reporting tools in line with Restless Development’s M&E system and donor requirements.  Coordinate all aspects of programme monitoring and reporting ensuring data is of high quality and produced on time.  Aggregates all monthly qualitative and quantitative data from Regional Programme Offices (RPOs) into Country Status Report and Country Database respectively Programme monthly and quarterly reporting. 

Main Responsibilities

Collect articles, case studies, best practices across projects for evidence gathering and format so they are suitable for external audiences.  Assist the M&E Manager, Capacity Building Coordinator and Research and Learning Coordinator in designing and coordinating baselines, evaluations, Quarterly staff workshops, and trainings. .  Conduct support visits on a regular basis and report findings to the programme and M&E teams.  Provide technical assistance on monitoring and data collection to field officers, volunteers, and local partners.  Share good news stories, and case studies via Restless Development’s social media platforms internal and external. Programme Quality (20%)  Ensure volunteers are fully trained on M&E and the project’s reporting requirements before they are placed in the field.  Coordinates, together with Research and Learning Coordinator the plans and frameworks for internal researches and surveys on behalf of the unit.  Ensures that programme field activities and events meet minimum Restless Development standards in their delivery and planning.  Checks VPE recruitment, selection and training to determine whether they adhere to minimum standards.  Conduct spot checks with VPEs, beneficiaries and stakeholders to ensure Values, Policies and Codes of Conduct.  Support on documentation and dissemination of programme and M&E Information to placement communities and local stakeholders within appropriate Restless DevelopmentTZ minimum standards of quality.  Work closely with Head of Programmes and Capacity Building Coordinator in updating the organization performance dashboard in monthly basis.  Assist in design, review and innovation of programme quality and learning frameworks of projects Data Management Monitoring and Reporting (45%)  Coordinate all aspects of project monitoring and reporting ensuring data is of high quality and produced on time.  Collate reports, articles, case studies, best stories from RPOs for compilation into country

status reports and database sheet in monthly basis. Work closely with the M&E Manager, Capacity Building Coordinator, and Research and Learning Coordinator to produce qualitative and quantitative quarterly reports and ensuring internal sign off is adhered.  Assist the M&E Manager Capacity Building Coordinator and Research and Learning Coordinator in designing and coordinating baselines, mid-term evaluations, end-line evaluations, PQ audit and annual project reviews.  Provide technical assistance and training on monitoring and data collection to field officers, volunteers, and local partners.  Tracks data quality based on review of data generated by M&E through CSRs, NPRs, debriefs, researches/surveys or Audits to primary sources.  Build capacity of VPEs and other primary sources on data quality, in collaboration with M&E unit and other RPO APC/PCs.  Determines issues with data collection tools in the field and recommends to the M&E Unit improvements thereof. Support Programme Implementation (15%)  Support RPOs in identifying and address challenges in the programme performance to ensure annual targets and outcomes are achieved in line with the resources available.  Serve as a role model at all times, personally embodying Restless Development’s mission and values, whilst helping to ensure that Restless Development’s code of conduct, policies and standards are understood and adhered to in practice by all our staff, volunteers and stakeholder  In consultation with M&E Manager and Capacity Building Coordinator, review training needs for staff and other data sources (including VPEs) and plan appropriate capacity building training on quarterly basis. Finance management and accountability (10%)  Ensure Restless Development resources (monetary or equipment) are protected and never miss-used by staff, volunteers, or beneficiaries.  Ensure that all requisitions and retirements are appropriately authorized; and that all expenditure is backed up by genuine receipts and documents.  Be accountable to Restless Development funds requested on your behalf by either the M&E Manager or any other staff within or out of the unit.  Uphold all financial policies and procedures for Restless Development Tanzania, and proactively prevent risks within the project which could jeopardise our Values, Policies and Code of Conduct, and donor compliance  Ensure value for money is obtained on all activities, goods and services for the project Support Partnerships and Visibility (5% of time)  Working closely with the M&E Manager and Capacity Building Coordinator to develop unit strategic partnerships to engage with different stakeholders.  Attend different learning and sharing events such as meetings, radio programmes, TV, etc. as appropriate.  Provide support on public and donor related documents as required  Assist in preparations of briefing papers and summary findings of reports and researches Other (5%)  Other duties as required.  You may, occasionally, be required to work on weekends and/or public holidays, for which time off in lieu will be granted Person Specification Essential  Graduate level diploma/ degree in Social Sciences or other relevant field, preferably Economics; Monitoring and Evaluation; Project Management; and Statistics. Excellent analytical skills with an orientation to detail; experience in distilling critical qualitative and quantitative information from complex data to inform programme performance, learning and quality improvements. Well developed report writing skills; demonstrated experience in preparing programme reports for diverse audiences including programme management; community stakeholders; government and donor agencies. Proven experience in partnering with programme teams to ensure the programme reporting work flow requirements are met. Excellent interpersonal and communication skills; able to make complex data simple, able to communicate effectively with youth, work colleagues and high level government audiences. Desirable  Experience in statistical analysis packages e.g. SPSS, STATA, etc  Experience of working in a multi-cultural environment  Demonstrated ability to plan and deliver training and onsite capacity building  Experience of working with young people from vulnerable settings  Experience in one or more of the following: Civic Participation; Livelihoods; Sexual & Reproductive Health & Rights.
