LEAVING THE COUNTRY WITHDRAWAL PURPOSE This withdrawal can be made by Malaysian citizens who have renounced their citizenship in order to migrate to another country OR foreign citizens who have ceased to be employed in this country and wish to return to their country of origin. APPLICATION ELIGIBILITY The eligibility to apply for Leaving the Country Withdrawal: Malaysian citizen / Permanent Resident (PR) who has renounced citizenship of Malaysia; OR Non-Malaysian citizen (expatriate / foreign worker) who has ceased to be employed and wishes to return to the country of origin; AND Still has savings in EPF account. TERMS OF WITHDRAWAL You are qualified to withdraw if you fullfill all the conditions for withdrawal. For Expatriate, members can apply within two months:(i) Prior to expiry of work permit or expiry of any work permit extension period from the date the application is submitted; OR (ii) Prior to termination of service by employer. For Foreign Worker, you can apply within two months prior to the expiry of your work permit OR prior to the expiry of any work permit extension period from the date the application is submitted. ADDITIONAL INFORMATION Liability to Contribute Foreign citizens are not liable to contribute to the EPF but can opt to contribute if they wish to do so by completing KWSP16B Form (Notice of Election to EPF and Employer for Non Domicile Member). Liability to contribute ends 2 months before the expiry of your work permit or before the expiry of any of your work permit extension. If you have made a Leaving the Country Withdrawal, you cease to be an EPF member according to the EPF Act. If you return to Malaysia and reemployed, you may opt to contribute under a new EPF member number. Statutory Rate The rate of contributions before attaining 55 years of age is subject to Third Schedule Part B (employer’s contribution of RM5 and member’s rate of 11%). The rate of contributions after attaining 55 years of age is subject to Third Schedule Part D (employer’s contribution of RM5 and member’s rate of 5.5 %). However, both the employer and member are allowed to contribute above the statutory rate of contributions by completing form KWSP 17 (for employer) and KWSP 17A ( for member). Withdrawal Eligibility CATEGORY OF MEMBER Non-Malaysian citizen (members who contribute on or after 1 August 1998)
Non-Malaysian citizen (members who contribute before 1 August 1998); OR Foreign citizens with Permanent Resident (PR) status; OR Malaysian citizen who made the Leaving the Country Withdrawal before 1 August 1995
ELIGIBLE WITHDRAWALS Leaving the Country Withdrawal; OR Incapacitation Withdrawal; OR Death Withdrawal You are eligible to apply for all types of EPF withdrawals subject to the terms and conditions.
Incapacitation, Death Benefits or Nomination You are not eligible to receive the incapacitation or death benefits and make nomination EXCEPT (i) You are a Malaysian citizen; OR (i) You are not a Malaysian citizen but have obtained the Permanent Resident (PR) status; OR (ii) You are not a Malaysian citizen who contributed before 1 August 1998 Foreign citizens are not eligible to receive Incapacitation and Death Benefits except members who contributed before 1 Ogos 1998 and have obtained Permanent Residence status. Release of Liability on Investment EPF will release all liability on your investment with EPF approved Fund Managers upon attaining 55 years of age or upon any full withdrawal under Leaving the Country Withdrawal, Incapacitation Withdrawal, Pension Scheme Withdrawal and Death Withdrawal. MODES OF PAYMENT (i)
Payment in Malaysia All withdrawal payments will be credited directly into your account subject to the following: a. You have an account with a panel bank appointed by EPF; AND b. Your account is still active; AND c. Your bank account is a Savings / Current Account (personal) OR Joint Account for withdrawal amount of more than RM100,000.00. d. Your identification number matches with the bank’s record e. Payment is made in Ringgit Malaysia (RM) However, if the payment cannot be credited into member’s bank account due to causes such as bank account is not active or your identification number does not match with the bank’s record, payment will be made via banker’s cheque.

Remittance of Payment to Foreign Countries Payment is made via Foreign Bank Draft. Types of currencies are as follows: Foreign currency as per member’s choice stated in the application form subject to the currency is available in EPF’s list for the purpose of payment via Foreign Bank Draft; OR In US Dollar if the currency stated by the member in the withdrawal form is not available in EPF’s list for the purpose of payment via Foreign Bank Draft Note: EPF will make a verification with the member again if the type of currency chosen in the application form is not available in the allowed list or before changing the type of currency to US Dollar.
MODES OF SUBMISSION Submission can be made at any EPF branch either at the counter OR via mail. SUBMISSION AT THE COUNTER Please bring along ALL original documents for verification purposes by the EPF Officer. However, if the photocopied documents have been verified, please ensure the photocopies have been verified by the authorised officer by EPF, complete with signature, name, designation and official stamp.
