The 34 th meeting of the State Level Environment Impact Assessment Authority was convened on 11 th May, 2010 at 11.30 A M at the Authority's office in M.P. Pollution Control Building, Paryavaran Parisar, Bhopal chaired by Shri Subroto Banerji, Chairman SEIAA. The following members attended the meeting: 1. Shri M. Hashim, Member 2. (A) Cases recommended by SEAC for Prior Environmental Clearance 1. Smt. Indra Devi Garg, Legal Heir of Late Shri Giriraj Garg, Balaji Handloom, Saraswati Shishu ke Samne, P.O. & Distt Morena (M.P). – Bankuri Red Ochre Mine 12.0 Ha. Capa. – 5000 TPA at Village Bankuri, TehsilKarahal, Distt Shoepur M.P. Case No. 98/2008 The above case was recommended by SEAC for grant of prior environmental clearance. SEIAA while scrutinizing the documents observed that a photocopy of the Forest Deptt. NOC has been submitted by the project proponent. Hence it was decided that project proponent should be asked to submit an attested/original copy of the Forest Deptt. NOC as per the format decided by the Authority in its 27 th meeting
2. M/s Divya Dev. Developers Pvt. Ltd, 205, Apollo Arcade, ½, Old Palasia, Distt IndoreM.P. Apollo DB City, Township Project at village Nipanya, Distt Idnore M.P. Case No. 468/2009 The above case was recommended by SEAC for grant of prior environmental clearance. Since the above case has been proposed at Indore it was decided to write to the District Collector and the Commissioner, Municipal Corporation, Indore asking them to specify whether the above project location lies within the area specified in MoEF”s memorandum dated 15/03/2010. 3. M/s Mittal Corp. Ltd. Abhay Prshal Race Course Road Indore (M.P) Project: Expansion in capacity from 36000 TPA to 1,00,000 TPA for manufacturing M.S.S.S Ingots Billet at Industrial Area Pithampur (M.P.) Case No. 410/2009. The above case was recommended by SEAC for grant of prior environmental clearance. The Authority accepted the recommendations of SEAC and decided to accord prior environmental to the above project.
4. Sangeeta Minerals, 72, Aditya Avnue Building, ZoneII, M.P. Nagar, Bhopal, Bauxite, Laterite and clay mine 5.22 ha. at Vill Rosra, Teh Majholi, Distt JabalpurM.P. Case No. 181/2008. The above case was recommended by SEAC for grant of prior environmental clearance. The Authority accepted the recommendations of SEAC and decided to accord prior environmental to the above project.
5. Pluton Cements Pvt Ltd, Limestone mining 10.70 ha. Khasra No.136 at Vill Acharkunda, Teh. Gandhwani, Distt.Dhar M.P. Case No. 121/2008
The above case was recommended by SEAC for grant of prior environmental clearance.
SEIAA while scrutinizing the documents observed that a photo copy of the Forest Deptt. NOC has been submitted by the project proponent. Hence it was decided that project proponent should be asked to submit an attested/original copy of the Forest Deptt. NOC as per the format decided by the Authority in its 27 th meeting.
6. M/s Rakesh Stone Crusher Kotwal, Distt Morena (M.P.) Kotwal Metal Stone Quarry Mine (23.89 ha) at village – Kotwal, Tehsil & Distt. Morena (M.P.). Case No. 245/2008 The above case was recommended by SEAC for grant of prior environmental clearance. 7. Shri Shreelal Anjana, Anajana, Anajana Complex, Tagore Marg, Tehsil & District Neemuch (M.P.) Project Soniyana Laterite Mine, Area 10. Ha. Proposal for capacity enhancement from 25000T/Y to 50169 T/Y. Case No. 257/2009. ToR was issued by MoEF in the above case before transferring it to SEIAA, for further action as per EIA notification. SEAC in its 51 st meeting held on 23/03/2010 decided to return the case to SEIAA because there is no response from the project proponent in context to the submission of EIA by the project proponent. SEIAA decide to reject the case on the above ground.
8. Shri Pooranmal Anjana Complex Tagore Marg at Post Neemuch Tehsil & District Neemcuh (M.P.) Project Soniyana Laterite Mine, Survey No.12/1 (Part) Area 10 ha. capacity 51975 T/Y Case No. 256/2009. ToR was issued by MoEF in the above case before transferring it to SEIAA, for further action as per EIA notification. SEAC in its 51 st meeting held on 23/03/2010 decided to return the case to SEIAA because there is no response from the project proponent in context to the submission of EIA by the project proponent.
SEIAA decide to reject the case on the above ground.
9. M/s Jain Renewable Energy (P) Ltd, at Village Sonkachh, DisttSehore (M.P) – 10 MW Biomass based project Case No. 223/2008. The above case was returned back by SEAC to the Authority in light of the latest amendment to EIA notification giving exemption to Biomass project having capacity less than 15 MW. The Authority decided that the project proponent should be asked to furnish a declaration to the Authority, regarding the type and quantum of auxiliary fuel proposed to be used in the above project. 10. M/s Bansal & Co., P.O. Jaitwara, DisttSatna (M.P) Paldev white clay mine 16.18 ha. at village Paldev, Teh Raghuraj Nagar, SatnaM.P. Case No. 503/2010. SEAC in its 50 th meeting held on 22/03/2010 decided to send the case back to SEIAA for delisting, because the project proponent has submitted an application for withdrawal of the case, as the proposed project is located within 10 K M from the interstate boundary and does not fall in purview of SEIAA. SEIAA accepted the recommendation of SEAC and decided to delist the above project.
