Overview
Overview The 114th Congressional Districts product contains 436 boundaries (including District of Columbia) showing the Congressional Districts that were in effect and presents information for 114th U.S Congress that began at January 3, 2012. For comparative purposes, this product also includes tables of the 112th and 113th Congressional District boundaries, which is suitable for pre- and postelection analysis. These tables are located in the \cd111 and \cd112 subdirectories. In simple terms, a Congressional District is a division of a state from which one member of the United States House of Representatives is elected. There are 435 voting member of the House of Representatives, apportioned from each of the 50 states. The District of Columbia has one non-voting member. As of the 2000 census, each district had approximately 646,952 people. States with relatively small populations have only a single district. (These states are Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming.) Such state has CD index of '00', for example: VT-00 or SD00. The boundaries of Congressional Districts are redrawn after each decennial census. The last major redistricting was for the 108th Congress based on the 2000 Census. There can be smaller adjustments to Congressional District boundaries between each major redistricting. For example, Texas had a redistricting that took effect in the 109th Congress.

Installation The files for 114th Congressional Districts are uncompressed on the CD-ROM. You can either Use them in MapInfo software directly from the CD, or copy them to your hard drive for faster file access.
Specifications This section describes the data sources and specifications of the 114th Congressional Districts data product.
Source Data Boundary data references include U.S Census Bureau data and various state sources. Demographic data sources include U.S Census Bureau SF-1 and SF-3 datasets and MapInfo Estimates and Projections. Demographic information is current to year . The contact information for the Representatives is from http://clerk.house.gov.
Projection and Datum The 114th Congressional Districts files are delivered in Latitude/Longitude projection. All coordinates are based on Longitude/Latitude WGS84. Latitude and longitude values are signed with six decimal places. Note: Changing projection may slightly affect coordinate precision resulting in less than exact overlays in enlarged views.

Geographic Coverage
Supported Versions The 114th Congressional Districts data product is designed for the following software versions: MapInfo version 4.X and higher
Geographic Coverage The geographic coverage for the 114th Congressional District products covers all 50 states and the District of Columbia. The boundaries are shorelined and therefore, do not extend into the water.
Demographic Attributes Congressional Districts are established every 10 years and are based on the decennial census. The 114th Congressional District boundaries have been compiled from state sources, including state election, legislative, and IT organizations using AnySite 9.1 US 2014. The data is based on Census modeled forward to a current year Estimate. The race and ethnic groups available in the 114th Congressional District product are: • • • • • •
White alone (alone: only one race was identified by the individual) Black or African-American alone American Indian or Alaska Native alone Asian (including Native Hawaiian and Pacific Islanders) Other Population (other and two or more races population) Hispanic or Latino origin Note: The federal government considers Hispanic or Latino origin different from race.

Mapping 114th Congressional District Boundaries The following examples highlight some MapInfo Professional® functions as they relate to the 114th Congressional Districts data product. These are not tutorials, nor do these examples describe the full capabilities of MapInfo Professional. Working with Congressional Districts Data and Maps You can use MapInfo Professional® and the data provided with the 114th Congressional Districts product to create maps that graphically display a great deal of geographic and demographic information relating to Congressional Districts. Demographic data could be related to the state level or to the more granular Congressional District level. Some examples will illustrate the kinds of maps that can be created with the 114th Congressional District product and MapInfo Professional. Number of Congressional Districts by State In this simple example, we have used the MapInfo USA.tab file and the Congressional District data to create a map that shows the number of Congressional Districts by state.
For simplicity, we have omitted Alaska and Hawaii from this map.

Chapter 3: Mapping 114th Congressional District Boundaries A variation of this map shows all the labelled states, but shows the number of Congressional Districts for only those states that have 10 or more Congressional Districts (CA, FL, GA, IL, MA, MI, NC, NJ, NY, OH, PA, TX, VA). To produce this map, an SQL Select statement (Query > SQL Select...) was used to identify states that had more than nine Congressional Districts.
Congressional Districts for One State Shaded by Color The following map illustrates the congressional districts for the state of Illinois. The color-coded legend shows the party affiliation and the labels indicate the name of the Representative for each district. The map has been enhanced to provide an active link to the web site for each Representative. Note the HotLink symbol associated with Representative Wm. Lacy Clay of the 1st Congressional District of Missouri. The URL appears in the Status Bar at the bottom left of the window. The MapInfo Professional User Guide describes: • • •

Locating a Map Object (Boundaries, Points, Streets)
Detailed Demographic Analysis by Congressional District The following map illustrates the White and African-American population density, focusing on three districts in eastern Illinois. The thematically-shaded dot density map uses red squares to represent each 13,000 White persons and green circles to represent each 13,000 African-Americans. This is a simple example, and you could construct maps to show much more complex economic, social, and political demographic/geographic relationships.
Locating a Map Object (Boundaries, Points, Streets) You can use the Find feature to locate any map object. For example, if you knew the last name of a Congressional Representative, you could easily locate the Congressional District of that Representative. Or if you added a county layer to your map, you could locate the county on the USA map. From the MapInfo Main Menu choose Query > Find. From the Search Table: drop-down list, select the name of the table you want to search (such as US_CNTY). From the for Objects in Column: drop-down list, select or specific column you want to search (such as County). Click OK. In the Find dialog box, type the name of the map object you are looking for (in this case, a county name).‘ Click OK. MapInfo Professional displays a symbol at the center point of the selected object. If the location is not already in the current view on the screen, MapInfo Professional redraws the map with the selected boundary in the center of the Map window.

Chapter 3: Mapping 114th Congressional District Boundaries You can also type the first few digits or characters of the desired object so that the list displays all the objects that begin with those characters. Continuing the current example, if you type “sheb” and click OK, the Find dialog box will display county names beginning with those characters. You could then select Sheboygan and click OK and the county location will be marked with the appropriate symbol on the map. To display a list of all map objects in the table, choose Find and type an asterisk. Click OK. Use the Down or Up buttons to browse the list. Select a name and click OK and that location will be marked on the map.
Identifying a Map Object You can determine information about any displayed map object (boundary, point, polyline) with the Info button from the Main Toolbar. The cursor displays as a small cross-hair. Click within the boundary or on the object you want to identify. An information box appears containing data associated with the selected object.
Labeling a Map Object Map objects can be labeled using several different methods. Use the Label button and select the object you want to label. The label will appear at the point specified. To change the font and size of individual labels, double-click on the label to display the Label Style dialog. You can also type your own map annotations with the Text button
.
To display labels automatically, use the Layer Control dialog box and check the Auto Label check box for the layer(s) that you want to label. Map objects will be labeled automatically according to the label settings for that layer. To change the settings, select a layer in the Layer Control dialog and click Label.... The Label Options dialog will display, from which you can change the content, visibility, position, and style of the labels for that layer.
Geocoding with MapInfo You may wish to geocode your own databases against the 114th Congressional District product. For example, you may have county-specific or municipal-specific data that you may wish to correlate with Congressional District data. Geocoding is the process of assigning geographic assigning geographic coordinates (latitude and longitude) to objects in a table or database. Once these latitude and longitude coordinates are in your table, you can display your records on a map in MapInfo Professional.

Combining Boundaries To geocode a table from the MapInfo Professional user interface, you must match geographic information in your target table (referred to as a Geocode Table) to your source table (Search table), which already has coordinate data associated with it. The 114th Congressional Districts table already has coordinate data, and therefore can be used as a Search table for this purpose. 1. In the MapInfo Professional user interface, choose Geocode from the Table menu. In the Geocode dialog box, provide the required information as follows: 2. For Geocode Table area, specify the name of the table for which you want to apply X and Y coordinates. This is also called the Target table. 3. For using Column, specify the field in your table that contains the matching geographic information. 4. For Search Table, specify the data product table name. This is also called the Source table. 5. For Objects in Column, specify the name of the column in the data product that can be matched to your data, such as postal code or state name. 6. When your selection criteria are complete, click OK. A status window appears that lists the number and the success rate of processed data records. For example, let’s assume that you want to geocode counties in the US_CNTY table against the Congressional District Boundaries. MapInfo reads the county information from your US_CNTY table (which is your Geocode or target table in this example) and geocodes using the coordinate data contained in the 114th Congressional District table. Once the geocoding process is complete, choose Window > New Map Window to display your newly geocoded data records as point locations. For more information on geocoding your data files, see the topic “Geocoding – Assigning Coordinates to Records” in Chapter 4 of the MapInfo Professional User Guide. The MapInfo Professional online help also provides this information.
Combining Boundaries You can make larger districts out of boundaries by combining them together. To create districts out of existing boundaries, use the following method. Run MapInfo Professional and open the MapInfo data product table in a Map window. Choose Map > View Entire Layer to make sure your boundaries are in view. Make the boundary layer (MO_CD109 layer) editable. Select the boundaries in the layer that you want to combine (Shift-Click to add to your selected set). Make sure not to select the point objects; they will not combine. Then choose Objects > Combine. In the Data Aggregation dialog, select the property that you want to aggregate (such as BLKPOPCY) and specify how you want the associated data to be aggregated. Choose from the following:

Blank:
This column in the new object will be blank.
Value:
This column will contain the same value as the original object or you can specify a new value in the edit box of the dialog.

This column will contain the sum of the values contained in the original objects.
Average:
This column will contain an average of the values contained in the original objects.
Weighted by:
When you choose Average, you can also choose a column or the boundary area to be used as a weighting factor.
No data:
No data will be brought over from the original objects.
When you have completed the Data Aggregation dialog, click OK. MapInfo Professional will combine the selected boundaries and display the new boundary. The common borders will be erased. Use the Info tool to view the newly aggregated data. Choose File > Save Copy As to save the new boundary and retain the existing MapInfo data product table.
