7 About the Urban Land Institute The Urban Land Institute is a 501[c][3] nonprofit research and education organization supported by its members. Founded in 1936, the Institute now has members in 95 countries worldwide, representing the entire spectrum of land use and real estate development disciplines working in private enterprise and public service. As the preeminent multidisciplinary land use and real estate forum, ULI facilitates an open exchange of ideas, information, and experience among local, national, and international industry leaders and policy makers dedicated to creating better places.
The mission of the Urban Land Institute is to provide leadership in the responsible use of land and in creating and sustaining thriving communities worldwide. The ULI Arizona District Council was formed in the early 1980s, as a direct response to the need for educational forums and events at a local level. ULI Arizona has been a statewide convener for dialogs among change-agents and industry leaders in providing an unbiased and non-partisan exchange of ideas relevant to Arizona communities. ULI Arizona boasts over 1,000 members, and has one of the highest member participation rates of any ULI District Council.
About ULI Arizona’s Real Estate TRENDS DAY Conference This year marks the 11th Annual ULI Arizona Trends Day Conference. Each year the ULI Arizona District Council convenes Trends Day — a one-day deep-dive into the most current state and national land use and real estate trends, with a focus on what to expect in the future, where the best opportunities can be found, and how these components affect both public and private sector partners. Social media, maker culture, sensors and even the 2008 market crash are merely local phenomena in a much larger shift. 16 BIOGRAPHIES Lisa A. Atkins
Commissioner, Arizona State Land Department Lisa Atkins was appointed by Governor Douglas A. Ducey to serve as Commissioner of the Arizona State Land Department on June 15, 2015. Lisa is the 21st Commissioner in the 100-year history of the State Land Department, and is responsible for managing and administering 9.2 million acres of State Land that is held in a Trust for 13 beneficiaries, the largest of which is Arizona’s K-12 education. As an Arizona native, Ms. Atkins combines a wellrounded understanding of the State with more than 40 years of experience in the federal and state legislative and policy arenas. Ms. Atkins served for more than 23 years as Chief of Staff to Congressman Bob Stump (R-AZ) in both Washington, D.C. and Arizona, 18 months as the Executive Director of the County Supervisors Association of Arizona (CSA), representing more than 50 elected Arizona County Supervisors on policy and budget matters, and 11 years as the Vice President for Public Policy for Greater Phoenix Leadership (GPL), a group of the
Region’s top business and industry leaders focused on the State’s economic growth and vitality. Lisa Atkins is well respected in the Arizona community for her involvement in a variety of organizations. Among her current community activities, Ms. Atkins represents Maricopa County as an elected member of the Board of the Central Arizona Water Conservation District (CAWCD), which is responsible for operating, maintaining and managing the Central Arizona Project. She also serves as an Advisory Member of the statewide Governor’s Military Affairs Commission, which is the permanent body to monitor and make recommendations to the Governor and Legislature on executive, legislative and federal actions necessary to sustain and grow Arizona’s network of military installations, training and testing ranges and associated airspace. She and her husband John reside in Phoenix; they have two grown children and three very handsome grandsons. Lisa is a graduate of the University of Arizona.
Steven A. Betts
Senior Advisor, Holualoa Companies Mr. Betts is a Senior Advisor to several organizations, including The Holualoa Companies, Hines Development, and the Towns of Cave Creek and Carefree. He also serves as an advisor and director of development, part time, for Chanen Development Company, assisting development projects get to the start line in Arizona and markets across the U.S. He is a member of the Board of Directors of the publicly traded Tejon Ranch Company, the largest private landowner in California.
Prior to taking the helm of SunCor, Mr. Betts was a prominent land use and governmental affairs attorney for almost two decades. He was the architect and/or champion for landmark Arizona land use legislation such as the Growing Smarter Acts and the Arizona Preserve Initiative, and key economic development legislation such as the Tourism and Sports Authority Act, the Community Facilities District Act and the Military Airport Authority Act.
Previous to these endeavors, Mr. Betts was the President and CEO of SunCor Development Company, a half-billion dollar plus asset base subsidiary of the Fortune 1000 holding company Pinnacle West Capital Corporation. Mr. Betts was named Developer of the Year by the Arizona Chapter of the National Association of Industrial and Office Park Developers (2008), as well as a Most Admired CEO by the Phoenix Business Journal (2009, inaugural year for the award), and his company was awarded Developer of the Year by Southwest Contractor Magazine (2007).
Mr. Betts is currently the past Chairman of the Urban Land Institute-Arizona District Council and member of the Advisory Board, Past Chairman and current member of the Teach for America Phoenix Board, on the Executive Committee and Board of Directors of the Greater Phoenix Economic Council, a Governor appointed member of the Transportation and Trade Corridor Alliance, Chairman of the ArizonaVoices Institute, Chairman of the Interstate 11 Coalition, Trustee and Chairman of The Nature Conservancy-AZ, on the Board of the Greater Maricopa Foreign Trade Zone, and a member of the Maricopa Association of Governments Economic Development Committee.
BIOGRAPHIES 17 Chris Brozina
Executive Vice President of Development, Mark-Taylor, Inc. Chris Brozina began his career in brokerage with CB Richard Ellis. While there, his team transacted more than $1.59 billion, consisting of more than 17,300 apartment units in seven states, and were consistently regarded as one of the top brokerage teams in the nation. They represented such companies as: Equity Residential, AIMCO, UBS, Heitman, BlackRock, Principal Life, Nationwide Life, LNR Partners, CW Capital and American Campus Communities. In 2011, Mr. Brozina joined Mark-Taylor, Inc., the state’s largest
multi-housing developer. Since that time, Mark-Taylor has completed more than $700M in new development and $90M in new site acquisition. Today, he is responsible for coordinating the company’s day to day activities ranging from overall investment strategy, joint-venture structuring, securing construction and long-term project financing, managing site acquisition and entitlement activities, overseeing acquisition of existing properties and participating in the companies third-party management operations.
Thomas Buschatzke
Director, Arizona Department of Water Resources Tom Buschatzke was appointed Director of the Arizona Department of Water Resources in January 2015. Prior to this appointment he served as the Assistant Director of the Department’s Water Planning Division, overseeing the Colorado River Management, Active Management Areas, Planning and Data Management, Assured and Adequate Water Supply and Recharge Permitting, and Statewide Planning programs and Tribal Liaison. He is responsible for multiple planning and policy, regulatory and permitting programs for the management of the state’s water supplies. Editorial Columnist, The Arizona Republic Robert Robb became an editorial columnist for The Arizona Republic in July 1999. The Wall Street Journal has called him the “dean of Arizona political journalists.” Prior to joining The Arizona Republic, Mr. Robb ran his own public affairs and public relations agency for 13 years. He has also worked as vice president for public affairs for the Phoenix Chamber of Commerce and as vice president for governmental affairs and publications for the Arizona Chamber of Commerce. Before joining The Arizona Republic, Mr. Robb wrote and commented frequently on public policy and politics for the Republic and other media. For several years, he did a weekly commentary for the “Horizon” program on Phoenix’s public television station. Robert Robb still appears frequently on local television and radio and has been a guest on PBS’s The NewsHour, MSNBC, BBC Worldwide, CNN’s American Morning, C-Span and several shows

Paul Saffo is a Silicon Valley-based forecaster with over three decades experience helping corporate and governmental clients understand and respond to the dynamics of large-scale, long-term change. Mr. Sarhangian is a Full Member of the Urban Land Institute and is a member of the Residential Neighborhood Development Council at the National level. He also currently serves as the Chairman of the Urban Land Institute Young Leaders Group. Byron Sarhangian received a Bachelor’s of Science degree in Business Economics from the University of Arizona and a Juris Doctorate degree from Vanderbilt University Law School. He has been an active member of several charitable organizations including Crisis Nursery, Ronald McDonald House and the Hon Kachina Council.
Steven G. Seleznow, Ed.D.
President and Chief Executive Officer, Arizona Community Foundation Steven G. Seleznow is President & Chief Executive Officer of the Arizona Community Foundation, a statewide philanthropy whose mission is to lead, serve and collaborate to mobilize enduring philanthropy for a better Arizona. Founded in 1978, ACF has more than 1,450 funds and $770 million in charitable assets under management today, is one of Arizona’s largest statewide grant makers, largest private provider of scholarships in the state, and among the nation’s largest 30 community foundations. Headquartered in Phoenix, the Community Foundation has awarded more than half a billion dollars in charitable grants across its statewide network of affiliate community foundations located throughout Arizona since inception. Prior to leading the Community Foundation, Mr. Seleznow served for nearly five years as deputy director for the Bill & Melinda Gates Foundation’s U.S. Program in Education, managing the implementation of a $2.5 billion investment portfolio and leading grant making for states, districts and networks throughout the country. He previously served as partner and Chief Investment Officer at Venture Philanthropy Partners in Washington, D.C.
Mr. Seleznow spent the first 28 years of his career in public education, serving as deputy superintendent for the Montgomery County, MD, Public Schools and chief of staff and interim superintendent for the District of Columbia Public Schools, as well as in other administrative and leadership posts. Steve Seleznow is a Distinguished Associate of the Morrison Institute for Public Policy and a member of the Arizona Commission on Access to Justice, and serves on the board of directors for Greater Phoenix Leadership, The Rodel Foundation (AZ) and Arizona College Scholarship Foundation. He serves on advisory boards for the Flinn Brown Civic Leadership Institute, The Arizona We Want Institute and the SkySong Education Innovation Summit, and is a member of Harvard University’s Visiting Committee. Mr. Seleznow earned a doctorate and master’s degree in administration, planning, and social policy from Harvard University, a Master of Arts degree from the University of Maryland, and is a graduate of Boston University.

Chief Operating Officer, Holualoa Companies, and Chair, Trends Day 2016 Stanton Shafer serves as Chief Operating Officer of Holualoa Capital Management. His role with the company is primarily engaged in the company’s operations, focusing on the asset management of the company’s six million square foot portfolio of national and international properties, including office, industrial, retail, hotel and multifamily properties. Mr. Shafer’s background includes 22 years as a Capital Markets broker with Cassidy Turley BRE
Commercial, joining the company in 1989 when it was Grubb and Ellis. During those two decades he completed sales of nearly $1.5 billion in assets and was selected as the NAIOP-AZ Investment Broker of the Year. Prior to his career as a real estate broker, Mr. Shafer spent 10 years as a practicing real estate attorney. His education background includes an economics degree with distinction from Iowa State University and a Juris Doctors Degree, Magna Cum Laude from Arizona State University
Grant Woods
Attorney, Grant Woods Law and former Arizona Attorney General Grant Woods is one of Arizona’s premier attorneys. He graduated from Occidental College in 1976, where he was a member of Phi Beta Kappa (and selected their Alumnus of the Year in 2000). He graduated from Arizona State University College of Law in 1979 and was named their Alumnus of the Year in 1999. He served as Arizona’s Attorney General from 1991-1999 and was selected by his peers as the nation’s top attorney general in 1995. He successfully argued before the United States Supreme Court in Lewis v. Casey, which was recently named one of the most important legal cases in Arizona history. He was one of the principal architects of the states’ lawsuits against the tobacco companies and was a key negotiator in the resulting largest civil settlement in history. He has been elected to the International Academy of Trial Lawyers, which is limited to the top 500 trial lawyers in the world.
Mr. Woods is the founder of the Mesa Boys & Girls Club, the Mesa Education Foundation and the Mesa Arts Academy, one of Arizona’s first successful charter schools. He has won top awards from the American Cancer Society, American Lung Association, the Salvation Army, the Children’s Action Alliance and Chicanos Por La Causa. As a songwriter, Mr. Woods’ songs have been recorded and performed by award winning artists such as Francine Reed, Walt Richardson, Blaine Long, Lawrence Zubia, and Rock and Roll Hall of Fame and E Street Band member Nils Lofgren. His columns and articles have appeared in newspapers and magazines across the country and he has been recognized by the Associated Press as Arizona’s Top Radio Show Host. Mr. Woods has written a play, “The Things We Do,” which is in pre-production and will premiere in the Fall of 2016. He is married to former Channel 10 news anchor, Marlene Galan Woods. They have five children: Austin and Lauren, graduates of ASU, Cole, a graduate of Chapman College, Dylan and Ava.
