London ESF Youth Programme overview:

LINKAGES OF STRANDS The London ESF Youth Programme has been designed as an integrated programme with mutually dependent strands of activity; many of the strands are closely linked. The diagram below illustrates the primary linkages between different elements of the youth programme. Providers delivering each strand are working with those delivering other strands where this is in the interests of young people.

Career clusters

The London ESF Youth Programme is made up of the following strands.

The providers of this strand conduct the initial engagement of young people, ‘triage’ their needs and ensure referral onto the most relevant activity to secure young people’s continued participation in education, training or employment. Young people are expected to be referred from the NEET Outreach strand to other strands for the most appropriate activity. The strands that they could be referred to include Targeted NEET Provision, Young BAME, Careers Guidance, and Youth Talent programmes.

NEET OUTREACH The NEET Outreach strand locates young people who are aged 16-24 and NEET but not using Jobcentre Plus services and supports their planned progression into sustained education, training or employment. This independent and impartial service provides referrals to the other ESF youth programmes and also to a broad range of mainstream and specialist/targeted provision.

Providers take referrals and work collaboratively with other ESF programmes, including NEET Outreach, Targeted NEET Interventions, Young BAME and Youth Talent.

TARGETED NEET There are 4 strands which combine to create Targeted NEET Interventions, they are: 16-18 Targeted NEET, 16-24 LDD Targeted NEET, 18-24 NEET with mental health difficulties, drug / alcohol abuse or homeless, 18-24 NEET all for specific groups - migrants, care leavers, travellers, teenage parents and Work Programme leavers.

PREVENTATIVE NEET The Preventative NEET strand works with young people in learning who have been indicated as being ‘at risk’ of becoming NEET either by their learning institution or local authority. The key objective is to ensure that young people receive the support they need to remain in learning and make a successful transition into a positive further education, training or learning outcome.

As mentioned these strands take referrals from the NEET Outreach strand and provide a more substantial and intensive intervention for the young person and aim to address their barriers to full participation in education, training or employment.

YOUTH TALENT The Youth Talent strand promotes a ‘gateway’ for businesses to work with a range of providers who offer traineeships, work placements, internships, employment and apprenticeship opportunities for young people. Many of the other strands make referrals to this programme to access opportunities with employers.

Young people who are being supported by the Preventative NEET strand, but who fall out of EET into NEET, may be referred to this project if they meet the eligibility criteria. The Targeted NEET Interventions strand is also supported by the specialist services available through the Youth Talent and Careers Guidance programmes.

CAREERS CLUSTERS The Careers Clusters strand is made up of geographic or sector-based Careers Clusters whose aim is to improve the labour market relevance of education. Made up of secondary schools and FE colleges, each Careers Cluster develops and delivers a programme that will support cluster school and college leaders to design a high quality careers offer and a business informed curriculum. There is a close link with the Youth Talent strand as school and FE members of the careers clusters match and support young people into work placements and internships brokered by the Youth Talent strand.

YOUNG BAME The Young BAME strand provides targeted support to young people from particular ethnic minority groups disadvantaged in the labour market to enter work and apprenticeships. It interacts with other strands in a similar way as the Targeted NEET strands. CAREERS GUIDANCE The Careers Guidance strand provides face-toface careers guidance to young people who are not otherwise entitled to this service. The providers of this programme enable young people to articulate their goals, source the most suitable provision to support the achievement of their goals and take greater responsibility for progressing towards their goals.

Project aim: This programme will work with NEET young people who experience mental health conditions, drug or alcohol abuse problems or homelessness. Young people who are NEET and face the additional barriers of this target group experience lower employment, education and training outcomes than the general youth population and higher levels of unemployment and inactivity as adults. This Service aims to improve participants’ education, employability and personal skills so that they gain employment or start an apprenticeship, further education or traineeship, and successfully sustain for at least 6 months. We offer the following: Initial Assessment and Plan, including basic skills diagnostic Regular reviews with an Adviser 1-2-1 and group training sessions in employability skills Mentoring and coaching support Support into apprenticeships and employment across multiple sectors Ongoing telephone and face-to-face support once a young person has progressed Financial support for travel, work clothes and childcare Career development support

Programme Aim: The aim of this programme is to engage with young people 16-24 years of age who are NEET and who have a self declared learning difficulty or disability. These young people will have an Education Health and Care Plan (EHC) or a Learning Difficulty Assessment (LDA), to support them to achieve a sustained destination into; Education, a Traineeship, an Apprenticeship or Employment. This is done through a thorough initial individual assessment followed by a tailored programme that will meet their needs and aspirations. Programme content: South Thames College (as the lead contractor) and its delivery partners provide individual/group support including functional skills, vocational skills, employability skills, motivational and practical skills – the type of activity includes: Career planning, CV writing, applying for work, interview techniques Work experience Motivational sessions Literacy, numeracy, ESOL support Confidence building Vocational tasters Employer input All young people have a caseworker who will ensure that the programme is meeting their needs, this support continues through to a positive RPA compliant destination and for a period of 6 months after achievement of their progression.

Independent careers advice for young people aged 16-18 years who live in any of the London Boroughs, ensuring they achieve their next step into education, training or employment. This dynamic service encourages young people to take part in interactive and fun sessions with their dedicated Careers Adviser where they will learn about key industry sectors in London, helping them to achieve and sustain their career aspirations. Participants benefit from 1-2-1 sessions with their qualified Careers Adviser so they develop an individual action plan as well as accessing the ‘Showcase’ group sessions, where they can explore career options in sectors such as; STEM, Digital and Admin, Construction and Security, Music and Creative Industries and Retail and Hospitality. Their Careers Adviser has access to the latest Labour Market Information and works with them until they achieve a progression. In-work support is delivered for the first month after participants have started employment, education or training to ensure they are still on track.

Project aim: There are a number of barriers to entering and sustaining work that people from BAME communities are affected by more than other groups. For example, BAME people are around twice as likely to live in low income (when housing costs have been taken into account) compared to white people who are more likely to live in social housing, both of which are associated with poorer labour market performance. This service aims to improve participants’ education, employability and personal skills so that they gain employment/start an apprenticeship and progress successfully in work. The purpose of this programme is to identify a range of provision (including but not limited to other NEET strands) and support young people to access this provision. This project is delivered by 11 supply chain partners, almost all of which can accept referrals from all 10 North East London boroughs (see table below for additional eligibility criteria). This intensive support service helps young people who have mental health, drug and alcohol, or substance misuse support needs, or are homeless, sofa-surfing or in temporary accommodation who want to work to access employment, education or training opportunities. This programme will identify a range of provision (including but not limited to other NEET strands) and support young people to access this. It will identify opportunities including employment, Apprenticeships, further education or Traineeships, and support them to sustain for at least 6 months. The programme is delivered by four supply chain partners, all of which can accept referrals from across all 10 North East London boroughs. Programme Aim: The aim of this programme is to engage with young people 16-24 years of age who are NEET and who have a self declared learning difficulty or disability. These young people will have an Education Health and Care Plan (EHC) or a Learning Difficulty Assessment (LDA), to support them to achieve a sustained destination into; Education, a Traineeship, an Apprenticeship or Employment. This is done through a thorough initial individual assessment followed by a tailored programme that will meet their needs and aspirations. Programme content: South Thames College (as the lead contractor) and its delivery partners provide individual/group support including functional skills, vocational skills, employability skills, motivational and practical skills – the type of activity includes: Career planning, CV writing, applying for work, interview techniques Work experience Motivational sessions Literacy, numeracy, ESOL support Confidence building Vocational tasters Employer input All young people have a caseworker who will ensure that the programme is meeting their needs, this support continues through to a positive RPA compliant destination and for a period of 6 months after achievement of their progression.

Their Careers Adviser has access to the latest Labour Market Information and works with them until they achieve a progression. Project aim: This programme will work with NEET young people who experience mental health conditions, drug or alcohol abuse problems or homelessness. Young people who are NEET and face the additional barriers of this target group experience lower employment, education and training outcomes than the general youth population and higher levels of unemployment and inactivity as adults. This Service aims to improve participants’ education, employability and personal skills so that they gain employment or start an apprenticeship, further education or traineeship, and successfully sustain for at least 6 months. Project aim: To deliver a bespoke and innovative learning programme to address the needs of young people who are NEET aged 16-24 who have Learning Difficulties/Disabilities or Long Term Health problems to support them to move into education, employment or training. The programme consists of an Initial Assessment to establish levels of basic skills – literacy and numeracy - and also a Needs Analysis to address the learning difficulties/disabilities to identify the barriers that are preventing these young people from gaining employment, Apprenticeship or further learning. These inform the content of their individual learning plan to ensure that it is tailored to their specific needs and equip them with the knowledge and skills to enable them to progress. The programme consists of a combination of regulated and non-regulated learning, primarily to provide motivational and confidence building skills through an innovative delivery model and then move onto a more structured plan to provide employability skills and preparation for work. We also offer a music and production learning programme where basic skills are contextualised and embedded to maximise participation and retention through an interest in this sector, which is particularly attractive to young people. In addition, employer led qualifications are also on offer where it has been identified that the young person would benefit from these to increase their chances of or secure employment e.g. food safety in catering, health and safety, emergency first aid at work. We also seek to secure work placements to give the young person the experience of a real working environment.
