Abstract There were still dfficulties in implementing responsibility and accountability system within the bureaucracy effectiveU. This is caused by various factors, such as the low capacity of pedormance management of civil servants and the strong patronage culture within the bureaucracy and society. Both conditions become an obstacle in the ffirt to enhance the professionalism of civil servants.In addition, external constraints also emergedas the negative impact of democracy and regional autonomy system that is characterized by local political euphoria, which makesthe bureaucracy increasingly co-opted by the political power Therefore, it is very important to revitalize the accountability and responsibility systemthat includes bureaucratic, legal, professional and political accountability proportionally in order to improve the performance of governmental organizations. Based on the premise above, this paper aims to examine the e{fectivenessof the accountability systemwithin the government organizations and trying to formulate conceptually what can be done to revitalize the system. It is believed to bring good governance in public service delivery in the era of autonomy and democratization.
