POLICE COMMUNITY ADVISORY BOARD MEMBERS Dan Gonzales owns Fi h Sun where he employs 200 people and represents business owners. He graduated from CSUC in Civil Engineering. He met his wife Dawn in the dorms, have been married for 32 years and have 4 children. Dan has lived in Chico for 34 years. Dan believes that healthy communi es, as in healthy Dan Gonzales companies don’t just happen. They take work and collabora on from strong leaders who comprise the community. Gloria Halley works for the Bu e County Office of Educa on as the Region 2 Lead as part of the California Department of Educa on/A er School Division statewide system of field support for expanded learning programs. In her role she provides support services for state and federally funded before, a er and Gloria Halley summer school programs that serve elementary, middle and high school students in nine northern coun es: Bu e, Glenn, Tehama, Shasta, Trinity, Siskiyou, Modoc, Lassen and Plumas. Gloria is a highly‐regarded trainer, mentor and consultant and has successfully facilitated several school‐community ini a ves, i.e., Healthy Start, A er School, Alcohol, Drug and Gang Preven on programs, Healthy Behaviors Ini a ve and Summer Ma ers Campaign on a statewide level. She successfully mobilizes ci zens to be proac ve regarding their schools and neighborhoods and assists in leveraging resources resul ng in posi ve outcomes to improve the quality of life for all. Gloria is the proud mother of two sons, and grateful to have two wonderful daughters‐in‐laws and four grandchildren.
Michael PraƩ is a second year graduate student in the Master in Public Administra on program at CSU Chico. He double majored in Legal Studies and Public Administra on for his BA at CSU Chico while also earning his Paralegal Cer ficate. He came to Chico State as a transfer student from Shasta College where he served as the Michael PraƩ President and Student Trustee for the Shasta‐Tehama‐Trinity Joint Community College District and represented 2.68 million California Community College students as the Student Liaison to the Board of Governors. He was raised throughout northern California and considered Redding to be his hometown before rese ling in Chico, which he describes as having a true community feel. Michael feels tremendously privileged to have the opportunity to use the experience he has gained through involvement with the AS Community Legal Informa on Center (CLIC), as the AS Director of University Affairs, as the Chair of the Student Academic Senate, LeadCat, the Chico Museum, and as the newly elected AS President. He is happy to represent the student voice on the Police Community Advisory Board.
Dorian KiƩrell grew up in Northern California since the age of 8. He has a BA in Interna onal Studies and a Master’s of Science Degree in Clinical Psychology. Over the last 20 years his work in mental health has included emergency response to disasters with the American Red Cross (na onwide), Alcohol and Drug Preven on and Treatment (San Francisco, CA), as Dorian KiƩrell well as Psychiatric Crisis Services (Sacramento). Prior to becoming the Director for Behavioral Health in Bu e County, he served as the Director for Behavioral Health in Sacramento, California.

David McKay is the Director of Secondary Educa on with the Chico Unified School district. He also serves as a Child Welfare and A endance Officer with CUSD and is the chair of the Bu e County Juvenile Jus ce and Delinquency Preven on Commission. David served as a United States Marine Corps Selected Reserve officer from 1995‐2001 and as a Community Service Officer and student David McKay Dispatcher for the University Police Department from 1996‐2000. He began his career as an English teacher at Chico High in 2000 and recently le his posi on as the Principal at Fair View High School. David is happily married to his wife of 12 years and they have three children.
The Police Community Advisory Board is designed to be a link between the community and its Police Department to facilitate and enhance communication between the two. The Chico Police Department will utilize the Board for the purpose of reviewing and making recommendations to the Chief of Police on matters pertinent to the Police Department. The Police Community Advisory Board meets on the third Wednesday of each month from 5:30pm to 6:30pm. All meetings are open to the public and community input is welcome and encouraged.

Michael O’Brien brings nearly (27) years of law enforcement experience to the posi on, (23) with the Chico Police Department. He began his career with the Los Angeles County Sheriff’s Department. Chief O’Brien previously served as a custody and gang deputy, patrol officer, Downtown and Michael O’Brien Bidwell Park bike officer, Chief of Police community outreach officer, detec ve, SWAT officer, crime scene inves gator, patrol sergeant, professional standards sergeant, patrol lieutenant, detec ve lieutenant, administra ve lieutenant and opera ons captain. Chief O’Brien earned a bachelor’s degree from Chico State University and a master’s degree from Gonzaga University.
Sean Morgan is the Vice Mayor for the City of Chico as well as a management consultant and professor. Sean received his Bachelor Degree in Finance and Interna onal Business and MBA at CSU Chico. He is a Cer fied Project Manager through Stanford Sean Morgan University and received a Vice Mayor Cer fica on in Business Dynamics from Massachuse s Ins tute of Technology. Sean has been married for 20 years and has two boys, ages 14 and 16.

The division of Student Affairs to pursue his educa on and includes: Associated Students, Bell received his BA in Liberal Studies/ Memorial Union and Wildcat Bilingual and his MA in Recrea on Center, Career Planning Interdisciplinary Studies. He serves and Placement, Disability Support as Director of University Diversity Services, Educa onal Opportunity Programs and Inclusion at CSU, Chico Program, Enrollment Services and teaches courses in Mul cultural (Admissions, Registrar, Advising, and Gender Studies. Laura Cootsona holds a Masters in Nonprofit Administra on (MNA) from the University of San Francisco and a BA from UC Berkeley in Religious Studies. She has worked with nonprofit organiza ons as a consultant for 21 years in the areas of fundraising, marke ng, CEO coaching, strategic planning, and board development. In Laura Cootsona October of this year, Laura became the Execu ve Director of the Jesus Center. Over the last 13 years in Chico, Laura has worked extensively with the local public service sector, including the Torres Shelter, SHOR, ARC, Catalyst Domes c Violence Services, Youth for Change and Skyway House. Addi onally, Laura has had a ten‐year affilia on with the North Valley Community Founda on, most recently comple ng 2.5 years as Director of Strategic Philanthropy working with businesses and individuals to maximize the impact of their giving. Laura is a mother of two young women and is married to Greg Cootsona, a Religious Studies professor at CSU Chico.
Jovanni Tricerri serves as the Director of Community Engagement with the North Valley Community Founda on, with a focus on developing civic engagement in fostering community transforma on. The idea behind the North Valley Center for Community Engagement is that communi es work best when its ci zens adopt a wide‐ spread ethic that engages everyone to contribute to the success of their Jovanni Tricerri community. With 15 years experience in interna onal relief and development work, Jovanni has travelled to over 35 countries as a strategic advisor on issues related to poverty, interna onal rela ons, leadership development and peace and reconcilia on ini a ves. Currently, he serves as an advisor to several interna onal non‐profit organiza ons in Central and South America, South Asia, and Africa. Jovanni received his Bachelor of Arts degree from Westmont College in Santa Barbara, CA and holds a Master of Arts degree in Communica on and Leadership from Gonzaga University in Spokane, WA.
Denise Adams is Dean of Career and Technical Educa on at Bu e College where she has worked since 2007. Currently she administers and supervises educa onal programs, including Public Safety Training and Educa on Center (Academies for Basic Law Enforcement, Fish & Denise Adams Wildlife, State Parks, and Fire), Agriculture, Health Occupa ons (RN, LVN, LVN to RN, CNA), Welding, Computer Science and Dra ing. Denise has worked in health care since 1985, in clinical and educa onal se ngs, and has exper se in areas including management/leadership, quality improvement, outcomes management, case management and u liza on management. She holds a MBA from the University of California, Irvine, and a BS and MS in Nursing from California State University, Chico. She licensed by the State of California as a Registered Nurse, Clinical Nurse Specialist and Public Health Nurse. Denise is an elder at Bidwell Presbyterian Church and serves as a trustee on the Enloe Medical Center Board of Trustees and has lived in Chico for 29 years.
Michael Lo has lived in Chico since 1987 (28 years). He works as a Claim Specialist and an investor. He has served as the board of directors for the Community Housing Improvement Program (CHIP) for over 10years ~ helping one family at a me. Michael enjoys helping our community and giving back as much as he can. He is a member of the Hmong community and believes in cultural diversity for all.
