Manatee County Building & Development Services
Positive Aspects • Project inside Manatee County’s Sewer Service Area • Proposed along existing County potable water line • Provides ROW for future expansion of CR 675 and extension of Rye Road • 16.4 acre recreation area
Manatee County Building & Development Services
Negative Aspects & Mitigating Factors • Inside Sewer Service Area, but limited infrastructure (i.e., sewer, reclaimed water) exists in this portion of the area at this time. • Developer will be required to extend existing wastewater services from the south to this site, consistent with the County’s Wastewater Masterplan requirements.
Manatee County Building & Development Services
Negative Aspects & Mitigating Factors • The project is adjacent to A and A-1 zoning which permit agricultural uses that maybe incompatible with single family development • Proposed lot sizes are significantly smaller than surrounding agricultural lots and Foxbrook subdivision to east
Manatee County Building & Development Services
Negative Aspects & Mitigating Factors • Residents may be impacted by traffic noise along CR 675 • Project is consistent with NCO standards in terms of setbacks, buffers and other requirements ensuring compatibility with area
Manatee County Building & Development Services
Negative Aspects & Mitigating Factors • Gamble Creek is a known flood way • Site plan does not propose any residential development within the 25-Year Floodplain of Gamble Creek and site design will conform to FEMA Flood and Manatee County Engineering Design Standards
Manatee County Building & Development Services
Negative Aspects & Mitigating Factors • Immediate area has limited employment and other services currently available • Commercial development approved and partially developed to the east at the intersection of CR 675 and Rye Road

Utility Analysis Project is within the Utility Service Area. With the exception of Parcel #5, the General Development Plan indicates the proposed sanitary sewer and potable water system internally including offsite connections will be constructed to county standards and dedicated to public.

Utility Infrastructure Existing 2008 North County Wastewater Master Plan addresses capacity for this development area. A separate water master plan is being created inhouse; a reclaim water master plan is being created by a consultant. The applicant’s Engineer of Record shall provide calculations to address capacity and concurrency with the Final Site Plan submittal.

Existing Water Infrastructure

Water Distribution Existing 30” water main along C.R. 675. Health concern with stagnant water at terminus of water mains. Resolve by internally looping future water main into subdivision or flushing out terminus of line. Staff prefers looping as flushing is a waste of potable water.

Reclaim Water Distribution Existing 30” reclaim water main stubbed to the intersection of Rye Road and Rutland Road (C.R. 675) located southeast of the project. Note #18 on the General Development Plan states reclaim water is available and will be used for irrigation. The applicant would be responsible for connection to the existing reclaim water system.

2008 Wastewater Master Plan

Force Main Distribution Status Existing 12” force main along Golf Course Road. This force main will be at capacity once service area is built out. 2008 North County Wastewater Master Plan includes 14” and 12” force mains along C.R. 675 and S.R. 62 respectively for future development in this area. None of the future lines designated on 2008 North County Wastewater Master Plan are included in the Capital Improvement Plan.

Force Main Distribution Options The best strategy for the region is for this project to participate with other developments to install force main system pursuant to Wastewater Master Plan. County may wish to participate or reimburse the applicant for installing oversize line. However, no funding is available at this time.

Analysis The Aviary parcel is bisected by Gamble Creek. In addition, a slough, know as Waterhole Creek flows through the middle of the project. The existing FEMA Flood Insurance Rate Map (FIRM), published in 1992, reflects 100—year floodplain and floodway along the main thread of the creek. A 25year floodplain devised from the FEMA 100-year floodplain has also been created. In late 2011, FEMA started the process to modernize and digitize county floodplain maps. Preliminary Digital Flood Insurance Rate Maps (DFIRM) are presently available.

Analysis The County and Southwest Florida Water Management District (SWFWMD) started a cooperative watershed study on Gable Creek in November of 2003. The watershed study was recently approved by the SWFWMD Governing Board on June 26, 2012. The watershed study utilizes Light Detection and Ranging (LIDAR) for accurate ground topography. In addition, record drawing information from recent developments was incorporated into the study. The maps which follow provide a comparison of the delineation between available floodplain data.
