PDR-12-03(Z)(G) - ROWE VENTURES, LLC!THE-AVIARY AT RUTLAND RANCH (DTS # 20120045) An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development. amending the official zoning atlas (Ordinance 90-0t, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of approximately 400± acres, 1800' east of 16tst Avenue East and north of CR 675, at 16410 CR 675, Parrish from NNCO (General Agriculture/North Central Overlay District) to the PD-R/NCO (Planned Development Residential/North Central Overlay District); approve a General Development Plan for 784 residential units; subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability, and ~roviding an effective date. Utility Analysis  Project is within the Utility Service Area.  With the exception of Parcel #5, the General Development Plan indicates the proposed sanitary sewer and potable water system internally including offsite connections will be constructed to county standards and dedicated to public.

Utility Infrastructure  Existing 2008 North County Wastewater Master Plan addresses capacity for this development area.  A separate water master plan is being created inhouse; a reclaim water master plan is being created by a consultant.  The applicant’s Engineer of Record shall provide calculations to address capacity and concurrency with the Final Site Plan submittal.

Force Main Distribution Status  Existing 12” force main along Golf Course Road. This force main will be at capacity once service area is built out.  2008 North County Wastewater Master Plan includes 14” and 12” force mains along C.R. 675 and S.R. 62 respectively for future development in this area.  None of the future lines designated on 2008 North County Wastewater Master Plan are included in the Capital Improvement Plan.

Force Main Distribution Options  The best strategy for the region is for this project to participate with other developments to install force main system pursuant to Wastewater Master Plan.  County may wish to participate or reimburse the applicant for installing oversize line. However, no funding is available at this time.

Analysis  The Aviary parcel is bisected by Gamble Creek. In addition, a slough, know as Waterhole Creek flows through the middle of the project.  The existing FEMA Flood Insurance Rate Map (FIRM), published in 1992, reflects 100—year floodplain and floodway along the main thread of the creek. A 25year floodplain devised from the FEMA 100-year floodplain has also been created.  In late 2011, FEMA started the process to modernize and digitize county floodplain maps. Preliminary Digital Flood Insurance Rate Maps (DFIRM) are presently available.

Analysis  The County and Southwest Florida Water Management District (SWFWMD) started a cooperative watershed study on Gable Creek in November of 2003. The watershed study was recently approved by the SWFWMD Governing Board on June 26, 2012.  The watershed study utilizes Light Detection and Ranging (LIDAR) for accurate ground topography. In addition, record drawing information from recent developments was incorporated into the study.  The maps which follow provide a comparison of the delineation between available floodplain data.
