7.4.1.2 Supplier Quality Management System Development
Sanctioned Interpretation The organization shall perform supplier quality management system development with the goal of supplier conformity with this Technical Specification. Conformity with ISO9001:2008 shall be demonstrated by an accredited third party certification / registration through a certification body bearing the accreditation mark of a recognized IAF MLA member and where the accreditation body’s main scope includes management system certification to ISO/IEC 17021 or through a second party audit process as the first step in achieving this goal. •
The organization’s second party audit process shall be consistent with the automotive process approach, including evidence of planning, supplier readiness and supplier performance. The organization shall demonstrate the competence of the auditors undertaking the 2nd party audits. Records of the audits reports shall be maintained. Note: Guidance can be found in the IATF Auditor Guide, ISO 17021 and ISO 19011

The prioritization of suppliers for development depends upon, for example, the supplier’s quality performance and the importance of the product supplied. [Used to be a Note in section 7.4.1.2]

The organization shall have decision criteria for determining “specially designated small suppliers” wherein certain specified elements of ISO9001:2008 or ISO/TS 16949:2009 may be waived. Records of the established criteria and decision taken accordingly shall be maintained. “Small” here above may refer to the volume supplied to the automotive industry or to the organization.

Refer to OEM Vehicle Manufacturer customer specifics for 2nd Party audit requirements for the organization who is a direct supplier to the OEM.

During the agreed ISO9001:2008 and ISO/TS 16949:2009 transition process ISO9001:2000 and ISO/TS 16949:2002 Certificates shall be deemed as acceptable.
Transition Timing: Organizations currently certified to ISO9001 by a certification body who does not bear one of the recognized accreditation body logos listed on the IAF MLA website, have until 31 December 2017 to transfer to a certification body who meets the IATF’s requirements or follow the requirement for a second party audit. For a list of IAF MLA accreditation bodies and their accreditation marks, go to http://www.iaf.nu Rationale: The IATF has chosen to only recognize ISO9001 certificates issued by certification body’s with a recognized IAF MLA accreditation logo and where the certification body’s main scope includes management system certification to ISO 17021.
