The public session of the Property Management Committee meeting was held at 5:20 p.m. in Room 200 at the Aurora Education Centre on Tuesday, February 18, 2014 with Acting Committee Chair A. DeBartolo presiding and the following trustee members present: P. Adams-Luchowski, C. Chan, N. Elgie, S. Geller (by audio conference), J. Hertz, J. Nathan and M. Van Beek. DECLARATION OF CONFLICT OF INTEREST Acting Committee Chair A. DeBartolo asked any trustee who has a direct personal or direct or indirect pecuniary interest in any matter being discussed by the Property Management Committee during the meeting to state the conflict and nature thereof. BOARD REPORT RECOMMENDATIONS (*)1.

That the York Region District School Board approve the following recommendations, as outlined in the staff report dated February 18, 2014. (Appendix 1) 1. That the York Region District School Board release the Block 12 #3 Elementary School Site designation in the City of Vaughan. 2. That the Director of Planning for the City of Vaughan be advised of this action. 3.

That the York Catholic District School Board be advised of the release.

That the public elementary school site be six acres in size located as shown on Appendix B (Community of Stouffville Secondary Plan, Schedule F: Land Use and Transportation Plan) of the staff report dated February 18, 2014. 3. That the Director of Planning for the Town of Whitchurch-Stouffville be advised of this action.

That in accordance with Subsection 257.61 (1) of the Education Act the York Region District School Board approve the following recommendations, as outlined in the staff report dated February 18, 2014. (Appendix 5) 1. That the York Region District School Board has adopted a policy concerning alternative accommodation arrangements and has implemented the policy by entering into a joint-venture partnership with the Town of East Gwillimbury at Phoebe Gilman Public School. 2. That the York Region District School Board has reviewed its operating budget for the year ending August 31, 2014 for savings that could be applied to reduce growth-related net education land costs. Such review disclosed that there is no surplus of operating funds available for such capital needs. The Board has therefore determined that the amount of the savings which it proposes to apply to reduce growth-related net education land costs is nil.

That the York Region District School Board approve the following recommendation, as outlined in the staff report dated February 18, 2014. (Appendix 6) 1. That the York Region District School Board approve the total estimated construction cost, not to exceed $1,688,438.00, for the construction of the Carrville Mills Public School seven classroom addition, City of Vaughan, subject to Ministry approval.

That the York Region District School Board approve the following recommendation, as outlined in the staff report dated February 18, 2014. (Appendix 7) 1. That the York Region District School Board approve the total estimated construction cost, not to exceed $1,704,038.00, for the construction of the Herbert H. Carnegie Public School six classroom and one resource room addition, City of Vaughan, subject to Ministry approval.

That the York Region District School Board approve the following recommendation, as outlined in the staff report dated February 18, 2014. (Appendix 8) 1. That the York Region District School Board approve the total estimated construction cost, not to exceed $2,359,155.00 for the construction of the Dr. Roberta Bondar Public School two kindergarten and seven classroom addition, City of Vaughan, subject to Ministry approval.

BACKGROUND: The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for a school site within the proposed plans. RATIONALE: A.

Applications: 19T-13V010 by Nine-Ten West Limited.

B.

Location: The proposed application is north of Rutherford Road and west of Dufferin Street in the City of Vaughan (Appendix A). The proposed Official Plan Amendment, Zoning By-law amendment, and Draft Plan of Subdivision have been submitted for a residential mixed use development of mixed-use townhouse blocks and mixed-use condominium apartments.

School Accommodation: Elementary Current Attendance Area At the elementary panel, this plan is within the Dr. Roberta Bondar Public School boundary. Dr. Roberta Bondar Public School is a Junior Kindergarten to Grade 8 School with a functional capacity of 527 and seven portables on site bringing effective capacity to 688 and an October 31, 2013 enrolment of 647.5 (FTE). In 2014, pupil places will be added to Dr. Roberta Bondar Public School with an addition to support kindergarten and enrolment growth which will increase the capacity to 764. This 5

addition will support Dr. Roberta Bondar Public School as the only community school serving regular JK to Grade 8 students in this area, as the second school site in Block 18 is scheduled to open in September 2015 as a single track French Immersion School. Staff are currently considering redirecting students from this development application to a neighboring holding school while monitoring enrolment at Dr. Roberta Bondar Public School. The Board may consider a boundary change in the future to a neighbouring school or pursue a new school in the neighbouring Block 11 to the east should it be required for future school accommodation. Secondary Current Attendance Area At the secondary panel, the plan is located within the Stephen Lewis Secondary School boundary. Stephen Lewis Secondary School has a functional capacity of 1,353 and an October 31, 2013 enrolment of 1,364.0 (FTE). ESTIMATED COST: Not applicable at this time. TIMELINE: The City of Vaughan had requested the Board’s comments concerning the Proposed Development Application by January 14, 2014. An extension of time in which to comment has been requested from the City of Vaughan. RECOMMENDATIONS: That the York Region District School Board approve the following recommendations. (*)1. BACKGROUND: The purpose of this report is to request approval of the comments that are to be submitted to the Town of Richmond Hill concerning the Board’s requirement for a school site within the proposed development application. RATIONALE: A.

Location: The proposed application is located south of Jefferson Sideroad and west of Yonge Street in the Town of Richmond Hill. The proposed Official Plan Amendment and Zoning By-law Amendment have been submitted to permit the development of 155 condominium apartment units in a 9-storey mixed use building with ground floor retail. Please see attached map (Appendix A).

Richmond Hill High School has a functional capacity of 1,033 and seven portables on site bringing effective capacity to 1,195 and an October 31, 2013 enrolment of 1,641 (FTE). Richmond Hill High School contains a secondary gifted program. The gifted program is projected to decline due to the reduction in the number of gifted elementary feeders into the school. The elementary gifted feeder of Aurora Senior Public School has been redirected to the newly created secondary gifted program at Dr. G.W. Williams Secondary School effective September 2014. As well, the creation of an elementary gifted program at Charles Howitt Public School will feed into Thornhill Secondary School for the secondary gifted program. ESTIMATED COST: Not applicable at this time. TIMELINE: The Town of Richmond Hill had requested the Board’s comments concerning the Proposed Development Application by February 12, 2014. 5.3 YORK REGION DISTRICT SCHOOL BOARD PROPOSED DEVELOPMENT APPLICATION ZA 14 108661 CITY OF MARKHAM

BACKGROUND: The subject application is located in the Markham Centre Secondary Plan which was approved by the Ontario Municipal Board in 1997. Markham Centre is intended to be the urban core for Markham with higher density mixed use development. Markham Centre has been identified as an Urban Growth Centre in the Provincial Growth Plan and as a Regional Centre as part of York Region’s “Centres and Corridors” strategy. The Board has designated three elementary school sites to serve the Markham Centre area. Metrolinx has identified the Unionville GO Station and surrounding area, including the subject lands, as a Mobility Hub, which will be a major transit station area associated with an urban growth centre. Prior to approval of a new development, a Mobility Hub study is required, which will set the parameters for how this area will ultimately develop and transform to a higher order hub integrating major transit services. RATIONALE: The purpose of this report is to request approval of the comments that are to be submitted to the City of Markham concerning the Board’s requirement for a school site within a proposed development application. 5.4 YORK REGION DISTRICT SCHOOL BOARD PROPOSED DEVELOPMENT APPLICATION ZA 12 122739 CITY OF MARKHAM

BACKGROUND: The subject application is located in the Markham Centre Secondary Plan; the Secondary Plan identifies the subject lands as being located within the East Precinct portion of the Secondary Plan area and that a Precinct Plan is required prior to development proceeding. In a recent report, City staff noted that the subject application is separated from the remainder of the East Precinct because of adjacent land uses and, that in this circumstance; development could potentially proceed on this isolated parcel in advance of the Precinct Plan’s completion. RATIONALE: The purpose of this report is to request approval of the comments that are to be submitted to the City of Markham concerning the Board’s requirement for a school site within a proposed development application. A.

Application: ZA 12 122739 by Global Unionville Development Inc. (Sylmatt Investments.) Applicant Name: Patrick Chan

B.

Location: The proposed application is located west of Main Street Unionville, South of Highway 7 in the City of Markham; it is located immediately south of Bill Crothers Secondary School. The subject application will have access from Main Street, Unionville as well as Bill Crothers Drive. Bill Crothers Drive connects Enterprise Boulevard to Bill Crothers Secondary School and bisects the subject development application. The proposed development application would permit three residential towers ranging from 9 to 27 storeys in height. Two buildings with heights of nine and ten storeys are proposed east of Bill Crothers Drive and one 27 storey building is located west of Bill Crothers Drive. Please see attached map (Appendix A). Because of the proximity of Bill Crothers Secondary School, Board staff identified a number of concerns with City staff and the applicant, including shade as it affects the east frontage of the school, parking, and traffic circulation.

Cost-Sharing Obligations: As part of the development of Bill Crothers Secondary School, the Board was required to construct storm water management facilities of sufficient size to accommodate flow from all lands on the north side of Enterprise Blvd from Main Street to the railway track. A cost sharing agreement was created to address how the cost of the land and construction of area-wide infrastructure would be shared by benefitting owners. As new development is proposed, staff is recommending that the Board impose a condition which requires each owner to enter into the agreement prior to any development being approved. As the subject application will be a benefitting owner, staff recommends that a condition of approval reflect this requirement be imposed. The City of Markham is supportive of this action.

6.1 YORK REGION DISTRICT SCHOOL BOARD SCHEDULES FOR 2014-2017 NEW ELEMENTARY AND SECONDARY SCHOOLS AND ADDITIONS TO SCHOOLS

BACKGROUND: This is a regularly scheduled report that is taken to the Property Management Committee on the status of all new elementary and secondary schools projects. RATIONALE: The schedules for the 2014 to 2017 New Schools are presented in this report in Appendix A and Additions to Schools are shown in Appendix B. ESTIMATED COST: The total estimated project cost for each of project will be presented to the Property Management Committee after tendering. Funding for these projects will be generated through the Ministry Capital Approvals process. TIMELINE: Timelines are contingent on receiving required approvals and permits from all authorities having jurisdiction prior to construction start dates. COMMUNICATIONS IMPLEMENTATION PLAN: Property Management Committee
