Scope :

1.01

This specification covers the design, manufacture, testing, packing supply of HT Panel set having One Incomer and Three Outgoing, Indoor Type, Iron Clad Floor Mounted of 11kV, incorporating Vacuum Circuit Breaker. Manufactured by:- L&T, CGL, ABB, SIEMENS, SCHNEIDER. Supplier Capacity:- OEM’s or Authorized / Certified Dealers of OEM.(Authorization / Dealership Certificate to be enclosed) CONSTRUCTION VCB Panel board shall Totally enclosed, Single Bus Bar, Floor mounted Metal Clad, Indoor type Flush Front, Horizontal Drawout & Horizontal Isolation Vacuum Circuit Breaker suitable having ‘M2 Class type Tested mechanism’ for installation in 3 Phase, 50Hz, 11KV, 26.3KA for 3 Sec. effectively Earthed supply system comprising of housing for Breakers, mechanical interlocks, safety shutters, 06 Nos Isolating Plugs and a VCB Trolley with three vacuum interrupters & epoxy supports insulators and self aligning finger type isolating contacts, Trucks having integral locking-in Device for insertion and withdrawal of VCB complete with necessary interlocks. Manual charged independent spring closed/spring tripping, trip free operating mechanism with manual closing and tripping push button. Mechanical indication viz. Breaker Closed/Open, Spring Charged/Discharged Mechanical Operation Counter, Electrical Release Coil, Breaker operated auxilary Switch with 6NO+6NC and spare Contacts & Motorised Mechanism + Manual Hand Operated mechanism. HT panel shall be with fully draw out type breaker carriages, compartmentalized and extendable on either side design. The switchboard panel shall be with CRCA sheet steel enclosure of minimum 2mm thick with protection class of IP4X. Rating: Panel set when assembled with other panel to form a switch board shall be suitable for nominal operation voltage and rupturing capacity as specified. The rated design of VCB Panel shall be 800A, 11KV, 26.3kA, 3 Phase, 50Hz system. Conforming to IS 3427,12729 & 13118 (1991) IEC-62271-100 & 62271-200 & 60694 Design:- The Switchboard Panel shall be designed so as to essentially include a VCB of 11KV, 800A, 26.3kA 3 Phase, 50Hz for One Incomer and Three Outgoing Feeders of extendable bus system at both ends with Main Bus Bar rated for 12KV, 2000Amp Copper Conductor, epoxy insulated, with One Bus PT. The panel shall be electrically operated trip free 800Amp TP VCB with mechanical ON & OFF indicators and spring charged motor, shunt tripping & closing coil arrangement suitable for 110Volts DC Power pack. The power pack of 110Volts DC to be included. CTs shall be one set of Epoxy resin cast double core single ratio of 200/1-1A with 7.5VA burden for Incoming and Outgoing Feeders. scheme of microprocessor based numerical relays ( O/C+ E/F – IDMT+Inst) and digital multifunction meter for energy metering with RS 485 Comm port. The panels shall have auto-reclosing feature for single operation with time setting of 3.00Minutes. CIRCUIT BREAKER The circuit breaker panel shall be complete with the following. Racking in/ racking out mechanism. Plugs and sockets. Mechanical inter-locks and safety shutters. Mechanical ON/OFF Indicators. Minimum of 6NO+6NC auxillary contacts directly operated by Circuit breaker. Anti condensation space heaters. Suitable tripping arrangement. Mechanical counter for total number of breaker operations. The Circuit Breaker shall be of Horizontal Isolation, Horizontal Draw-out type. The Circuit Breaker shall be suitable for auto reclosing duty. The Circuit breaker drive mechanism shall be provided with facility for pad locking at any position namely “”SERVICE”,“TEST” and “ISOLATED”. OPERATING MECHANISM Manually operated spring charged, motor wound spring charged with both mechanical and electrical release for closing. The operating mechanism shall be trip free. External supply shall not be made available for motor charging or even heater operation. The power pack shall be of the required capacity. BUSBAR SECTION The panel shall be single bus bar pattern with air insulated encapsulated bus bars housed in a separate compartment, segregated from other compartments. The Bus bar material shall be high conductivity Copper rated as specified. Max. Bus Bar temp shall not exceed 90 degree C in any conditions viz. rated and short circuit current. CURRENT TRANSFORMERS Suitable accommodation shall be provided in the panel to mount one set of three numbers dual core single ratio CTs. Access to CTs for cleaning, testing or changing shall be from back side of the panel. CTs shall be Dual Core, single ratio of suitable burden ( not less than 7.5VA) with 1Amp secondary. CTs shall conform to relevant Indian standards. The design and construction shall be robust to withstand thermal and dynamic stresses during short circuits. Secondary terminals of CTs shall be brought out suitably to a terminal block which shall be easily accessible for testing and terminal connection. The protection CT shall be of accuracy class 5P10 of IS 2705-Part III 1992. The Metering CTs shall be of accuracy class 1 of IS 2705 – Part III 1992.

VOLTAGE TRANSFORMER A Voltage Transformer of Burden not less than 50VA and as per specified ratio. The accuracy class for the VT shall be Class 1 as per IS 3156 part I & III. The VT shall be cast resin epoxy construction. It shall be withdrawal type with HRC Fuses or MCB on both HV & LV sides. PROTECTION AND TRIPPING ARRANGEMENT The Relays shall be microprocessor based numerical relays with O/L, E/F and S/C protection. The VCB shall have inbuilt anti-pumping feature. Tripping Relay shall be used for tripping signal to the shunt trip coil of CB operating on Power pack. Over current Relays shall have adjustable setting for current from 50% to 200% and Earth Fault from 10% to 40%. These shall be manual reset type. The panel shall have master trip relay, TCS Relay and Auxiliary relay for Transformer faults METERING INSTRUMENTS & PANEL ACCESSORIES A voltmeter analog of class 1 accuracy as per IS-1248 shall be provided on panel with Voltmeter selector switch duly wired. An Ammeter analog of class 1 accuracy as per IS 1248 shall be provided with necessary Ammeter selector switch duly wired. A multifunction meter Digital type shall be provided for energy metering, power factor etc. The Panel shall also cater to Lamp indications for ON/OFF of switchgear, Panel illumination, Spring charge status, tripping at faults status, healthy trip. The panel shall have other panel accessories like fuses, heaters, Thermostat, plug & Socket, T-N-C Switch, Emergency Push Button, Local/remote selector switch & hooter. Separate MCBs shall be provided for lamps, heaters, voltmeter and other instrumentation etc in panel. Anti condensation space heaters shall be provided in panel. CABLE BOXES Cable boxes shall be situated in a compartment at the rear side of the housing. Cable entry provision shall be made from bottom with sufficient head room for cable terminations. Gland Plate of removable type of 3mm Thick sheet of aluminium shall be provided for cable terminations. EARTHING The entire panel shall have an Earth bus bar of copper tinned material of suitable section with 02 earth terminals.
