WINTER WEATHER IS UPON US!! The Township Public Works crew has been preparing for the upcoming winter weather. We, as you, the traveling residents and your vehicles should be prepared for hazardous travel. Weather conditions constantly change and our goal is to keep the roads passable but remember that they are not always completely free of ice and snow. Be careful! Salt and anti-skid material are the main tools in treating the roads until 2inches or more snow has accumulated, then plowing begins. Remember, the Township will not be responsible for repairs or replacement to any item left in the Township right-of-way due to snow plowing. This includes mailboxes, fences, basketball hoops or vegetation, please see Township Ordinance No. 2004-6. Also, Township Ordinance No 2004-5 reminds us, it is unlawful to park any vehicle or motor vehicle on any street or road which is part of the Township system after the start of a snow fall and until the snow has stopped falling and the snow has been completely plowed, the full width of the cart way. It is also unlawful to push, throw, shovel, or pile any snow or ice onto any public highway or street which you removed from your driveway or walkway. If there is a fire hydrant on your property, the owner is required to remove all snow, ice, slush, which would impede access to the hydrant within 24 hours after a storm. Always remove snow and ice from the hood, roof, and trunk of your vehicle before moving. Turn on your head lights when your wipers are on.

A tax collector shall not refuse to accept payment tendered or postmarked by the US Postal Service in a timely manner to this subsection.”

MS4 PERMIT UPDATE

MS4 - COMMUNITY OBJECTIVES and PUBLIC PARTICIPATION Maintaining clean streams and waterways within North Whitehall Township is a primary objective of the Township’s mandated Municipal Separate Storm Sewer program. (MS4). The Pennsylvania Department of Environmental Protection (PADEP) has designated the streams in NWT as impaired. Therefore, NWT must implement and construct, over the next five (5) years, various Best Management Practices [BMPs] that commensurate with the primary objective of reducing sediments in impaired waterways. These projects may include, but not limited to, restoration of stream embankments as well as retention pond improvements. Over the next several years NWT will be planning and implementing these projects and improvements to meet the MS4

Permit requirements. However, success of the program not only requires NWT action, but also participation by NWT residents. Public Participation is a minimum control measure (MCM) required under the MS4 permit. Many of our residents ask; “What can we do?” “How can we be part of this program?” “What does NWT mean by public participation?” PADEP and NWT’s position is that the public must play an active role in this MS4 program. An engaged community is critical to the success of the MS4 as well as for any stormwater or pollution management plan. The public can bring valuable expertise to the program as well as being the “eyes” for NWT by reporting illicit activities and carrying out due diligence. For example, dumping grass clippings in forested areas or near streams creates significant pollution that is detrimental not only to the land it is placed upon, but ultimately to the ground water and streams. This

practice is illegal under the MS4 and is also a violation of NWT Ordinances. NWT wishes to keep the public informed on this matter and believes public education is imperative to make this pollutant source known and managed appropriately by each home owner. Another area the public can help is reporting illegal earthmoving activities to NWT. Unauthorized activities often produce silt and sediment runoff. This could be dirt tracking from construction vehicles entering the roadways, earthmoving, or other activities that may look suspicious. Erosion Control Protection is required in these instances. Active public participation not only builds support for our MS4 program, but becomes an important element of meeting the MS4 permit goals as well as improving our streams and waterways. identity theft prevention and credit monitoring In light of the recent Equifax data breach and ongoing concerns over cyber security, it is now more important than ever to take steps to ensure that you are not a victim of identity theft. Here are a few simple suggestions on how to better safeguard your identity:  Shred all sensitive documents that you intend to dispose of, including bank statements, credit card bills, receipts, utility bills, ATM receipts, and pre-approved credit offers.  Use unique passwords that only you know.  Be wary of giving out your social security number, account number, credit card number, passwords or user ID.  Consider placing a credit freeze on your files. A credit freeze makes it harder for someone to open a new account in your name.  Monitor your existing credit card and bank accounts closely for charges you don’t recognize.  Don’t carry your social security card in your wallet. Only give out your SSN when absolutely necessary. It is also a great idea to continually monitor your credit score and report. You are entitled to a free credit report annually from each of the three major credit reporting bureaus, which can be accessed by visiting the federal government’s website www.annualcreditreport.com. For more information on preventing identity theft, visit the PA Attorney General’s website at www.attorneygeneral.gov . Check out Identitytheft.gov/databreach for information on what you should do in the event of a data breach.

PennDOT encourages vehicle operators to be vigilant in the self-inspection of their motor vehicles on a regular basis. Weekly Check: Tire pressure and tread condition; Oil level; Battery terminal condition; Engine compartment fluid leaks; Radiator fluid level; Headlights and tail lights, turn signals, horn, fuel cap, and seat belts Monthly Check: Mirrors and windows free of cracks and damages; Lights and flashers working properly; Windshield wiper blades; Power steering, brake, transmission, oil, and battery fluid levels; Spare tire, jack, and emergency equipment Take a few minutes during your next gas station fill up to run down the weekly check list, while designating monthly check ups as a beginning or end of the month project to maintain optimal operating conditions. SNOW MARKERS Due to liability reasons, North Whitehall Township has cut back on snow markers throughout the Township. Individual property owners are allowed to mark the edge of their lawn, driveway, or other hazards that the Township needs to be made aware of after the snow has fallen. The reflective markers can be made of plastic, fiberglass, or aluminum which needs to be 3 feet off the road surface.

Whitehall Township as of October 18, 2017. Jim was born and raised in the Pittsburgh, PA area and has lived in Upper Nazareth (PA) Township since 1991. His background is in engineering. The Zoning Officer position entails reviewing all applications for commercial and residential work within the Township and applying North Whitehall Township ordinances to situations as presented. Other facets of the job include review and disposition of complaints dealing with Zoning and Code Compliance. The position also requires working with the Zoning Hearing Board and the District Magistrate Office for Code Violations. Jim looks forward to working with the staff and crew in North Whitehall and all of its residents. Jim will be in the office Monday and Wednesday, 7:30am to 4:00pm and Thursday, 7:30am to 11:30am.

Registration for the 2018 North Parkland Baseball season opens on 1/2/18 and will be available online at www.northparkland.com. Registration is for all age groups – Prep Legion (ages 12-13), Knee-Hi (ages 13-14), Youth Legion (ages 14-15), Connie Mack (ages 15-16), and Senior Legion (ages 16-18). Players must live in the North Parkland Baseball boundary. Players will be notified by their coach when practice and tryouts begin. No fees are required until teams are selected. REMINDER FOR WINTER WEATHER Regarding NWT Right-of-Ways. the roads and turn around in the cul fences, and shrubs, which is due to Remove all obstacles from roads and cul-de-sacs prior to winter weather. We’re talking about portable basketball hoops, garbage cans, boats, trailers, parked vehicles, RVs, etc. Any obstruction makes it difficult for the operators of our snowplow trucks to navigate

-de-sacs. Plows will not return to clean up areas that were made inaccessible by resident-owned vehicles or property.

Regarding your mailboxes. North Whitehall Township office receives numerous calls during a snow storm concerning damage to mailboxes,

snow plowing. This is generally caused by the snow wash coming off the plow. The Township will not be responsible for replacement or repairs of fences, shrub damage, or mailbox damage, which are placed within the legally defined Township right-of-ways unless the vehicle itself hits the mailbox!
