Somerset County Council is delivering an ambitious and ground-breaking Technology and People Programme. This is underpinned by a cloud first ICT strategy that recognises that the people components of the programme are as important as the technology in delivering benefits. Richard will discuss the background to the programme and the technological, cultural and business changes that are being implemented. He will highlight some of the challenges he and his team have faced, including the exit from South West One, as well as the practical lessons being learnt that will be relevant for any local authority embarking on radical technology enabled change. It’s Time To Make Some Money!

EES and Place Services are two major internal trading arms of Essex County Council (ECC) employing circa 300 staff between them. Owned by ECC as ‘in house’ traded services, both EES and Place Services combine specialist skills and products developed by the County Council in ‘fit for purpose’ trading models in order to cover costs of the services and generate revenue surplus back to the County Council. In this session, Paul and Richard will showcase examples of the success of both these organisations and how they have enabled them to grow and evolve into competitive and effective businesses. Whilst doing this, they have been able to retain and grow specialist skills and capacity within ECC, creating resilience in both the education and specialist planning functions. Not to forget all the challenges they faced along the way…

It’s All Our Problem In a changing world, any organisation or business that cannot adapt to the new norms will not survive. This is also true of local authorities such as Huntingdonshire District Council which looks after the people, economy and environment of Huntingdonshire. The District Council has begun a three year transformation programme called Mosaic, which looks at doing things differently, helping employees work smarter not harder, and driving continuous improvement throughout the whole organisation. Everything the council does should start and end with the customer (residents, businesses and partner organisations) in mind. This alternative approach will eliminate inefficiency and increase productivity.

The Journey To Becoming A Data Driven Organisation Camden’s ambitions have grown in parallel to its use of technology. Over time, we are moving from a set of quasi-independent, legislation-driven services to a single organisation which delivers outcomes, not just services, for residents in the most efficient way possible. Over the same period, we have moved from paper-based records held in those silos to a huge amount of (mostly) digitised data. The presentation will provide an opportunity for us to go over Camden’s journey to becoming a data driven organisation, some of the progress to date and the journey’s evolution.

Transformation programmes of all kinds have been run, producing new operating models, new ways of working, restructures and improved technologies. As we strive for greater economies, we are increasingly turning to technology to help us. The digital agenda is now at the heart of this struggle. We have seen what a Digital operating model has done to revolutionise businesses – Amazon, Ebay, etc. but Simon’s question is: Can Local Simon Putnam Authorities emulate the operational efficiencies of these companies when our service is so Head of Digital diverse? Collaborate, Change and Support: The Key Ingredients for LGSS

LGSS has recently implemented a new ERP platform (Unit 4 Business World) across the three partners – Cambridgeshire County Council, Northamptonshire County Council and Milton Keynes Council – replacing two Oracle and one SAP platform. Concurrently they also introduced a new online supplier portal to manage all purchase ordering and invoicing to significantly reduce costs, improve the supplier experience and enable the Authorities to leverage its purchasing power and compliance. Chris Law, LGSS Head of Finance Operations outline the changes, challenges and benefits of Chris Law this move including how three councils have converged processes to enable a standard way Head of Finance of working to be implemented that will reduce the time staff spend on purchasing activity Operations together with improving the supplier experience. Through collaboration and innovation with LGSS the provider of the supplier portal he will explain how LGSS is leveraging the technology available and why it was so important to them to make this change.

A Success Story for Improving Children’s Services

Local Authority Children’s Services is now the only council service to be the subject of a major, external inspection. A poor OfSTED inspection of Children’s Services can have major implications for local authorities. Recent research by the Local Government Association has highlighted that local authorities are under increasing financial pressure. Drawing on the experience of Leeds Children’s Services, who recovered from an ‘Inadequate’ judgement in 2010 and are now the only core city to be rated as ‘Good’, this presentation will look how services can be improved to ensure that children and young people achieve good outcomes.
