STANDARD OPERATING PROCEDURE (SOP) TRANSPORT ARRANGEMENTS AND CONTINGENCY PLAN GENERAL 1)

All drivers must have received University driver training appropriate to their needs and have a permit card issued by RSU. Drivers must carry a valid photocard driving licence along with the permit: for UK licences this is the photocard that accompanies the paper driving licence. University vehicles are covered by the University insurance policy and the RSU van likewise. A copy of the current policy is available from RSU for inspection if necessary. You are responsible for driving in accordance with the Highway Code and other laws or bylaws that may exist. On certain sites such as airfields, industrial complexes, university premises, local speed limits and conditions apply with which you must comply. Drivers are responsible for ensuring the vehicle has the correct emergency equipment, the consignment documentation etc. and appropriate package labels / markings.

A properly formatted consignment note, typically one of UN2909, UN2910, UN2911, or UN2915; ask RSU if you are unsure AND completed ONR Transport Declaration form. These local rules and emergency actions. Check the package is properly marked / labelled.

PREPARING FOR THE JOURNEY & EQUIPMENT For EXCEPTED packages 10)
Secure packages in the boot or loading area.
For TYPE A packages you must also carry 11) 12) 13) 14) 15)
Two self-standing warning triangles. Two 4 kg dry powder fire extinguishers. One wheel chock. Eye rinsing liquid (a bottle of mineral water is acceptable), a hi-vis vest for each crew member, protective eye wear and gloves. A metal radioactive warning fire plate.
THE JOURNEY 16) 17)
Ensure you have enough fuel to complete the journey. Do not leave the vehicle unattended, including when stopping at service station car parks.

Do Not Panic. Follow police / AA / RAC guidance whilst summoning help: get out of the car and stand on the verge etc. wear the hi-vis vest and wait for help to arrive. If the vehicle has to be towed away for repair you will need to make arrangements for its secure safe-keeping. Contact RSU or if out of hours the University Security Service for advice and / or emergency assistance. The University van is covered by RAC.

Do Not Panic. If appropriate exchange vehicle registration details and contact phone numbers. Do not get involved in arguments or explanations. Keep it simple. Make a note of damage to your and the other vehicle. If necessary summon police assistance and / or breakdown assistance. Follow police / AA / RAC guidance whilst summoning help: get out of the car and stand on the verge etc. wear the hi-vis vest and wait for help to arrive. Check the package has remained intact. If possible continue your journey or follow the instructions for breakdown.
ACCIDENT: MAJOR INCLUDING FIRE 27) 28) 29)
Do not panic. Deal with life threatening conditions first: summon police, paramedics / ambulance. In the event of a fire, if you can use a fire extinguisher safely do so. Follow police / AA / RAC guidance whilst summoning help: get out of the car and stand on the verge etc. wear the hi-vis vest and wait for help to arrive.

Inform the police of the nature of your journey and of the contents. Contact RSU or if out of hours the University Security Service for advice. Security should make attempts to contact RSU or use the emergency triage system.
THEFT OR LOSS (OR ANY ACCIDENT – ONR) 32)

Notify the police immediately (101), the Environment Agency hotline (0800 80 70 60) and RSU (below). The police and Agency will take a brief record and issue you with an incident reference number and an officer(s) will make contact shortly afterwards; it is helpful to call from a mobile as their telephone systems do not recognise University (number withheld) numbers. The Office for Nuclear Regulation (ONR) should be notified as soon as possible on 0203 028 0650 (email for written communications is
[email protected]). It will be helpful to have copies of any consignment notes and waybills.
